Un pirate usurpe l¹identité d¹un bureau d¹enregistrement de noms de domaine et envoie à un client de ce bureau (un registrant) un message attendu ou prévisible au sujet d'un nom de domaine. Il peut s¹agir, par exemple, d¹un avis d¹expiration de l¹enregistrement d¹un nom de domaine, d¹un e-mail promotionnel, d¹un avis informant le registrant d¹un problème de gestion de son compte ou, plus généralement, de tout message qui requiert l¹attention immédiate d¹un client. Cependant, ce message est un faux : l¹hameçonneur crée un site Web frauduleux, similaire à celui du bureau d¹enregistrement, pour inciter le client à accéder à son compte de gestion du domaine concerné et à révéler involontairement ses informations d¹identification à l¹hameçonneur. The attacker impersonates a domain name registrar and sends an expected or anticipated correspondence to a registrar¹s customer (a registrant) regarding a domain name related matter. Examples of expected correspondence include a notice of pending expiration of a domain name registration, a promotional email, a notice informing the registrant of an account management issue, or generally, any correspondence that requires or encourages a customer¹s immediate attention. The correspondence, however, is bogus. The phisher creates a web site that is deceptively similar to the registrar¹s site to induce the customer into accessing his domain management account and unwittingly disclose his account credentials to the phisher. The phisher will use the customer¹s captured credentials to access the customer¹s domain name portfolio, alter DNS information of domain name(s) in that account and use the domains to abet additional attacks. That is indeed correct - this is quite deliberate. Since it was clear that the materials would take some time to translate into Spanish and French, and because Cheryl (and others on ALAC) felt it was important that all of At-Large - English, French, and Spanish speakers alike - should be able to participate in forming an At-Large position on the RAA Amendments, we waited to setup the briefing until the materials were ready, and then allowed a few days (actually about 2 weeks) for the spanish and french speakers to read the documents in advance of the briefing. ICANN Staff are aware that At-Large was deliberately waiting to make a statement as a whole community until after the translations were ready We are doing our best to provide all of At-Large with equal ability to review and comment on important subjects such as the RAA. We don't always succeed - in this instance I think we actually have. I hope very much that everyone looks carefully at these important documents since they affect all those who register a domain. Dear all, We would like to invite you to a briefing and discussion session attended by Tim Cole, Chief Registrar Liaison, and the At-Large RAA Working Group and members of the At-Large community on the Draft amendments to the Registrar Accreditation Agreement (RAA). The public consultation period on the RAA has recently ended in English, but the consultation materials were posted in French and Spanish on 6th August and comments in those languages will be taken until the end of August. The At-Large community will be developing its views, incorporating the viewpoints of its Spanish and French-speaking participants, as follow-up actions from the briefing. The teleconference will provide an opportunity for all participants to ask questions and discuss the RAA Amendments consultation and documents and for those in the Spanish and French-speaking communities to receive any background information on the RAA, its history and the reasons that led to the creation of the amendments that they require. Presenters/Moderators: Tim Cole, Chief Registrar Liaison, oversees the registrar new and renewal accreditation process. He has been intensively involved in the RAA consultation process. Beau Brendler is an ALAC member from North America and the ALAC focal point for the At-Large Registrar Registrant Relations Working Group. Background Information: The Registrar Accreditation Agreement (RAA) is the contract that governs the relationship between ICANN and its approximately 900 accredited registrars. The current agreement has been in place since May 2001. As the market has developed and the number of ICANN accredited registrars and domain name registrations have grown significantly, it has become clear that certain amendments should be made to this important agreement. The amendments are intended to provide clarity and certainty regarding the duties of registrars and the rights of registrants. In March 2007, Dr. Paul Twomey, President and CEO of ICANN called for a comprehensive review of the RAA and the Accreditation process. The results of that review included a Board resolution describing an approach for arriving at and implementing amendments. In accordance with that resolution, ICANN has solicited public input for possible changes to the RAA and the accreditation process. The Staff has drafted a set of proposed amendments in accordance with that input, information received at workshops and public fora to date, and consultations with the gTLD Registrar Constituency. The Teleconference is scheduled on Wednesday, 20 August at 1400 UTC. There will be simultaneous interpretation in French and Spanish. Les amendements ont été mis au point à travers un processus de consultation de la communauté puis une discussion entre les bureaux d'enregistrement et l'ICANN prenant cette consultation en compte. Elle a eu des retours via le forum de commentaires public, particulièrement de la part de l'ALAC et du