Hey folks!
Because this spun from a policy session during ICANN 67 and because I'm on the ICANN69 Planning Committee, it's fallen to me to drive the first, of what I imagine will be several, planning meetinga on DNS Abuse education.
I honestly don't know whether to call it Capacity Building or Outreach but it IS an effort we should try to coordinate so that we are not duplicating efforts and so that as different teams discover useful resources, they can be shared and, perhaps translated, by language services. For example, the FTC, here in the US has published a number of resources and videos and I've received permission to modify them and rebrand them as At-Large. Most are in English but they have an increasing number in Spanish as well: https://www.bulkorder.ftc.gov/publications
So, just kick this off, I ask that each RALO identify a representative to this discussion during ICANN69. That representative should come prepared with an understanding of what resources of which they are aware, which ones are being developed already by local organizations (ISOC, RALOs and other regional organizations) and what additional materials they believe are needed in their region. Next, they should be prepared to brainstorm on how best to organize this effort at the regional level, once materials are identified. Should we identify a standard set of resources and then have the RALOs supplement them with regional flavor?
THAT's the discussion during ICANN69 and, I as I said, once we establish a group to work on this topic going forward, there will be plenty more. For now, if you could each identify a representative for 69, we could get started. Thank you! Also, if you have ideas as to whether this effort should be "housed" with Capacity Building or Outreach, let's discuss that here.

As noted, the description of this session is:
During ICANN 67, the ALAC committed to a two-pronged strategy with regards to DNS Abuse. First, we would play a leadership role in promoting the necessary dialog, within the ICANN community, needed for reforms to ICANN policy, additional tools for ICANN Contract Compliance and best practices of all parties. The second prong, to which we have committed, is an education campaign, designed to alert our constituency, individual end users, to the dangers of DNS abuse and strategies to protect themselves.
In this session, representatives from each of the RALOs will discuss:
* Existing regional efforts already underway including available resources and lessons learned.
* Additional resources (videos, flyers, etc.) that are necessary to enhance outreach on this topic
* Creative ways to get these resources in front of as many individual ends users around the world as possible
* Potential metrics to evaluate each of these efforts to allow for program assessment and refinement
This session is the first of many discussions, necessary to launch a large scale education campaign on DNS Abuse.

Hello, friends, this is our first newsletter that we made from LACRALO dedicated to all Internet End Users in the Latin American and Caribbean region.
Those of us who work in the internet community from the perspective of end users, understand that it is very important to disseminate everything we do within ICANN, as well as to give visibility to the different activities that our organizations develop in each of our countries. .
LACRALO is the field of development of debate and advice on Internet policies from the perspective of Internet end users in the scope of ICANN (Internet Corporation for the Assignment of Names and Domain Numbers), bringing the point of view of LAC internet end users to ICANN Board of Directors.
We invite you to join LACRALO from the organizations that are already operating in each of the countries of the region, to join if you participate in an organization that is interested in Internet-related issues or that defends the rights of Internet users or if you are an individual user, encourage yourself to get involved, you will also have a place of participation within LACRALO.

It is with great pleasure that I write these lines in the First edition of the LACRALO Bulletin. I want to congratulate you with all my heart for the individual and collective effort to crystallize the projects and initiatives that have been proposed in recent months. We know that it has not been easy and that they have been able to overcome the difficulties that have arisen.
You should feel very proud of what has been achieved, including this newsletter, which, without a doubt, will be a very important instrument of communication both within LACRALO and abroad in order to learn about the different activities that you carry out.
Side by side we want to continue working to contribute to the Mission of our organization and the development of the Internet in our region. We thank you very much for having contributed to our 2021-2025 Strategic Plan. I am sure that we will undertake many joint projects.

He is president of the Haiti chapter of ISOC and co-founder of Digital Grassroots. He has been the organizer of the IGF Haiti during the years 2018, 2019 and 2020.
He was awarded in 2019 as an outstanding young man by the International Junior Chamber. He has been a youth fellow at the IGF 2017 in Geneva and at ICANN66.

LACRALO approved its new Rules of Procedures after approximately 3 years of work that began with the "LACRALO Roadmap and Mediation". The LACRALO Governance group first prepared the Operating Principles approved in December 2018.
The implementing regulation "Rules of procedures" defines in more detail the procedures to implement the new governance structure envisaged by the Operating Principles.
Both documents provide a very solid basis for LACRALO to conduct its affairs with certainty, transparency and fairness.

IDN REGISTRATION IN THE LAC REGION

The LACRALO working group of IDN -Multilingualism - Universal Acceptance begins work in June 2019, has members from more than 12 Latin American countries. The WG did important work on IDN registration in the LAC region.
In addition, the WG is working on the formation of a Local Initiative to work hand in hand with Universal Acceptance Steering Group UASG. The WG is currently working on two important projects: the first is to verify the 100 most used sites in 23 countries in the region, following the guidelines of Ambassador UASG for our region Mark Datysged and the second is to train technicians and end users in LAC about universal acceptance.

The participation of women in the areas of technology has still been growing in recent decades, we still have not achieved the progress that is desired. Some countries in our region show that it is possible to change this reality: Argentina; Bolivia; Guatemala; Panama, Trinidad Tobago, among others have more than 50% of women trained in science and technology areas!
At ICANN, the presence of women is not yet what we expect, but it is more relevant when compared to other boards of directors in the world: we went from having 5 women on the Board to having 7 right now.
In LACRALO in particular the presence of women was, from the beginning, very strong. They are in most ALSs, as well as in leadership positions. Faced with this scenario, in 2009 Vanda Scartezini, together with other women around the world, created the DNS WOMEN <http://r20.rs6.net/tn.jsp?f=0010hgsKELhxEhmr1fBf7S5yUQcXFFXxxr6mI9x6-9846Ih…> , an organization to support and train women in DNS areas. Today we have around 400 participants and a formalized organization in Brazil that is going to apply to be an ALS.
We invite the women of the region linked to science and technology in its various branches to join this important network.

The Panamanian Association of Law and New Technologies (APANDETEC) is a non-profit organization created in March 2003. For seventeen years it has contributed to the national and international advancement of the interaction between law and information technology, promoting research, study, development and correct implementation of new technologies in public and private processes and services, as well as data protection and other related rights as essential tools for socioeconomic progress.

ABOUT LACRALO
The Regional At-Large Organization for Latin America and the Caribbean Islands (LACRALO) is one of the five Regional At-Large Organizations (RALO) that make up the At-Large community in ICANN. LACRALO provides news, resources and information to groups of Internet end users and individuals in the Latin American and Caribbean region. As a result, Internet end users in the region are prepared to participate in ICANN-organized activities and add their perspectives to the policy development process.
LACRALO members actively participate in many working groups. They provide the perspectives of Internet end users and contribute to the development of important policies that affect Internet users around the world.
The Latin American and Caribbean Islands Region, LACRALO, is currently made up of 61 ALSs located in 22 countries and territories and 12 observer members.
The Guadalupe Island ALS became EURALO ALS with the LACRALO compromise agreement.
