I hope this email finds you well and in good health.
The ICANN70 Meeting is scheduled for *22-25 March 2021*.
This meeting will be also virtual as announced by ICANN board
https://www.icann.org/news/announcement-2021-01-14-en
As with previous ICANN meetings (ICANN67, ICANN68, and ICANN69);
We plan to hold our traditional Joint AFRALO-AfrICANN meeting and we would
like to invite you to submit topics for this session.
For your information our previous statements have focused on issues like:
Domain Name System (DNS) Abuse, Universal Acceptance, evolving the ICANN
Multistakeholder model, GDPR,New gTLD Subsequent Procedures, enhancing
ICANN accountability, etc. Please see our previous statements here

Please see our proposed timeline:
*· 15 January 2021 Call for topics and drafting team*
*· 15- 22 January 2021 Selection of topic constitution of
drafting team*
*· 22 - 31 January 2021 First Draft of Statement*
*· 1 - 12 February 2021 Second Draft of Statement *
*· 13 February 2021 Send Statement to Staff for translation *
These wide ranges of topics mentioned above are given as examples. Of
course, you may suggest other topics if you so desire.
As is the norm, the topic that receives the most support will be selected.
Kindly send your suggested topics *by Friday, 22 January 202*1, after which
the drafting team will be constituted to prepare a draft statement that
will be shared with the rest of the members.
If you would like to join the drafting team, kindly notify us off list.

Au nom des dirigeants d’AFRALO (moi-même, Aziz et Abdeldjalil), j’ai de bonnes nouvelles à partager avec vous. Le dernier trimestre de 2020 nous a permis de rêver de surmonter l’énorme défi présenté par la pandémie grâce à l’apparition de nouveaux vaccins. La présente mise à jour est la dernière de l’année 2020. Ce dernier trimestre, AFRALO a poursuivi ses activités et en voici quelques-unes, actuelles et en cours, de la RALO. Dans la mise à jour du troisième trimestre, je vous ai informé de nos 9 points d’action en vue de la mise en œuvre de notre stratégie de sensibilisation et d’engagement pour l’exercice fiscal 2021. La mise en œuvre des points d’action a commencé sur chaque plan d’action identifié. Au cours de ce trimestre, nous avons accueilli M.Bram Fudzulani, notre nouveau co-président chargé de la sensibilisation et de l’engagement pour la région. Je tiens à remercier l’ancienne co-présidente, Mme Fatimata Seye Sylla, pour son dévouement et pour avoir dirigé l’étape de développement de la stratégie pour l’exercice fiscal 2021. M. Bram a pris le taureau par les cornes et a commencé à superviser la mise en œuvre de nos 9 points d’action en travaillant avec les responsables respectifs, en collaboration avec les dirigeants d’AFRALO et la communauté. Les membres d’AFRALO ont participé, comme d’habitude, à diverses séances au cours de l’ICANN69 et nous avons également tenu notre réunion conjointe AFRALO-AfrICANN. La séance a compté avec la participation de plusieurs orateurs invités : des membres du Conseil d’administration (y compris les membres de l’Afrique), le Président-directeur général de l’ICANN, la présidente de l’ALAC et les experts en matière d’acceptation universelle ; différents destinataires nous ont également fait part de leurs commentaires vis-à-vis de la déclaration. Voici les faits saillants de la séance : La séance s’est concentrée sur la discussion concernant le « Statut, impact et recommandations de l’acceptation universelle en Afrique ». On a élaboré une déclaration qui a fourni quelques recommandations à l’organisation ICANN, au groupe directeur sur l’acceptation universelle (USAG) et aux diverses parties prenantes impliquées dans l’acceptation universelle. L’avenir d’AfriICANN et la façon dont il peut évoluer pour devenir plus qu’une liste de diffusion ont été abordés. Les dirigeants sortants et entrants d’AFRALO ont été remerciés. Séance : AFRALO a participé à la séance de lecture en ligne sur l’ICANN69 pour le Moyen-Orient et l’Afrique (MEA), organisée par l’équipe GSE-HEA. L’année 2020 a présenté d’énormes défis, mais je suis heureux que nous puissions rester toujours connectés et contribuer à représenter l’intérêt des utilisateurs finaux au sein de la communauté ICANN. Comme vous et moi l’avons fait tout au long de l’année 2020, je nous encourage à continuer à respecter les mesures préventives nécessaires contre le Covid-19 et je suis certain que nous en sortirons encore plus forts en vue d’une année 2021 fructueuse et enrichissante. MISE À JOUR DE L'ICANN En décembre 2020, l’ICANN : A répondu à la consultation publique de la Commission européenne (CE) sur le projet de clauses contractuelles types (CCT) de la CE pour le transfert de données à caractère personnel vers des pays non membres de l’Union européenne (UE). A signé un protocole d’accord avec la Commission nationale géorgienne des communications. A annoncé un appel à candidatures pour le prix Excellence de la communauté de l’ICANN d’ici le 29 mars 2021. A invité à la présentation de candidatures de la région européenne pour NextGen@ICANN pour l’ICANN71 d’ici le 22 janvier 2021. MISE À JOUR DU COMITÉ CONSULTATIF AT-LARGE (ALAC) L’ALAC n’a pas tenu sa réunion mensuelle en décembre 2020. Une nouvelle série de conférenciers seront invités à faire leurs présentations au cours de la réunion mensuelle de l’ALAC. Le prochain conférencier invité sera John Crain, responsable de la sécurité, la stabilité et la résilience de l’ICANN. Il a été invité à discuter du prochain commentaire public de l’ICANN sur le signalement des cas d’utilisation malveillante des noms de domaine (DAAR) 2.0. L’ALAC a tenu un appel avec le Comité de sélection d’un représentant de l’ALAC (AASC) afin de confirmer les candidats pour la piste de travail consacrée aux OIG. Les candidats retenus, Yrjö Lansipuro et Carlos Raul Gutierrez, ont été annoncés après la réunion de l’AASC. Ils présenteront des mises à jour au CPWG sur la piste de travail consacrée aux OIG. Les responsables de l’ALAC et du GAC chargés de différents sujets pour l’EPDP ont tenu une réunion le 15 décembre pour