The IDN tables submitted by the new gTLD registries varied in the repertoire of characters, variant and contextual rules, and format. On the request of the community, to facilitate and improve consistency of testing and stability of registry operations of new gTLDs, ICANN intends to develop reference IDN tables in machine readable format, called Label Generation Rulesets (LGRs) for the second level, for use in PDT and the Registry Service Evaluation Process (RSEP). ICANN is suggesting a process to ensure both linguistic and technical expert input and community review of these tables being developed. [lgr] Getting started with the LGR work

Dear Colleagues, I will be chairing the LGR work, and for those of you I don't already know a very brief introduction -- I first began to think about support for languages in 1986 – I was writing what became the Single UnixSpecification for a set of European OEMs and had to consider whether or not to add APIs to Unix for 8-bit single-byte coded characters (8859-*) to the existing 7-bit APIs for single-byte coded characters (ASCII).I revisited the problem again six years later, after the locale model had been added for single and multi-byte encodings, e.g., EUC and SJIS, and again, as an architect at Sun, when I elected to create the default UTF8 locale for Solaris. Over the next several years I consulted to HP’s Cupertino Systems Labs and IBM’s Palo Alto Research Center, making contributions to the i18n/l10n architectures and implementations of HP-UX and AIX. I became involved with the Unicode Consortium when it began to consider adopting proposed draft standards for encoding two writing systems I had some prior familiarity with – the Cherokee and a Unified Northern syllabaries.It was through participation in the UTC that I became aware of the issues presented by scripts with combining and/or context dependent characters, directionality, scripts not yet supported by Unicode, etc. Not all my work was pure Operating Systems and their internationalization (i18n) and localization (l10n), I worked at SRI during the transitions from hosttables to the DNS and participated in the efforts that lead to the NTIA's selection of ICANN as a contractor. I contributed to the IETF working groups on domain registration and internationalized domain names, and have worked for registries and registrars over the past decade and a half, and have participated in ICANN through the GNSO and through At-Large. The working group consists of 20 experts from 11 countries of the region. ICANN has coordinated the formation of the working group, and provides all the necessary support to drive its mandate forward. ICANN's strategic goals for its engagement in the region are to: 1. Foster two-way engagement between ICANN and the broader Internet community in the region; 2. Build strong and competitive domain name industry in the region; and 3. Promote multi-stakeholder Internet governance mechanisms in the region. These goals are divided into three strategic focus areas, namely: DNS Security and Stability, Domain Name Industry, and Internet Governance Ecosystem. About the Task Force on Arabic Script IDNs (TF-AIDN) TF-AIDN is an initiative of MESWG which focuses on technical issues and solutions to promote Arabic Script IDNs; this includes their definition, secure deployment, and ease of use for the community. The current technical matters include the following: * Arabic Script Label Generation Ruleset (LGR) for the Root Zone; * Second level LGRs for the Arabic script; * Arabic script Internationalized Registration Data Protocol and Practice; * Universal acceptability of Arabic script IDNs and variants; * Technical challenges around registration of Arabic IDNs and variants; * Operational software for Arabic script IDN registry and registrar operations; * DNS security matters specifically related to Arabic IDNs and variants; and * Technical training material around Arabic script IDNs Membership to join the TF-AIDN is always open.
