Colleagues, We have a teleconference scheduled tomorrow. Details here: https://st.icann.org/asiapac/index.cgi?28_august_2007 One agenda item is a request from APTLD for APRALO's support on a fast-tracked allocation of IDN ccTLDs on a limited basis. Details of this including the APTLD position as a PDF are available at the link above, and I have copied the text of the request below for your convenience. Having thought long and hard about it the last few days, I have decided to withdraw from candidacy for the Nominating Committee and I hereby notify you to that effect. I will also inform my ALAC colleagues in due time that I do not wish to be considered for the position. I put up my name partly because I knew how hard it was in the past to find someone for the job, partly because I thought I had the over-all necessary qualifications, and also because it was a way of keeping in touch with ICANN. Now that I see enthusiasm for the position among newcomers, I should step aside and let new blood get into the system. I wish to thank all specially Cheryl and Bilal for their support. With the recent discussions of IDN implementation and the fact that we represent a proportion of the world that have plethora of various languages, i thought some of you may be interested in what Maori are proposing in NZ. We are asking for a bilingual DNS for .nz . I imagine that there will be other cultures doing the same thing in the future. Call for Participation: Trust and the Future of the Internet The Internet Society (ISOC) Board of Trustees is currently engaged in a discovery process to define a long term Major Strategic Initiative to ensure that the Internet of the future remains accessible to everyone. The Board believes that Trust is an essential component of all successful relationships and that an erosion of Trust: in individuals, networks, or computing platforms, will undermine the continued health and success of the Internet. The Board will meet in special session the first week October of 2007 for intensive study focused on the subject of trust within the context of network enabled relationships. As part of this process, the Board is hereby issuing a call for subject experts who can participate in the two day discussion. Topics of interest include: the changing nature of trust, security, privacy, control and protection of personal data, methods for establishing authenticity and providing assurance, management of threats, and dealing with unwanted traffic. Participants will be selected based on a short paper summarizing individual interests and qualifications as well as availability. The retreat will be held in Toronto, Ontario (CA) . Travel and accommodation costs will be covered by ISOC and participants should expect to arrive October 4th and depart on the 6th or 7th. Expressions of interest may be emailed to: oct07-retreat(a)elists.isoc.org <mailto:oct07-retreat@elists.isoc.org> and papers should not exceed three pages. Papers must received by August 24th, 2007 and the Program Committee will make their selections on or before September 7th, 2007. At-Large NomCom Seats

Since a number of questions and statements have been made about the NomCom seats, who appoints them, what do those appointed have to do / what are the time requirements, etc. I wanted to put everything about this subject into one email for everyone. WHO APPOINTS? The ICANN Bylaw provisions as it relates to this: The ALAC shall [....] after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI) to the Nominating Committee. This means that the ALAC must consult the region on who to appoint. The ALAC have asked each region to forward a name, or more than one name, to them before the end of August. The ALAC will then select from amongst those names submitted the single individual for each region to the NomCom. WHO IS ELIGIBLE? Of the currently sitting NomCom members appointed by At-Large, only Sebastian Ricciardi is eligible for a second term. All other ALAC- appointed NomCom members are term-limited. HOW DO THE REGIONS DECIDE WHAT NAME(s) TO FORWARD? This is entirely up to them. Regions could decide to have formal elections to choose one name, or three names, or any number of names to forward to ALAC; they could ask for volunteers and send the entire list to ALAC. It is completely up to the region. I provided the Secretariats with the option - if a region so chooses, and because it was clear to me that some regions might be holding an election - of using the voting system which At-Large already has. I made this offer not to suggest any course of action, but simply to make it easier to manage a vote. There is no obligation to use this tool, just as there is no obligation to hold a vote. There is no set way to hold the selection if the tool is used; the tool itself is very flexible and can, for example, produce 1 'winner', just as it can be setup to provide a ranked list of the whole candidate pool in order of preference. WHAT DOES BEING A MEMBER OF NOMCOM INVOLVE? Below is an excerpt from an email from Adam Peake of the NomCom: Timeline of the 2007 committee might help: * Announcement of Formal Call --1 February 2007 * Deadline of Formal Call for Full Consideration -- 1 May 2007 * Deadline extended until 18 May 2007 23:59 UTC * Review and Evaluation -- May to early July * Face-to-Face Meeting and Selection -- early July 2007 * Results Announced to ICANN Secretary -- before 2 October 2007 * Selected candidates take their positions as the conclusion of the ICANN General Meeting 2007, 2 November 2007 The 2007 NomCom held it's first meeting after the Sao Paulo ICANN meeting (December 8 and 9). The 2007 AGM in LA is earlier, so the 2008 schedule may move forward a month. The commitment is essentially: To be able to attend one ICANN meeting (i.e. LA), ideally for the full meeting (from Monday Oct. 29) but at least to be there for the NomCom session which will be the afternoon of Friday Nov 2, and all day Saturday November 3. NomCom's final task is the selection meeting, a