discuter des questions portant sur la personnalité morale vs. la personnalité physique et les adresses e-mail anonymisées, entre autres. Je veux donc profiter de cette occasion, au nom de l’organisation ICANN et plus particulièrement de l’équipe GSE Afrique, pour remercier vraiment la famille d’AFRALO pour l’incroyable collaboration que nous avons eue malgré l’année et les circonstances très difficiles. En tant que communauté, votre résilience, votre engagement et votre investissement au travail de l’ICANN sont demeurés optimaux et certains des jalons clés que nous avons atteints cette année n’auraient pas été possibles sans vos efforts et votre implication. Cette année s’est caractérisée comme la première année à laquelle toutes nos activités se sont tenues virtuellement, modalité dénommée « la nouvelle normalité ». Mais avec votre collaboration, nous avons finalisé de manière entièrement virtuelle notre nouveau Plan régional pour l’Afrique en juillet 2020 nous avons tenu régulièrement des séminaires Web sur des thématiques clés telles que l’utilisation malveillante du DNS. nous avons joint nos efforts pour les IGF régionaux et sous-régionaux et les SIG En outre, l’équipe GSE Afrique a commencé à participer régulièrement aux réunions mensuelles d’AFRALO, ce qui nous a permis de continuer à informer les membres de nos activités, événements et plans. Cela a été amélioré pour inclure les mises à jour de nos collègues de l’équipe responsable de la relation avec la communauté technique de l’OCTO de l’ICANN afin que nous continuions à synchroniser nos efforts et notre engagement global en Afrique. Nous espérons que vous continuerez à trouver cela utile et nous souhaitons continuer à vous fournir ces mises à jour à l’avenir. Alors que nous nous préparons à inaugurer une nouvelle année 2021 prometteuse, je voudrais réfléchir à l’une des principales conclusions d’une étude récente de Google Africa et du rapport de l’IFC intitulé « e-Economy Africa 2020 », qui prévoit que la valeur de l’économie numérique africaine sera de 180 milliards d’USD d’ici l’an 2025. Autrement dit, l’Afrique ne peut y parvenir en tant que région que si toutes les parties prenantes abordent conjointement les différentes couches de la chaîne de valeur numérique dans leur expertise respective. Cela inclut le système des noms de domaine et leur chaîne de valeur économique. Pour y parvenir, il faudra redoubler nos efforts pour relever certains des défis qui restent en suspens, tels que le travail important sur les IDN, l’acceptation universelle (UA) et l’internationalisation des adresses de courrier électronique (EAI). Ces problèmes, comme ceux concernant l’utilisation malveillante du DNS, restent critiques. Et je sais que la communauté d’AFRALO accordé la priorité à ces sujets dans ses plans, tel que nous l’avons fait à l’organisation ICANN. J’espère donc parvenir à un partenariat plus profond sur ces domaines thématiques et plus encore, car nous cherchons à jouer un rôle commun dans la mise en œuvre de notre Plan régional pour l’Afrique et, par extension, à contribuer à une économie numérique en Afrique plus développée. AFRALO Interviews Nous vous proposons un entretien entre l’équipe éditoriale et Paul Muchene, spécialiste régional de la relation avec la communauté technique, Afrique et Moyen-Orient, ICANN. 1. Félicitations pour votre nouveau travail ; nous vous invitons à vous présenter brièvement Je m’appelle Paul Muchene et je travaille pour le bureau du directeur de la technologie de l’ICANN (OCTO) en tant que spécialiste régional de la relation avec la communauté technique pour le Moyen-Orient et l’Afrique (MEA). Je suis actuellement basé à Nairobi, au Kenya. Avant, j’étais ingénieur en systèmes informatiques et j’ai pu assister les gens dans le dépannage technique et la résolution des pannes du système. Et pourtant, même aujourd’hui, j’aime toujours régler et jouer avec les systèmes d’exploitation et la sécurité, l’informatique en nuage, DevOps, et surtout le DNS. 2. Comment êtes-vous arrivé à être le spécialiste régional de la relation avec la communauté technique pour le Moyen-Orient et l’Afrique (MEA) de l’ICANN ? Lorsque je suivais mes études de deuxième cycle, je suis tombé par hasard sur la page « Carrières » de l’ICANN, où l’on offrait un poste à leur bureau de Nairobi. L’annonce d’emploi cherchait une personne possédant non seulement une expertise technique dans les opérations du DNS et des DNSSEC, mais pouvant également mener des activités de sensibilisation auprès des parties prenantes de l’ICANN dans la région MEA via des formations techniques et des réunions en personne. Je me suis décidé et je me suis porté candidat pour le poste. 3. En quoi consiste votre travail ? Il consiste principalement à planifier et à coordonner des séminaires en ligne et des formations pratiques sur le DNS et les DNSSEC dédiés aux membres de la communauté de l’ICANN et aux parties prenantes dans la région MEA. La pandémie de Covid-19 a rajouté aux responsabilités de mon rôle. En raison de l’interdiction des réunions en personne traditionnelles, il incombait à mon équipe de concevoir des séminaires en ligne et un laboratoire DNS basé sur le nuage disponible en ligne. Le développement du laboratoire DNS basé sur le nuage a été un défi passionnant et il s’est avéré être un outil efficace pour fournir des exercices techniques pratiques. Outre les formations, je travaille quotidiennement sur les documents des cours d’ICANN Learn, je passe en revue des documents techniques et je tiens des mises à jour régulières avec mes collègues de l’OCTO et les équipes du département en charge de la relation avec les parties prenantes mondiales (GSE) en Afrique et au Moyen-Orient respectivement. 