MLIX ! c’est le nom du point d’Echange Internet du Mali. Cet après-midi le Ministre de l’Economie Numérique et de la Communication a lancé officiellement le point d’échanges Internet du Mali. Cette infrastructure n’aurait pas vu le jour sans l’implication effective du chapitre malien d’Internet Society ISOC MALI auprès des acteurs locaux de l’Internet. C’est en 2013, que 2 ateliers d’information et de formation technique sur les IXP ont eu lieu au Mali, atelier dont les animateurs étaient fournis par Internet Society (ISOC) chargée de la mise en œuvre du projet AXIS de l’Union Africaine. L’organisation panafricaine, soucieuse de localiser le trafic africain sur le continent a chargé ISOC d’appuyer les pays africains dans la création d’IXP nationaux dans le cadre du projet AXIS qui vise à faciliter et à accompagner la mise en place des points d’échanges internet en Afrique dans le but de diminuer les coûts de transits et de trafic de communication électronique. Dans la foulée plusieurs pays africains ont reçu des formations sur les meilleures pratiques et sur la gestion technique d’un point d’échange Internet. Pour mettre ce processus en œuvre, la Commission de l’Union Africaine s’est appuyée sur les chapitres ISOC des pays concernés C’est ainsi que ISOC MALI a joué un rôle déterminant dans le cas malien. Après les deux formations, une commission de réflexion présidée par ISOC MALI en la personne de Mamadou Diallo Iam a été mise en place pour élaborer les textes de base du point d’échange et les modalités de son fonctionnement. Un consensus fut alors trouvé entre les différents acteurs pour loger le point d’échange dans les locaux de l’Autorité Malienne de Régulation des Télécommunications et des Postes (AMRTP) qui offre un espace neutre où tous les acteurs se trouveront à l’aise pour y loger leurs équipements à interconnecter. L’autorité de régulation a offert un local, payé les équipements complémentaires et fourni les services de 3 de ses agents pour mener à bien l’implantation et le fonctionnement du point d’échange. . Pendant 5 cinq ans ISOC MALI a tenu le leadership de cette commission de réflexion qui a abouti au MLIX que nous avons le plaisir d’inaugurer en grandes pompes aujourd’hui. Au départ 2 opérateurs télécoms et un fournisseur d’accès Internet ont apporté leurs serveurs à MLIX pour l’interconnexion et les premiers mégabits de trafic local ont commencé à être échangés. Depuis le départ les universités, la société civile, le secteur privé et les services publics spécialisés des TIC comme l’AGETIC, les opérateurs, les FAI ont travaillé ensemble sous la présidence du Dr Mamadou Diallo Iam d’ISOC MALI pour élaborer les textes, faire les choix du statut juridique, du business plan, et des équipements complémentaires que l’AMRTP a achetés pour donner vie à MLIX. Toutes les réunions ont eu lieu dans les locaux de l’AMRTP. La lenteur observée dans l’aboutissement de ce projet est dûe au conflit armé qui a impacté négativement toutes les activités du pays y compris dans le domaine des TIC et de l’Internet. Maintenant que MLIX est lancé et opérationnel il nous reste 3 défis majeurs : 1. inciter d’autres acteurs à se joindre au projet, 2. créer du contenu local, 3. disposer de caches locales pour libérer substantiellement de la bande passante internationale (dépôts Ubuntu, Linux, Google, etc...) ISOC MALI leader de la société civile TIC au Mali lance un appel à tous les acteurs et parties prenantes pour adhérer à l’initiative pour jouer pleinement leur rôle afin que cela puisse impacter au niveau des consommateurs TIC dans les échanges des trafics locaux. -- Ing. Meetings, Travel, Reimbursement, and Compensation These positions require regular participation in teleconferences and may involve significant international travel, including travel to ICANN's three annual Public Meetings. Meetings during 2018 will be held in San Juan, Puerto Rico (10–15 March); Panama City, Panama (25–28 June); and Barcelona, Spain (20–26 October). Reasonable direct and properly documented expenses incurred in the course of service will be reimbursed. The challenge for the NomCom is to integrate these perspectives and derive consensus in its selections.