Collège représentant les intérêts de propriété intellectuelle. Une page a été créée sur le site Internet de l'ICANN pour la « Consultation on Registrar Accreditation Agreement Amendments » (Consultation des amendements apportés à l'Accord d'accréditation des bureaux d'enregistrement), sur <http://www.icann.org/topics/raa/>. Pendant cette période, des discussions initiales ont également été organisées avec les bureaux d'enregistrement. * Un ensemble d'amendements mis à jour basé sur les discussions avec les bureaux d'enregistrement et sur l'avis sollicité des communautés a ainsi émergé. Le Collège des bureaux d'enregistrement a créé un groupe de travail dirigé par Jon Nevett, le président du collège, afin de débuter un dialogue, toujours en cours, avec l'ICANN sur les questions relatives au RAA actuellement à l'étude. Plusieurs versions ont été rédigées au fur et à mesure que le dialogue entre le groupe de travail et l'ICANN progressait. Les conférences téléphoniques comme les conférences en face à face ont été organisées. * L'ALAC a également créé un groupe de travail pour réviser le RAA et a contribué au dialogue. Outils d'application 1. Audits des bureaux d'enregistrement : permettre à l'ICANN de conduire des visites sur site et des audits des bureaux d'enregistrement sous réserve de les en informer au moins 15 jours à l'avance. 2. Sanctions et suspensions : afin de garantir l'intensification de l'application de la conformité, fournir des outils tels que des sanctions financières ou des suspensions de l'accès aux registres. 3. Responsabilité de groupe : empêcher les « fautes en série » des bureaux d'enregistrement lorsque l'accord RAA d'un autre bureau d'enregistrement affilié (par contrôle commun) est résilié. 4. Frais d'enregistrement : revoir la disposition sur les frais d'enregistrement afin qu'elle corresponde au budget récent et actuel de l'ICANN, en estimant des intérêts pour les paiements en retard. 5. Enregistrement par les bureaux d'enregistrement : rendre les bureaux d'enregistrement responsables auprès de l'ICANN pour tout enregistrement créé par l'un d'eux dans le cadre de sa propre activité d'offre de services d'enregistrement. 6. Délai d'arbitrage : éliminer les 30 jours de délai automatiques pour la résiliation que les bureaux d'enregistrement reçoivent lorsqu'il entament une arbitration ou qu'ils intentent un procès afin de parvenir à une résiliation du RAA. 2. Protection des registrants 1. Exigences enregistrement privé et dépôt de données des bureaux d'enregistrement : les bureaux d'enregistrement doivent déposer les données sous-jacentes de leurs clients dans le cas d'enregistrements privés ou proxy, ou bien les avertir de manière claire que ces données ne seront pas déposées. 2. Droits et responsabilités des registrants : exiger des bureaux d'enregistrement qu'ils incluent dans leurs sites Internet un lien vers un document sur les "Droits et responsabilité des registrants" qui sera créé en consultation avec la communauté de l'ICANN. 3. Rapports contractuels avec les revendeurs : protéger les registrants qui sont les clients de revendeurs en obligeant ces derniers à suivre les politiques de l'ICANN et en exigeant d'eux qu'ils déposent les données de leurs clients dans le cas d'enregistrements privés ou proxy, ou qu'ils les avertissent de manière claire que ces données ne seront pas déposées. 3. Promouvoir un marché des bureaux d'enregistrement stable et compétitif 1. Accréditation par achat : exiger des bureaux d'enregistrement qu'ils avertissent l'ICANN d'un changement de propriétaire et qu'ils garantissent de nouveau leur conformité avec le RAA. 2. Formation et test des compétences des opérateurs : Offrir une formation obligatoire aux représentants des bureaux d'enregistrement afin d'assurer une meilleure compréhension de leur part des politiques de l'ICANN et des exigences du RAA. 3. Utilisation des bureaux d'enregistrement accrédités de l'ICANN : maintenir la politique générale de l'ICANN qui exige que les registres utilisent les bureaux d'enregistrement accrédités de l'ICANN (sauf exception raisonnable et exposée). 4. Modernisation de l'accord 1. Disposition sur l'avertissement : rationaliser l'obligation de l'ICANN d'avertir les bureaux d'enregistrement des nouvelles politiques de consensus applicable à ces mêmes bureaux d'enregistrement. 2. Références au département du commerce : reconnaître que l'ICANN s'oriente vers son indépendance par rapport au département du commerce en retirant du RAA certaines références aux exigences de ce dernier. 3. Exigences quant à la conservation des données par les bureaux d'enregistrement : clarifier la conservation des données par les bureaux d'enregistrement afin de développer des pratiques communes. Hawa, I am confused. Are you saying that AFRALO should have the purpose to improve regional communications or are you saying that we should setup rules for posting to this list? I do not think either is relevant to AFRALO, on all the lists I participate (relating to ICANN and ISOC) the standard for list netiquette is RFC 1855. We do not need to reinvent the wheel, although there is no reason to change or make specific rules, I just do not think that this is a priority until there is a reason to. OK, if this is the case, and if this is an important agenda item, I propose that if anyone sends an email to the list that has no relevance, that we send them a warning, if they do it again then we ban them from the list. Does this make sense? AFRALO is established so that those that wish to participate can. Not everyone has to participate and the purpose should not to get everyone to participate.