4. Quel est votre position au niveau d’AfrICANN en tant que l’un des ambassadeurs au sein de l’écosystème de l’ICANN ? Le Plan régional de l’ICANN pour l’Afrique pour les exercices fiscaux 2021 à 2025 définit cinq objectifs stratégiques. Deux de ces objectifs, à savoir la sécurité et le système d’identificateurs uniques, sont étroitement liés avec le travail que nous faisons à l’OCTO. À l’OCTO de l’ICANN, nous sommes fortement intéressés par le renforcement de la sécurité du DNS global et du système des serveurs racine. En particulier, encourager l’adoption des DNSSEC dans les ccTLD africains et fournir des formations techniques sur les opérations et la sécurité du DNS me tiendront sur un pied d’alerte dans un avenir proche. Dans le cadre de la réalisation de l’objectif stratégique du système d’identificateurs uniques, mon équipe travaillera avec le responsable du programme d’acceptation universelle de l’ICANN (UA) et l’équipe africaine du GSE pour promouvoir l’UA et l’internationalisation des adresses de courrier électronique (EAI) dans la région. 5. Que nous réserve l’avenir en ce qui concerne le développement technique dans l’écosystème de l’Internet ? Le paysage de l’Internet en Afrique s’est développé et a changé très rapidement, comme le montre l’augmentation de la connectivité et de l’accès sur le continent alimenté principalement par la pénétration des téléphones mobiles. Avec cette croissance, deux questions globales et incroyablement difficiles, qui se poursuivront dans un avenir prévisible pour être au cœur des discussions techniques et politiques, sont apparues : la sécurité et la confidentialité des données. Qu’il s’agisse du chiffrement de bout en bout, des violations de données ou de la protection des données, les gens sont conscients de l’importance de ces problèmes ; la sécurité et la confidentialité des données ont un impact direct sur la sûreté et la confiance des gens à l’Internet et demandent des solutions pour y remédier. Postes de direction du NomCom 2021 de l’ICANN Hadia El-Miniawi, ALAC Délégué NomCom, Région Africaine Le Comité de nomination de l’ICANN (NomCom) cherche des candidats pour pourvoir à neuf postes de direction au sein de l’ICANN. Activités des ALS L’EGIGFA accueille la toute première école du Ghana sur la gouvernance de l’Internet Raymond Mamattah La E-Governance and Internet Governance Foundation for Africa (EGIGFA), l’une des structures At-Large (ALS) récemment accréditée, a organisé la toute première bourse de l’École sur la gouvernance de l’Internet du Ghana (GhanaSIG). La bourse a pris une forme hybride qui combinait des séances virtuelles et des séances en personne. Les boursiers sélectionnés ont suivi six semaines de cours intensifs en ligne, dont certains cours d’ICANN Learn, qui les ont qualifiés pour participer à la séance en personne. Sur les 30 candidats retenus et annoncés le 15 juillet 2020, vingt-six ont assisté à la séance en personne. Les trois jours de réunions en personne, qui ont été le point culminant de la bourse, se sont tenus du 11 au 13 novembre 2020. Les invités d’honneur étaient Seun Ojedeji, président d’AFRALO, et Genga Sesan, directeur exécutif de Paradigm Initiative. Les membres du corps enseignant hors du Ghana ont participé par zoom, tandis que ceux se trouvant au Ghana se sont joints physiquement sur le lieu de l’événement. Les professeurs étaient Glenn McKnight, Emmanuel Vitus, Raymond Mamattah, Siranush Vardanyan, Brice Abba, Teki Akuetteh Falconer, Leslie Daigle, Kenneth Adu-Amanfoh, Edilson Osorio Jr et le Dr Hillar Addo. Les sujets abordés au cours de ces trois journées ont été les suivants : l’écosystème de gouvernance de l’Internet ; la cybersécurité, la protection des données et des droits de l’homme ; et comment s’intégrer dans l’écosystème de gouvernance de l’Internet. Les représentants des boursiers étaient Abrahm Selby et Lavish Mensah. Certains des boursiers ont bénéficié d’un logement complet. Le 1er décembre 2020, cinq des boursiers ont été nommés à divers postes au sein de l’équipe EGIGFA. Tous les boursiers ont commencé à participer activement à l’écosystème de gouvernance de l’Internet. Photo de l’événement à GhanaSIG Chapitre béninois de l’Internet Society (ISOC) Yazid M. Akanho Le troisième trimestre de cette année a été marqué par d’importants événements du Chapitre béninois de l’ISOC. Les femmes et l’Internet : la 2e activité majeure de ce programme, un séminaire en ligne sur le leadership des femmes dans l’écosystème de l’Internet. En 2020, trois grandes activités du programme « Les femmes et l’Internet » ont été réalisées. La dernière a été un séminaire en ligne avec plus de 50 femmes et 7 panélistes qui s’est tenu en ligne le samedi 19 septembre 2020. L’objectif principal du programme est d’accroître le leadership des femmes dans l’écosystème de l’Internet. Programme de formation 2020 du Chapitre : l’ISOC Bénin a publié un livre blanc sur les initiatives de ses membres Vous pouvez télécharger le livre blanc ici. Dans ce Livre blanc, vous découvrirez divers projets proposés par nos 10 membres qui ont participé au programme de formation du Chapitre. Projet Internet.bj Dans les prochains jours, le Chapitre publiera deux produits importants : un livre résumant la longue route des 25 ans de l’Internet au Bénin et une plate-forme Web concentrant les mesures de l’Internet et un référentiel central d’informations relatives à l’utilisation de l’Internet dans le pays. En outre, les élections pour le renouvellement du Conseil d’administration ont été tenues récemment avec une forte participation des femmes : les femmes représentent 45 % du nouveau Conseil d’administration élu. Chapitre malien de l’Internet Society Ing. Bakary Kouyate L’École sur la gouvernance de l’Internet du Mali fait ses débuts. Le Chapitre malien de l’Internet Society, fidèle à sa mission, a lancé avec ses partenaires la première édition de MaliSIG, tenue du 22 au 29 octobre 2020. Ce projet est le point culminant d’un long processus dédié à la gouvernance de l’Internet. La question de la gouvernance de l’Internet est l’une des priorités de l’ISOC Mali. De 2018 à 2019, le Chapitre a formé plus de 200 stagiaires, dont une centaine a obtenu la certification de l’Internet Society. L’objectif global de MaliSIG est de donner aux participants de divers secteurs la possibilité d’acquérir les connaissances et la confiance nécessaires pour participer efficacement aux processus nationaux, sous-régionaux et internationaux