*NOMCOM UPDATE* In accordance with our timelines (*https://www.icann.org/sites/default/files/assets/nomcom2019-timeline-720x540-24oct18-en.jpg <https://www.icann.org/sites/default/files/assets/nomcom2019-timeline-720x54…>*), the NomCom delegates have completed audio interviews with all the short listed candidates that resulted from the first intercessional meeting held in Los Angeles. During May, the second intercessional began and was conducted online for deliberations by the NomCom who determined the second shortlisted candidates for the final review. At this stage, all shortlisted candidates have received an email from ICANN staff with an update of their status resulting from the second intercessional. The short listed candidates for ICANN and PTI board positions will be interviewed at ICANN 65 in Marrakesh, thereafter more evaluations by the NomCom will continue while in Marrakesh for the final selection of candidates: 3 seats for the ICANN board, one seat for the PTI board, 3 seats for each of these ALAC regions: Africa, LAC and Asia, one seat for ccNSO and two seats for the GNSO. The announcement of successful candidates will be made at ICANN 66. Además Fátima plantea la modificación de normas que exigen una mayoría especial, no la aprobación de una aprobación de un comentario que requiere mayoría simple. Por favor humberto, no confundas a la Región. Insisto, el problema principal es que los Principios Operativos no están VIGENTES. Por ello le pedí al liderazgo de LACRALO que enviara con carácter de urgente los Principios Operativos al Departamento Legales de ICANN para tener su opinión. Espero que ya lo haya hecho. Y para ello, habrá que recurrir a la Reglas de Procedimiento vigentes. Como dichas Reglas no regulan la Asamblea General Extraordinaria, sino solo la Asamblea General, con todo respeto, esto fue un tiro en el pie. Es decir, hasta que no se modiffiquen las Reglas de Procedimiento y se regule el funcionamiento de una Asamblea General Extraordinaria, los Principios Operativos no se pueden modificar. Adicionalmente, para el momento que se vayan a modificar las Reglas de Procedimiento, por favor tener en cuenta lo que establece la Regla 17 sobre las Enmiendas a las Reglas de Procedimiento: "La Asamblea podrá enmendar este Reglamento de Procedimientos en una sesión plenaria y por mayoría de dos tercios de los votos de los representantes de las ALSs presentes que voten". Nuevamente, con todo respeto, por ahora no perdamos tiempo en discutir modificaciones a los Principios Operativos porque jurídicamente no se puede, sino que mejor pensemos cómo se va a realizar la modificación a las Reglas de Procedimiento, con los requisitos exigidos y que cubran los espacios que quedaron vacíos en los Principios Operativos. Por estas razones, me gustaría hacer la siguiente propuesta que comienza con las posiciones y subregiones actuales: Dear Friends, Through this email, I allow myself to make a proposal of what I understand these elections should be. I do not agree in giving retroactivity to the principle of rotation. This means that the current leaders (president and secretary) will only be one year, instead of 2 years as established by the new operating principles. This is a discrimination that has no basis. ATLAS III will be an assembly of the future leaders of At-Large, focused on developing and nurturing their abilities to become thought leaders and change agents who will effectively implement what has resulted from the At-Large Review Process. A total of 60 At-Large community members will be selected to participate in ATLAS III in addition to the regular At-Large leadership. Current and incoming At-Large leaders do not need to complete an application. IMPORTANT: All the key information that you will need to apply for participation in ATLAS III is available on the ATLAS III Application Guidelines<https://community.icann.org/display/ATLAS3/ATLAS+III+Application+Guidelines> Workspace. The application is divided into two parts. 1. ATLAS III sera une assemblée des futurs dirigeants d’At-Large, centrée sur le développement de leurs capacités à devenir des leaders d’opinion et des agents de changement capables de mettre en œuvre efficacement les résultats du processus d’examen d’At-Large (At-Large Review Process). Au total, 60 membres de la communauté At-Large seront sélectionnés pour participer à ATLAS III en plus de la direction régulière d’At-Large. Les leaders actuels et futurs/entrants d’At-Large n’ont pas besoin de remplir une demande. Call for New Membership and Confirmation of current Membership | Re-convened ALAC Sub Committee on At-Large Metrics

Dear Members of At-Large, On behalf of Maureen Hilyard, ALAC Chair, and Cheryl Langdon-Orr, the current Chair of the ALAC Sub-committee on At-Large Metrics (SC on Metrics), a call for new membership and confirmation of current membership is being issued. The upcoming work of the SC on Metrics will focus on, amongst other things, the metrics requirements outlined in the At-Large Review Implementation Plan as outlined on the Issue #16 of the Recommendation Dashboard<https://community.icann.org/display/ALRW/Issue+16+Dashboard+and+Progress+Ch…>. We are seeking to have at least two formal Member representatives from the At-Large Advisory Committee (ALAC) in addition to at least two regional members appointed as representative from each RALO. Additional Regional, ALS or Individual Membership involvement is also welcomed. Please check to see if your listed status is correct and advise staff if there is any error or omissions. Background: The original ALAC Sub-committee on At-Large Metrics was originally created as part of the first ALAC / At-Large Improvements Project and approved by the ALAC at their February Meeting in 2012, as a part of the activities of the 'parent' Rules of Procedure (ROP) Review Work Group (see https://community.icann.org/x/RJPbAQ) which was designed to conduct a review of the ALAC Member and At-Large participation metrics, including RALO Member and ALS performance metrics / measures / reportage. It continued in its activities until a formal break in 2015 when the Sub-committee paused activity while the ALAC and At-Large were prioritizing their time-critical work in the CCWG on IANA Transition and Accountability, followed by the Second At-Large Review. In November 2018 this Sub-committee was re-convened to again carry out amongst other things the At-Large Review Implementation of identified Issue #16, which has been added to the previously defined primary purpose or prime objective(s).
