Dear All, On behalf of Olivier Crépin-Leblond, Chair of the ALAC, please find attached a Council of Europe report entitled “ICANN’s procedures and policies in the light of human rights, fundamental freedoms and democratic values” authored by Dr Monika Zalnieriute and Thomas Schneider. This draft report was discussed during the ALAC and Regional Leaders Working Session on Sunday, 12 October. There will also be an open community discussion on A human rights perspective on ICANN’s policies and procedures on Wednesday, 15 October 2014,between 13.15-14.45,in the Encino Room in the ICANN 51 venue. Please find a flyer of this event attached with the details as this session is not on the public schedule. Given the interest in this report, there will be an At-Large Capacity Building Webinar on this topic scheduled for early November. [English] Dear All, We are pleased to announce that for the ICANN 52 Meeting scheduled to take place in Singapore between 08-12 February 2015, At-Large Structures (ALS) will be able to apply to serve as Hubs for remote participants. Please find below the link of the template to use for submitting budget requests for RALO activities taking place Between 1 July 2015 through 30 June 2016. Note that if any request is made on outreach, it should go through the CROPP program and not this special request process. The deadline to submit a request is February 2nd. [French]Le processus de demandes spéciales des SO et AC relatives au budget de l’an fiscal FY16 est maintenant ouvert. [English] Dear Colleagues, As you know, the joint AFRALO-AfrICANN meeting was launched in Brussels in 2010 to give Africa more visibility within ICANN and make his voice heard to the attention of the Board. The concept is to debate a topical issue, which is current. The meeting must lead to issue a statement containing recommendations addressed to the Board, the CEO and /or the relevant Working Groups, highlighting the views of the African ICANN community on the subject discussed in terms of interests and specific conditions of Africa. The meeting is not an occasion to learn or get information or to explain. This is not a discussion forum for reconciling differences and resolve conflicts of opinion. We can create other tools for these purposes, but not the joint meeting AFRALO-AfrICANN. Also, I think we cannot make the transition as a single subject at this stage, because in addition to a repetition of the same subject that we already have in Los Angeles, our recommendations will have no effect because the 3 groups (CWG, CRISP and IETF) have already submitted their proposals to the Coordinating Group. In choosing the theme of "accountability with its two components: for the transition and post-transition", we will not only cover the two aspects of accountability and thus cover most of the proposals from colleagues who have spoken on the list but also able to make proposals and recommendations on important concerns and demands of the African community. If this proposal gets your agreement, those wishing to be part of the drafting committee, please send an email to Barrack. En choisissant le thème sur "la redevabilité avec ses deux volets: pour la transition et après la transition", nous allons non seulement couvrir les deux aspects de la redevabilité et couvrir ainsi la plupart des propositions émanant des collègues qui se sont exprimé sur la liste, mais aussi pouvoir faire des propositions et des recommandations importantes sur les inquiétudes et les revendications de la communauté africaine. To make it very simplified, we can say: · WS1 will focus on accountability issues related to the stewardship transition · WS2 will address all other aspects of ICANN accountability As you see, the ICANN accountability will have a part related to the transition, and if accepted, the theme will cover both aspects of accountability. It was proposed because the accountability mechanisms will shape the new face of ICANN and consequently its governance. This is another reason for avoiding to do the same for the upcoming Singapore meeting. Of course, this is simply a proposal. D’une manière simplifiée, nous pouvons dire que : · Le Work stream 1 va se focaliser sur les côtés de la redevabilité relatifs à la transition de la suppervision · Le Work Stream 2 va traiter tous les autres aspects de la redevabilité Comme vous voyez, la redevabilité de l’ICANN va avoir une partie relative à la transition, et s’il est accepté, le thème couvrira les 2 aspects de la redevabilité. Il a été proposé parce que les mécanismes de redevabilité vont façonner le nouveau visage d’ICANN et par conséquent sa gouvernance. Ce processus n’a pas les mêmes dates limites que celui de la transition, et la voix de l’Afrique peut affecter à travers les recommandations de la réunion (11 Février 2015) les outputs du CCWG, alors que toutes les propositions de tout le processus de transition doivent être soumise le 15 Janvier au plus tard. A la dernière réunion d’ICANN à Los Angeles, la réunion conjointe AFRALO-AfrICANN avait traité de la transition de la supervision des fonctions de l’IANA.