de gouvernance de l’Internet. Lors de la cérémonie d’ouverture, le niveau de cette première édition a été rehaussé de la présence du Ministre de la communication et de l’économie numérique, M. Hamadoun Toure, accompagné d’une délégation ministérielle. Au total, 11 modules portant sur les thèmes clés de la gouvernance de l’Internet ont été présentés par des experts nationaux et internationaux. Le travail pratique a été basé sur l’élaboration de spécifications pour l’acceptation universelle. #WetheInternet : dialogue citoyen sur l’avenir de l’Internet Tout comme les autres pays, le Mali a tenu son dialogue citoyen sur l’avenir de l’Internet le samedi 14 novembre 2020. Plusieurs pays africains, européens, américains et asiatiques ont participé à cette réunion mondiale. Au Mali, ce dialogue a eu lieu sous la direction du Chapitre malien de l’ISOC, choisi comme partenaire national. Ce samedi, une soixantaine de participants se sont réunis à l’AGETIC pour débattre des thèmes centraux suivants : « L’Internet et moi, mes données, vos données, nos données », « Construire un monde numérique solide », « Intelligence artificielle » et « l’Internet pour et par les citoyens ». Les objectifs de cet exercice étaient de permettre aux citoyens de tous bords (experts ou non, instruits ou non) organisés en petits groupes et entraînés par un modérateur de délibérer sur les thèmes mentionnés ci-dessus et de donner leur point de vue à travers des formulaires individuels. Sous l’égide des missions publiques, cet exercice a été un succès grâce aux efforts combinés des partenaires AGETIC, Internet Society (ISOC) et MICROTICS. Chapterthon 2020 : les TIC et le genre Le Chapterthon ou Marathon des Chapitres est une compétition de l’ISOC qui a eu lieu récemment dans le monde entier. En 2020, le Chapitre Mali de l’Internet Society a opté pour la formation d’un groupe marginalisé de la population : des femmes handicapées ou n’ayant que peu ou pas d’éducation formelle. À l’heure actuelle, l’utilisation des réseaux sociaux est un phénomène à la mode : alphabétisé ou non, tout le monde possède un smartphone et achète des forfaits de données Internet pour se distraire ou s’amuser sur les réseaux sociaux. C’est pourquoi l’ISOC Mali a décidé de former ces femmes sur la façon de stimuler leurs activités génératrices de revenus par le biais d’applications de réseaux sociaux comme WhatsApp ou Facebook. Une cinquantaine de ces femmes viennent de plusieurs secteurs économiques : restauration, coiffure, petites entreprises, etc... Elles ont vraiment apprécié l’initiative parce qu’elles n’en faisaient pas un usage judicieux, par exemple pour promouvoir et stimuler leurs activités. Quant aux femmes handicapées, elles constituaient 20 % des participants et ont plaidé pour la poursuite et la multiplication de ces activités. Chapitre nigérian de l’Internet Society Bukola Oronti Le 11 novembre 2020, le chapitre nigérian de l’Internet Society a nommé un nouveau groupe de membres du conseil exécutif. L’événement s’est tenu virtuellement en raison de la pandémie et dans le but de contribuer à réduire la propagation du virus COVID-19. La cérémonie générale annuelle de passation des pouvoirs a été présidée par le président sortant, M. Dewole Ajao, qui, dans ses remarques de bienvenue, a félicité tous les membres exécutifs nouvellement élus. Il a présenté les cadres sortants à tous les membres présents lors de la cérémonie de passation des pouvoirs et les a félicités pour leurs efforts et l’esprit d’équipe pendant leur mandat en tant que membres du conseil exécutif. M. Ajao a également encouragé les nouveaux membres du conseil à travailler en équipe afin que le Chapitre continue à aller de l’avant. Dans son discours d’acceptation, le nouveau président, M. Caleb Ogundele, a accepté la responsabilité d’être le nouveau président du Chapitre et a également pris la parole au nom de tous les dirigeants nouvellement élus. Il a ajouté que son mandat de président se concentrerait sur le programme T.O.G.E.T.H.E.R, basé sur ses objectifs (transparence ; opportunités ; développement de la base de connaissances des membres par le biais du renforcement des capacités ; participation et expansion des parties prenantes du Chapitre ; engagement réglementaire et politique sur mesure et actif ; mobilisation des pouvoirs du membre pour davantage de travail bénévole ; élargissement des finances du Chapitre et tendre la main à la communauté) qui s’ajouterait aux programmes de travail des autres cadres nouvellement élus. Ogundele a en outre souligné qu’il y aura beaucoup d’engagements réglementaires, de renforcement des capacités pour les membres par le biais de plusieurs initiatives qui incluent l’école sur la gouvernance d’Internet du Nigéria ainsi que plusieurs ateliers techniques pour les ingénieurs, les universitaires et les défenseurs des réseaux communautaires. Toutefois, la priorité restera de travailler avec l’organe mondial de l’Internet Society sur le plan d’action pour 2020 et 2021 afin de réaliser la vision stratégique et partagée de rendre l’Internet sûr, sécurisé, abordable, accessible et disponible pour tous. Les nouveaux cadres sont les suivants : Chapitre rwandais de l’Internet Society Jules Nizeyimana Le CHAPITRE RWANDAIS DE L’INTERNET SOCIETY a organisé un atelier de 2 jours, les 4 et 5 décembre 2020, à l’intention des enseignants de la zone rurale dans le district de Bugesera pour leur donner des compétences numériques afin d’améliorer l’utilisation de l’Internet dans le travail en classe. Cinquante (50) enseignants ont participé à l’atelier et acquis des compétences sur les bases des systèmes informatiques et autres appareils numériques qui peuvent être utilisés dans l’environnement informatique. L’atelier a également porté sur les priorités et les principes de l’Internet pour assurer une éducation de qualité, en mettant l’accent sur les éléments en ligne essentiels en relation avec l’éducation numérique, les vulnérabilités en matière de confidentialité et de sécurité associées à l’utilisation de l’Internet. « J’ai 30 ans d’expérience dans le domaine