requirement for all members. The meeting usually takes 3 full days. The location and date will be decided by the NomCom. Usually the location is wherever's easiest for the majority, or the chair's choice. Likely timing is June or July 2008. So the NomCom works from November 2007 to mid-summer 2008. Work during the period from the first face to face meeting to the end of recruitment includes approx 6 conference calls of the full committee. i.e. around one call every 6 weeks. Members should recruit candidates, and how much time they take doing that is a personal choice. But it can take some hours. If each member recruits 5 candidates then there would be over 100 candidates in the pool. Took a lot of effort to get 90 candidates this year, and people worked hard at recruitment. The main work (time) begins once recruitment has finished. All candidates will give the names of 3 or 4 people who provide references. Chasing these references (making sure people submit them) can take some time. Each candidates submits a statement of interest (SOI), essentially an application form these a usually 4-5 pages. 90 SOIs is 2007, add 3 or 4 references for each candidate and it adds up to a lot of reading. Members should be familiar with all candidates. There is a burst of activity as the date of the selection meeting approaches. NomCom usually breaks into sub-groups that evaluate candidates in detail. There might be 3 or 4 2-hour teleconferences during this period of about 3 weeks. Some NomCom members, particularly those not very familiar with ICANN may be asked to attend one of the other ICANN meetings held in the early part of 2008. But this is not required, and is for the chair to decide. Overall, the NomCom is a reasonably light time commitment by ICANN working group standards. However, the commitment toward the end of the process is intense. APRALO Hong Kong July 2007 Meeting Outcomes

Colleagues, As you may be aware, we had a successful meeting in Hong Kong on 25th July 2007 and due thanks to Nick Ashton-Hart and Michael Evans at ICANN and Edmon Chung from ISOC-HK for their efforts. A rough guide to the meeting in the form of summary notes by Cheryl (thank you!) was posted to this list earlier and is available at https://st.icann.org/asiapac/index.cgi?25_july_2007 A recording of the meeting in MP3 format is also available on the site and a transcript is being arranged as well and will be available in due course at the same site. I would like to (very briefly) relay to you the major outcomes of the meeting and welcome your comments for further progress. (i) /APRALO physical meetings:/ To be held twice a year. One to be during ICANN AP meeting (if scheduled in the region) and second during APRICOT or other appropriate regional gathering. For 2008, APRICOT and ICANN are in the same month, therefore one suggestion is during IGF 2008 which is scheduled for Delhi in November. APTLD also intends to hold a meeting during IGF so it could be an opportune time. (ii) /APRALO teleconferences:/ To be held on the 4th Tuesday of every month and to be used to provide input/feedback to/from ALAC reps and wider community, and for other issues as appropriate. (iii) /APRALO-APTLD co-operation:/ I have been in talks with Don Hollander of APTLD in recent weeks on common ground our organisations can collaborate on. As a result a Working Group has been formed comprised of Christopher To and Edmon Chung to liaise with Don/APTLD and explore whats possible. (iv) /APRALO Outreach:/ Outreach is an important part of our objectives, and to this end a Working Group has been formed, comprised of Cheryl Langdon-Orr and Tommy Matsumoto to consider deliberate on whats needed and whats possible. If you are interested in joining this WG, please let me know. (v) /APRALO Budget and Projects:/ It is necessary for us to have a working budget and project plan so our activities are appropriately supported. A 3 to 5 year plan is expected. A Working Group comprised of John Fung has been formed. Nirmol Agarwal had earlier indicated some interest on budgetary matters and is invited to join this WG, and a 3rd volunteer is required. If you are interested, please let me know. (vi) /Issues Working Groups:/ Various issues are currently under consideration within ICANN and the Internet community at large. It is necessary for APRALO to make meaningful contribution to these discussions and as such each issue of concern must have a Working Group. These can be aligned with the various policy working groups within ICANN/ALAC and as such one person per issue is required to be on the mailing lists of these groups. This person will act as the lead for the APRALO Working Group on the issue and will be assisted by at least one other member from the APRALO community. I invite you to volunteer for issues which you are most concerned with/interested in. Should we not have enough volunteers, we will assign a lead and secondary ALS to an issue as a means of moving this forward. (vii) /Working Group Structure:/ All Working Groups will have the APRALO Chair, Vice-Chair and Secretariat as Ex-Officio members. (viii) /Development of APRALO Statement(s) on Issue(s)/: Will be a function of the Working Groups with input from the APRALO community (ix) /APRALO Website: /Needs a tidy-up. With the pending release of the new ALAC site, we will not make wholesale changes just yet, but the site needs more information and regular updates. It also needs to be easy to navigate. The current wiki-based site has limitations on how "pretty" one can make it look, but something can be achieved nevertheless. I have made a start to tidying up the site and posting information and you are invite to contribute ideas/suggestions/concepts. However, I do not wish us to engage in a long drawn out discussion on web site design - content is king. (x) /APRALO Workplan:/ The above forms the core of the workplan and you are invited to contribute to specifics. I would like to see the workplan in plain language and to the point.
