Bill’s contribution sent in an e-mail on Dec 13th BJ - 2019-12-05-IP-Proposal for a Latin Script Root Zone LGR<https://www.dropbox.com/s/2zh6ydg3uiszywq/BJ%20-%202019-12-05-IP-Proposal%2…> 2. Then I incorporated manually changes from 2019-12-05-IP-Proposal for a Latin Script Root Zone LGR-REV MM 2019-12-18-merged with Google Docs and repaired<https://www.dropbox.com/s/80fdj98pk6kptgg/2019-12-05-IP-Proposal%20for%20a%…> sent by Meikal 3. Today Meikal sent the same file as previous (MM-2019-12-27-New version of revision of Proposal from Dec 18 with all changes in Green for MT) <https://www.dropbox.com/s/bri9eahmuk2elxt/MM-2019-12-27-New%20version%20of%…> where changes which should be incorporated in the report are marked green. I hope that Pitinan could check if I have inserted all important changes in our new Report file (2020-01-02-ProposalForLatinScriptRootZoneLGR<https://www.dropbox.com/s/4fuax3orttbjf6e/2020-01-02-ProposalForLatinScript…>) 4. I have added my last contribution for Appendix D in our new Report file (2020-01-02-ProposalForLatinScriptRootZoneLGR<https://www.dropbox.com/s/4fuax3orttbjf6e/2020-01-02-ProposalForLatinScript…>) 5. In the new Report file (2020-01-02-ProposalForLatinScriptRootZoneLGR<https://www.dropbox.com/s/4fuax3orttbjf6e/2020-01-02-ProposalForLatinScript…>) TBDs comments in the text, which are done, have been removed. Pitinan and Sarmad have offered their help for future maintenance of the Report. I want to thank them for their offer. Votes on Bills Spreadsheet, Stacking Issues

Dear colleagues, I managed to cast my votes on Bills spreadsheet. Sorry for overlooking the other sheets before. In those spreadsheets, I saw five cases, with a stacking issue in Courier, with a comment "Stacking issue, which IP says to ignore“. It is my understanding that IP suggested for us to ignore the issues with Courier New, since it was a font not being updated anymore. However I did not understand their comment in such a way, that we should ignore all cases, in which stacking issues manifest. Although these stacking issues had no impact on my own rating of the variant candidates under review, we should investigate wether the same stacking issue occurs in a significant number of other fonts, because then it might give way to a variant relationship. Apostrophe vs Caron and Horn

Dear colleagues, Here is a wordmark display of letters followed by apostrophe vs the same letters with caron or horn. See the Comment at the end of Section 5.4. My sense is that, while side-by-side the difference is spacing is apparent, in a domain name a user would be unable to spot the difference. And thus, per the exclusion of punctuation and marks similar to punctuation, these code points ought to be excluded. (Personally, I don't think the exclusion of punctuation, except for periods, makes much sense. But that's the rule we are supposed to be following.)