de l’éducation et je ne savais pas comment utiliser l’Internet en classe ; mais avec les bases solides sur l’utilisation de l’Internet dans l’éducation reçues dans l’atelier, j’utiliserai l’Internet pour préparer les leçons et guider les élèves sur la façon dont ils peuvent étendre leur apprentissage à travers l’Internet », a déclaré Jean Paul Ntabwoba, enseignant de G.S Nyirarukobwa. Atelier virtuel de RICTA Hadia El Miniawi L’entité gérant le registre RW, l’Alliance de la communauté Internet et technologique du Rwanda (RICTA) en partenariat avec l’AfTLD et l’ICANN, organisent des ateliers virtuels pour former les bureaux d’enregistrement et la communauté Internet en général au Rwanda. Les ateliers ne se sont pas limités à la communauté locale, mais ont été ouverts à tous les ccTLD d’Afrique. L’objectif des séminaires en ligne est de sensibiliser la communauté à la manière dont elle peut bénéficier des ccTLD locaux pendant la pandémie et de donner aux bureaux d’enregistrement et aux revendeurs les compétences nécessaires pour gérer le système des noms de domaine. Volume 5 - EN AFRALO NEWSLETTER Volume 5 | English December 2020 The latest news from the African At-Large Regional Organization (AFRALO) Visit our Website From the Chair's Desk Seun Ojedeji, AFRALO Chair Dear Colleagues, I trust you are staying safe and maintaining all safety precautions during this period of pandemic. On behalf of the AFRALO Leadership (Myself, Aziz and Abdeldjalil) I bring you glad tidings, the quarter of 2020 has been a source of hope that we will get through this global challenge stronger on the emergence of possible vaccines. This is my final update for the year 2020 and AFRALO has continued her activities during this last quarter and here are some of the current and ongoing activities of the RALO. In the Q3 update I informed you about our 9 action points towards implementation of our FY21 Outreach and Engagement Strategy. Implementation of the action points has commenced and leads for each action plan identified. During this quarter we welcomed our new Outreach and Engagement Co-Chair for the region in person of Bram Fudzulani. I like to thank the past Co-Chair Mrs Fatimata Seye Sylla for her dedication and for leading the developmental phase of the FY21 strategy. Mr Bram has taken the bull by the horn and has commenced overseeing the implementation of our 9 action plan working with their respective leads in conjunction with the AFRALO leadership and the community. AFRALO members participated at various sessions during the ICANN69, as it’s our custom, we also held our Joint AFRALO-AfrICANN Meeting. The session featured various guest speakers: Board members (including board members from Africa), ICANN President and CEO, ALAC Chair and experts on Universal Acceptance and we have received responses on the statement from the various recipients. Here are the highlights of the session: The Session focused on discussion on the topic “Status, Impact, and Recommendations for Universal Acceptance in Africa” and a statement was developed which provided some recommendations to ICANN Org, the Universal acceptance steering group (USAG) and the various stakeholders involved in universal acceptance. The future of AfrICANN and how it can evolve from just being a mailing list was discussed. Outgoing and incoming Leaders from AFRALO were recognised. Session: AFRALO participated in the ICANN69 Middle East and Africa (MEA) Online Readout Session organised by the GSE-MEA team. Year 2020 has been full of challenges but I am glad we are able to still remain connected contributing our part towards representing the interest of end users within the ICANN community. As you and I made it through the year 2020, I encourage us to continue to abide by the necessary preventive measures against COVID-19 and I am certain we shall come out of this even stronger as we look forward to a fruitful and rewarding 2021. ICANN Update In December 2020, ICANN: Responded to the European Commission's (EC) public consultation on the EC's draft Standard Contractual Clauses (SCCs) for transferring personal data to non-European Union (EU) countries. Signed a Memorandum of Understanding with the Georgian National Communications Commission. Announced a call for nominations for the ICANN Community Excellence Award by 29 March 2021. Invited applications from the European region for the NextGen@ICANN for ICANN71 by 22 January 2021. ALAC Update There was no ALAC monthly meeting during December 2020. A new series of guest speakers are to be invited to speak to the ALAC during ALAC Monthly. One of the next guest speakers will be John Crain, Chief Security, Stability & Resiliency Officer for ICANN. He has been asked to discuss the upcoming ICANN Public Comment on Domain Abuse Activity Reporting (DAAR) 2.0. The ALAC held an Appointee Selection Committee (AASC) call to confirm At-Large applicants for the IGO Work Track. The successful candidates, Yrjö Lansipuro and Carlos Raul Gutierrez, were announced after the AASC meeting. They will present updates to the CPWG on the IGO Work Track. The ALAC & GAC Topic Leads for EPDP held a meeting on 15 December to discuss natural vs legal status and anonymized email, among other items. As a community, your resilience, commitment and focus on ICANN work remained optimal and some of the key milestones we achieved this year in general would not have been possible without your efforts and involvement. It was a year of many first for the ICANN community with everything going virtual. The new normal we called it. But with your partnership: We finalized our new Africa Regional Plan fully virtually in July 2020 We held regular Webinars on key thematic Topics such as DNS Abuse We joined hands in both Regional and Subregional IGFs and SIGs Additionally, the GSE Africa team are now regular attendees to the monthly AFRALO meetings through which we have continued to brief the members on our activities, events and plans. This has now been enhanced to include updates from our ICANN OCTO Technical Engagement colleagues so that we continue to synchronize