FY20 Operating Plan and Budget published for comments

Dear all, I kindly invite you to read the blog post by Göran Marby on the FY20 Operating plan ad budget that was just published and will be open for public comment for a period of 53 days, closing on February 8. https://www.icann.org/news/blog/draft-fy20-operating-plan-and-budget-now-av… <https://www.icann.org/news/blog/draft-fy20-operating-plan-and-budget-now-av…> Some highlights for our community are: - Funding has been forecasted at $140.1 million which represents a 2% increase from FY19 - Budget has been established at $137.1 million - Reserve fund replenishment has been budgeted at approximately $3 million - Constituency and fellowship travel support remains at the same level as FY19 for approximately 400 people - This is the last plan in the five strategic plan that ran from FY15 to FY20 so we are in a transition year that will lead us to the next strategic plan that will run from FY2021 to FY2025. The aim is to have the the FY20 Operating Plan and Budget finalized by march 2019 so it is very important that we contribute with comments to the project. If there is significant opposition, we will proceed to vote on the proposed amendment. Meaningful opposition is understood for these purposes if 5 (five) or more ALS are against. If there is no consensus, there will be a voting process that will start on January 9 at 23:00 UTC and end on January 16, 2018 at 23:00 UTC. We base this procedure on Article 12.8 of the current Rules of Procedure of LACRALO. This rule states: 12.8 The Assembly will proceed by general agreement to decide on the matters presented to it (when these are not related to the procedures). Voting should be used only when necessary, in cases where general agreement can not be reached.When a vote is required on a matter not related to the proceedings, the measure will be accepted if it receives two thirds of the votes of the ALSs present that vote. Message sent on behalf of LACRALO's Chair and Secretariat, Dear members of LACRALO, As you know, the Working Group on Governance<https://community.icann.org/pages/viewpage.action?pageId=84216695> has been working on a number of reforms to the operating principles of LACRALO. They were put in consideration of the community in due time and the contributions and suggestions made by all members were taken into account. In the following link you can see the draft Operational Principles : https://community.icann.org/pages/viewpage.action?pageId=84216695 (Kindly see the documents posted, please click in the red font in EN and ES) We seek to approve the LACRALO Operating Principles by consensus. Therefore, from 12/17/2018 at 23:00 UTC until 12/21/2018 at 23:00 UTC, comments will be received on the LACRALO list and / or on the wiki. If there is significant opposition, we will proceed to vote on the proposed amendment. Meaningful opposition is understood for these purposes if 5 (five) or more ALS are against it.
