Post-Expiration Domain Name Recovery Working Group Presents Its Proposed Final Report

The GNSO Post-Expiration Domain Name Recovery (PEDNR) Working Group (WG) in ICANN was tasked to address questions in relation to what extent registrants should be able to renew their domain names after they expire. At issue is whether the current policies of registrars on the renewal, transfer and deletion of expired domain names are adequate. Registrants are the individuals or organisations who register or license specific domain names for a specific period of time and for a fee from registrars. Registrars are organizations accredited by ICANN that processes the registration for the domain name (once the domain name is available) and transmits the name and registration details to the registry operator which operates the registry (the master database) for the generic Top Level Domain (gTLDs). Currently, there are 21 gTLDs including .com, .net and .org Some in the At-Large community are of the opinion that there is not always adequate notice to registrants whose domain names are expiring. The At Large Advisory Committee (ALAC) request (that ultimately resulted in the WG being formed) noted that issues may include a lack of consistent notification standards, undelivered expiration notification emails, or notification rights inadvertently signed away during initial domain name registration. The PEDNR WG now presents its Proposed Final Report, which contains fourteen (14) recommendations to address the five questions: 1) Whether adequate opportunity exists for registrants to redeem their expired domain names; 2) Whether expiration-related provisions in typical registration agreements are clear and conspicuous enough; 3) Whether adequate notice exists to alert registrants of upcoming expirations; 4) Whether additional measures need to be implemented to indicate that once a domain name enters the Auto-Renew Grace Period, it has expired (e.g., hold status, a notice on the site with a link to information on how to renew, or other options to be determined); 5) Whether to allow the transfer of a domain name during the Redemption Grace Period (RGP). Framework for the FY12 Operating Plan and Budget Posted for Community Review

Via http://www.icann.org/en/announcements/announcement-18feb11-en.htm : "The release of Proposed Framework for the Fiscal Year 2012 (FY12) Operating Plan and Budget kicks off the operational planning process for ICANN, providing the community with their first look at the current and planned work, along with estimated financial resources required for FY12..... ...The Framework will be discussed with members of the ICANN community at the Silicon Valley meeting in San Francisco this March, with feedback received through both the online public comment process as well as through individual meetings and conference calls with ICANN Supporting Organizations (SO), Advisory Committees (AC) and Stakeholder Groups (SG). A more detailed draft FY12 Operating Plan and Budget will be posted by 17 May 2011. After additional public comment and feedback is received and synthesized, the budget will be sent to the ICANN Board for adoption at ICANN Public Meeting 41 in June 2011." NCUC@ICANN: Internet Governance and the Global Public Interest 11 March 2011 Westin St. Francis Hotel -- San Francisco Public Interest Groups to Discuss Controversial Plans to Add New Domains at San Francisco ICANN Meeting Pre-Event craigslist Founder Craig Newmark to Keynote Internet Policy Conference (San Francisco) ICANN¹s Non-Commercial Users Constituency (NCUC) is pleased to host a policy conference ³NCUC@ICANN: Internet Governance and the Global Public Interest² on Friday 11 March 2011 at the Westin St. Francis Hotel at Union Square in San Francisco. The all-day civil society policy conference will be held immediately before the 40th International ICANN Meeting takes place at the same historic hotel in San Francisco over the next week. NCUC¹s conference is targeted at international Internet governance participants, as well as Bay Area law and policy experts, digital rights activists and other civil society organizations concerned with Internet governance policies. ³NCUC@ICANN: Internet Governance and the Global Public Interest² will explore a number of Internet policy issues in which NCUC is engaged, including panel discussions on censorship, privacy, intellectual property rights and domain name take-downs. Panelists will examine the appropriate role for national governments vis-à-vis other stakeholders in Internet governance. The conference will also consider ICANN¹s ability to address the concerns of developing countries and serve the global public interest. Internet entrepreneur Craig Newmark, founder of the popular website craigslist.org will deliver a keynote address at the conference during lunch. For many years, he has been a vocal advocate of free expression on the Internet, and a strong supporter of many nonprofits that work, online and offline, to serve and unite people worldwide. "ICANN's work in the area of Internet freedom is vital to the future of all enterprises online, and I'm pleased to be a part of this important program," said Newmark. ICANN Chairman of the Board of Directors Peter Dengate Thrush will deliver the closing remarks at the NCUC policy conference. Former ICANN Board Member Karl Auerbach will lead a discussion on the emerging issue of an independent compatible domain name system and the challenges and opportunities such services provide for Internet users. The conference is free and open to the public, but advance registration is required to attend. NCUC plans to webcast the policy conference and provide online remote participation for those who cannot attend in person on 11 March in San Francisco. The conference host, NCUC, represents more than 200 non-commercial organizations and individuals engaged in Internet policymaking within ICANN¹s Non-Commercial Stakeholder Group (NCSG). NCUC¹s membership includes educational institutions, human rights groups, religious institutions, development-oriented nonprofit organizations, consumer groups, individuals and other non-commercial participants.