our efforts and overall engagement in Africa. We hope that you continue to find this useful and we wish to keep providing these updates going forward. As we prepare to usher in a promising new year 2021, I want to reflect on one of the key findings of a recent Study by Google Africa and IFC report titled “e-Economy Africa 2020” which projects the value of the African digital economy to be worth USD 180B by the year 2025. Put differently, Africa can only achieve this as a region if all stakeholders jointly address the various layers of the Digital Value Chain in their respective expertise. This includes the Domain Name System and economy value chain. This would need us to redouble our efforts to address some of the challenges that remain outstanding such as the important work on IDNs, Universal Acceptance (UA) as well as Email Address Internationalization (EAI). Not only these but also issues to do with DNS Abuse remain critical. And I know that the AFRALO community have put these as top priorities in their plans, just as we have at ICANN org. I therefore look forward to even a deeper partnership on these thematic areas of focus and more as we seek to jointly play a role in the implementation of our Africa Regional Plan and by extension contribute to a greater Digital Economy in Africa. Stay well and stay safe! AFRALO Interviews We bring you an interview between the Editorial Team and Paul Muchene, Regional Technical Engagement Specialist, Africa & ME, ICANN. Congratulations on your new job, kindly introduce yourself briefly. My name is Paul Muchene and I work for the ICANN office of the CTO (OCTO) as the technical engagement specialist for the Middle East and Africa (MEA). I’m currently based in Nairobi, Kenya. In an earlier life, I was a computer systems engineer enjoying technical troubleshooting and helping people resolve system failures. Yet even today, I still relish tweaking and playing with operating systems and security, cloud computing, DevOps, and most definitely the DNS. 2. How did you get here as a Technical Engagement Specialist for ICANN MEA? While in grad school, I stumbled across a job post at the ICANN careers page that had an opening at their Nairobi office. The job ad required someone who possessed not only technical expertise in DNS operations and DNSSEC but who could also conduct outreach activities to ICANN stakeholders in the MEA region via technical trainings and face to face meetings. I dove right in and applied for the position. 3. What does your job entail? Primarily my job entails planning and coordinating webinars and hands-on DNS/DNSSEC trainings that target ICANN community members and stakeholders in the MEA region. The Covid-19 pandemic added another angle to my role; because traditional face-to-face meetings were barred, it was incumbent upon my team to devise webinars and a cloud based DNS lab to deliver online. Developing the DNS cloud lab was an exciting challenge and the lab has proved to be an effective tool for delivering hands-on technical exercises. Other than trainings, on a day-to-day basis I work on course materials for the ICANN Learn website, review technical documents, and hold regular updates with both my OCTO colleagues and the global stakeholder engagement (GSE) teams both in Africa and the Middle East respectively. 4. As far as AfrICANN is concerned, how does this position you as one of the ambassadors in the ICANN ecosystem? The ICANN Africa Regional Plan for fiscal years 2021-2025 outlines five strategic objectives. Two of these objectives namely Security and Unique Identifiers System are closely aligned with the work we do at OCTO. At ICANN OCTO we have a compelling interest to strengthen the security of the global DNS and the Root Server System. In particular. encouraging the adoption of DNSSEC in African ccTLDs and providing technical trainings on DNS operations and security will keep me on my toes for the foreseeable future. As part of fulfilling the strategic objective for the Unique Identifiers System, my team will be working with both the ICANN Universal Acceptance (UA) program manager and the Africa GSE team to promote UA and Email Address Internationalization (EAI) in the region. 5. What does the future hold with regards to technical development in the Internet ecosystem? The Internet landscape in Africa has grown and changed very rapidly as seen by the increasing connectivity and access in the continent fueled predominantly by mobile phone penetration. With this growth, two overarching and incredibly challenging issues have appeared that will continue into the foreseeable future to be on the radar of both technical and policy discussions; Security and Data Privacy. Be it end-to-end encryption, data breaches or data protection, people are becoming aware of why these issues matter; Security and Data Privacy have a direct impact on the safety and trust of the Internet and hence the need for solutions to address them. ICANN 2021 NomCom Leadership Positions Hadia El-Miniawi, ALAC NomCom Delegate, African Region The ICANN Nominating Committee (NomCom) is looking to fill nine positions for key leadership positions within ICANN. NomCom is looking for leaders who represent diverse cultural, geographical, and professional backgrounds, while striving for gender balance. If you are a critical thinker, with cultural awareness, knowledge of the Internet ecosystem with board or executive experience and a background in legal, government, technology, business or non-profit the NomCom is looking for you. ALS Activities EGIGFA host first-ever Ghana School on Internet Governance Raymond Mamattah The E-Governance and Internet Governance Foundation for Africa (EGIGFA), one of the recently accredited At-Large Structures (ALS) organised the first-ever Ghana School on Internet Governance (GhanaSIG) Fellowship event. The Fellowship took a hybrid form that combined both virtual and face-to-face sessions. The selected Fellows did six weeks intensive online courses including some ICANN Learn courses, which qualified them for the face-to-face session. Out of the 30 selected and announced on 15th July 2020, twenty-six of them made it to the face-to-face session. The three days face-to-face, which was the climax of the Fellowship, was held from 11th to 13th November 2020. The guests of honour were Seun Ojedeji the AFRALO Chair and Gbenga Sesan the Executive Director of Paradigm Initiative. Faculty members outside Ghana joined through zoom, while those in Ghana joined physically at the event ground. The faculty included Glenn McKnight, Emmanuel Vitus, Raymond Mamattah, Siranush Vardanyan, Brice Abba, Teki Akuetteh Falconer, Leslie Daigle, Kenneth Adu-Amanfoh, Edilson Osorio Jr, and Dr Hillar Addo. Topics covered each of the three days were under the following broad topics, Internet governance ecosystem; cyber security, data protection and human rights; and how to get onboard engagements in the Internet governance ecosystem. The Fellowship reps were Abrahm Selby and Lavish Mensah. Some of the Fellows were provided full accommodation. On 1st December 2020, five of the Fellows were appointed to various positions as part of team EGIGFA. All the Fellows have started engaging actively in the Internet governance ecosystem. Event picture at GhanaSIG Internet Society (ISOC) Benin Chapter Yazid M. AKANHO The 3rd quarter of this year was marked by important events ISOC by Benin Chapter. Femme & Internet: the 2nd major activity of this program, a webinar on women's leadership in the Internet ecosystem. In 2020, three major activities of Femme & Internet program have been carried out. The last one was a webinar with more than 50 women and 07 panelists that took place online on Saturday 19 September 2020. The main objective of the program is to increase women Leadership in the Internet ecosystem. 2020 Chapter Training program: ISOC Benin published a white book on member’s initiatives You can download the White Book here. In this White Book, you will discover various projects proposed by our 10 members who participated in the Chapter Training Program. Internet.bj project In the coming days, the Chapter will publish two important products: a book summarizing the long road of 25 years of Internet in Benin. The second product is a web platform for Internet measurements and a central repository of information related to the Internet usage in the country. In addition, the elections for the renewal of board took place recently with a strong women's participation: women represent 45% of the new elected board. Internet Society Mali Chapter Ing. KOUYATE Bakary Malian School of Internet Governance debuts. The Malian chapter of the Internet Society, faithful to its mission, initiated with its partners the first edition of MaliSIG held from 22 to 29 October 2020. This project is the culmination of a long process focused on the Internet Governance. The issue of Internet Governance is one of the priorities of ISOC Mali. From 2018 - 2019, the Chapter trained more than 200 interns with a hundred certified with the Internet Society. The overall goal of MaliSIG is to empower participants of various sectors, the opportunity to acquire the knowledge and the necessary confidence to participate effectively in national, sub-regional and international internet governance processes. The level of this first edition was raised by the presence of the Minister of Communication and Digital Economy, Dr. Hamadoun Toure, during the opening ceremony accompanied by a ministerial delegation. A total of 11 modules were presented by national and international experts covering the key themes of Internet Governance. The practical work was based on the development of specifications for universal acceptance. #WetheInternet: Citizen dialogue on future of internet Just like the other countries, Mali held its citizen dialogue on the future of the internet on Saturday, October 14, 2020. Several African, European, American and Asian countries took part in this global meeting. In Mali, this dialogue took place under the leadership of the ISOC Chapter of Mali chosen as the national partner. This Saturday about sixty participants gathered at AGETIC to deliberate on the following central themes: ''Internet and Me, My data, Your data, Our data'', '' Building a solid digital'' '' Artificial intelligence'' and Internet for and by citizens''. The objectives of this exercise was to allow citizen of all stripes (experts or not), (educated or not) in small groups coached by a moderator to deliberate on the themes mentioned above and to give their point of view through individual forms. Under the aegis of the Public Missions, this exercise was a success thanks to the combined efforts of the partners AGETIC, Internet Society (ISOC) and MICROTICS. Chapterthon 2020: ICT and Gender The Chapterthon or Marathon Chapters is an ISOC's competition recently took place all around the world. In 2020 the Malian Chapter of Internet Society opted for the training of a marginalized group of the population. These are women in a situation of disability or with little or no formal education. Currently, the use of social networks is a fashion phenomenon. Literate or not, all have a Smartphone and buy internet data for distraction or fun on social media. That is why ISOC Mali decided to train these women on how to boost their generating-income activities with social network applications such as WhatsApp and Facebook. About fifty of these women come from several economic sectors: catering, hairdressing, small businesses, etc...They really appreciated the initiative because they were not making judicious use of it: for example to promote and boost their businesses. As for women with disabilities, they constituted 20% of the participants and made a plea for the continuation and multiplication of such activities for them. Internet Society Nigeria Chapter Bukola Oronti The Internet Society Nigeria chapter on the 11th of November, 2020 inaugurated a new set of executive council members. The event was held virtually due to the pandemic and in a bid to contribute her quota in reducing the spread of the COVID-19 virus. The AGM/Handing over ceremony was presided over by the outgoing President Mr Dewole Ajao who in his welcome remarks, congratulated all the newly elected executive members. He introduced the outgoing executives to everyone present during the handing over ceremony and commended them for their efforts and team spirit during their tenure as executive council members. Mr Ajao also encouraged the new executive members to work as a team in order to take the chapter to greater heights. In his acceptance speech, the new President, Mr. Caleb Ogundele accepted the responsibilities of being the new chapter President and also spoke on behalf of all the newly elected executives. He further said that his tenure as president would focus on the T.O.G.E.T.H.E.R Agenda based on his manifesto (Transparency; Opportunities; Growing members knowledge base through capacity building; Engaging and expanding chapter’s stakeholders; Tailored and active regulatory and policy engagement; Harnessing the powers of the member for more volunteer work; Enlarging the chapter’s finances and Reaching out to the community) which would be blended with the manifestoes of other newly elected executives. Mr Ogundele further emphasized that there will be lots of regulatory engagements, capacity building for members through several initiatives which include the Nigeria School on Internet Governance as well as several Technical Workshops for Engineers and Academics, Community Networks advocates. While top of the agenda will be to work with the Internet Society Global body on the action plan for 2020 and 2021 to achieve the strategic and shared vision to make the Internet safe, secured, affordable, accessible and available for everyone. The new set of executives are: Internet Society Rwanda Chapter Jules Nizeyimana INTERNET SOCIETY RWANDA CHAPTER conducted a 2 days Workshop 04-05 December 2020 for teachers from Rural Area in Bugesera district to empower them with Digital Skills to enhance the use of the Internet in classwork. 50 teachers participated in the workshop and gained skills on the basics of computer systems and other digital devices that can be used in computing environment. The workshop also covered the Internet priorities and principles for ensuring quality education, focusing on Online essentials in relation to digital education, the privacy and security vulnerabilities associated with the use of the Internet. “I have 30 years of Experience in Education and was not familiar with how I can use Internet in classwork but with solid foundation on the use of Internet in Education received from the workshop, I will use Internet in lessons preparation and guides students on how they can extend their range of learning through Internet” said NTABWOBA Jean Paul, teacher from G.S Nyirarukobwa. ISOC Rwanda Chapter appreciated participation and engagement of all teachers in the workshop and has promised to continue the work of promoting the use of the Internet in Education. RICTA Virtual Workshop Hadia El Miniawi The entity managing the RW registry, the Rwanda Internet Community & Technology Alliance (RICTA) in partnership with both AfTLD and ICANN is running virtual workshops to educate the registrars and Internet community at large in Rwanda. The workshops were not limited to the local community but were opened to all ccTLDs of Africa. The aim of the webinars is to create awareness on how the community can benefit from the local ccTLD during the pandemic and to equip registrars and resellers with relevant skills needed for Domain Name Business. On 19 November 2020 RICTA held a session to discuss “DNS Entrepreneurship” panelists were Mr. Neil Dundas co-founder & CEO of DNS Africa, Mr. Olusegun Akinwunmi, Web Services Administrator at Nigeria Internet Registry Association (NIRA) and Ms. Hadia El Miniawi, Chief Expert at NTRA. Mr. Bob Ochieng, Sr. Manager, stakeholder Engagement – Eastern & Southern Africa from ICANN moderated the session. LOS ANGELES – 14 January 2021 – The Internet Corporation for Assigned Names
and Numbers (ICANN) today announced that the ICANN Board of Directors has made
the decision <https://newsalerts.icann.org/DC7000i0ERm00j02PN2u0d2> to
convene ICANN70 as a Virtual Public Meeting due to the continuing impact of
the COVID-19 pandemic. This meeting was initially planned to be held in
Cancún, Mexico. In consultation with community leaders, the ICANN70 Virtual
Community Forum dates have been modified and the meeting is now scheduled
to be held *22-25 March 2021*.
The health and safety of the ICANN community is always a top priority, and
as such, holding ICANN70 as an in-person meeting would not be feasible on
its scheduled date. Along with its resolution, the Board details its
rationale. A number of challenges to in-person meetings still remain,
including uncertainties around the ability and willingness of participants
to travel, whether physical distancing requirements are possible to
implement, the impact of a potential case among participants, and the
progress of the second wave of the virus across the world.
The Board fully appreciates the importance of face-to-face interaction and
looks forward to a return to in-person ICANN Public Meetings as soon as is
practical. The Board has directed ICANN org to work in coordination with
the ICANN community to meet the expected outcomes of an ICANN Community
Forum and support the community's ongoing priorities, policy advice, and
development work in a virtual format.
ICANN70 will be the fourth ICANN Virtual Public Meeting since the pandemic
began. ICANN org began a community engagement process in September 2020 to
consider lessons learned from previous virtual meetings and how those
learnings can impact future ICANN Public Meetings. ICANN org will implement
several community suggestions to enhance the virtual experience for ICANN70.
ICANN thanks our regional partners in Latin America and the Caribbean (LAC)
as well as the local host committee in Mexico that worked tirelessly to
prepare for this meeting in Cancún. We appreciate their understanding and
we look forward to returning to the LAC region in the coming years.
