Outcomes from the LACRALO meeting on June 22 2011 in Singapore

Dear All, There was a informal LACRALO meeting during the ICANN meeting in Singapore on 22 June 2011. The LACRALO conference call on 21 July 2011 will discuss the issues and outcomes raised at the 22 June 2011 meeting. With regards to the LACRALO representatives to the ALAC and the lack of consensus on: - the possibility of such a representative to be re-elected for a 2nd consecutive term. - having a diversity requirement for one representative be from the Latin American region and the other representative be from the Caribbean region, there will be a LACRALO conference call scheduled for Thursday July 28 2011 to discuss this issue. I suggest that written documents for and against the diversity requirement be submitted by Monday 25 July 2011 so that it can be translated in time for LACRALO's consideration for the Thursday July 28 conference call. Como vi por la respuesta de Carlos que la traducción automática al español es muy mala, he decidido hacer la propuesta nuevamente directamente en español. He declarado que personas más antiguas en LACRALO como Carlos y Yo, debíamos nos quedar al lado, simplemente ayudando los demás, pero sin controlarlos. Pero al mismo tiempo creo que no es tiempo de tener otra elección en LACRALO ahora, por un tiempo tan corto, en especial para elegir jóvenes con poco conocimiento de la estructura y de las personas en ALAC y ICANN. Con base en estas dos premisas propongo lo siguiente: DEV se está saliendo muy bien en su posición de Secretario y acumulando las funciones de presidente desde que Andrés, de fact, se retiró, que fue en verdad muy antes del meeting en Singapur. Como fue posible reconocer, en la última conferencia telefónica Dev tuvo una gestión de la misma perfecta, sin problemas y sin tensión. El conoce los procesos, conoce las personas y tiene como lengua nativa el inglés que ayuda a comunicarse bien con los miembros de Staff y de otras regiones. Así que propongo que dejemos DEV como presidente interino durante estos pocos meses, preparando una elección verdadera, com los candidatos presentando sus currículos, sus capacitaciones y su programa de gestión para LACRALO para los próximos años ( yo prefiero que sean 3 años como son las demás constituyentes pero este es otro asunto). Los candidatos tendrían la oportunidad de aproximarse más de Dev, ayúdalo en sus tareas, y con esto ganar más experiencia, además de entrenar el inglés, con tiempo de preparar sus programas de trabajo a publicar en el próximo enero 2012, permitiendo que nosotros votemos realmente en el mejor candidato! No simplemente como ahora, alguien pone un nombre sobre la mesa y los demás tienen que votar. Esto no es una elección verdadera, siquiera parece democrática. La entrada de una persona nueva, sin experiencia y por un tiempo tan corto, solamente va a crear dificultades para el trabajo de Dev, por demandarlo demasiado hasta llegar a conocer el trabajo del presidente. Así creo que, se LACRALO tiene suficiente madurez, lo mejor es quedarnos con DEV como presidente interino manteniendo su posición de Secretario electo y dedicarnos nuestro tiempo ahora a hacer nuestro trabajo, como la urgente contestación a la propuesta del Departamento de Comercio de los EUA para la IANA, que se va cerrar en más pocos días. Sin esta disputa desnecesaria, LACRALO tendrá la mejor gestión posible para los próximos meses y además llegará preparado para las reales elecciones del próximo Marzo2012 Creo que el texto arriba es perfectamente comprensible por los de lengua hispánica. However, at the same time, I don´t see it is time to get new candidates, with few knowledge inside ALAC & ICANN to take LACRALO till the election, next March. As we could see last call, Dev has conduct perfectly the meeting, as Secretary, handling the tasks of the President, and he is also performing very well, and if we, as members, can support him, he is the best person to keep the interim position and organize the real election for next march. This will also give time to new candidates like Arce or Fatima, or others that want to apply, to dedicate time to interact with Dev, helping him in some activities and learn, without interference (and interference will certainly be a problem with the entrance of a temporary chair) which reduces the work speed. If LACRALO can be mature enough to organize ourselves during this time with Dev leading the process, with all our help, in order to have a good election, with candidates offering very good platforms to us to choose the best candidate, not just one person put one name at the stage, I believe we will have the best alternative for the few coming months. Translations of emails between the LACRALO mailing lists

Dear All, Unfortunately, translation of emails between the lac-discuss-es and the lac-discuss-en mailing lists have stopped working for long emails posted to either list. Some background: In mid May 2011, the translation engine for the LACRALO mailing lists was switched to Google Translate in an effort to improve the translations. Unfortunately, Google announced on May 26 2011, that it will be cutting off access to Google Translate and that "the number of translation requests you may make per day will be limited and Google Translate shut off completely on December 1, 2011." http://code.google.com/apis/language/translate/overview.html Due to the outcry about this decision, Google has since announced that they will introduce a paid version of the Google Translate (http://goo.gl/PGSQG) but there is no firm date when this will occur. The size of text that can be sent to Google Translate has been severely reduced recently. So when the email of the call for candidates for LACRALO President was posted, once a person responded quoting the reply, and then another person responded to that response, also quoting the reply, the length of the email grew very quickly until it was too big for Google Translate to accept. The messages to the lac-discuss-es and lac-discuss-en lists: http://atlarge-lists.icann.org/pipermail/lac-discuss-es/2011/thread.html and http://atlarge-lists.icann.org/pipermail/lac-discuss-en/2011/thread.html do have the original messages. ICANN IT staff are evaluating workarounds to resolve the issue and ICANN At-Large Staff are making efforts to have the translated text of those emails posted on one list that were not seen on the other list available soon. Dear All, The At Large Advisory Committee (ALAC) appoints, in consultation with LACRALO, a representative from LACRALO to serve on the ICANN Nominating Committee (NomCom ; http://nomcom.icann.org/) Such representatives of the NomCom are appointed for a one year term, and may be re-appointed for a further term of one year subject to the requirement under the ICANN By Laws that such a representative may only serve a maximum of two consecutive years. While LACRALO does not formally elect a representative to the NomCom, LACRALO has to submit to ALAC a list of all accepted regional nominations for the NomCom position and may also make a recommendation of a preferred candidate to the ALAC. The representative from Latin America and the Caribbean to the NomCom was José Ovidio Salgueiro from AVDINT, Venezuela He is not eligible for re-election as he has served two consecutive years. Any representative from an accredited ALS can be a delegate and needs to understand the obligations and requirements for Nominating Committee members: https://community.icann.org/x/gIMi The deadline for the submission of nominations to be considered as a delegate from LACRALO to the Nominating Committee is July 25, 2011. If there are more than one accepted nomination after the deadline, then an electronic vote would be held to select a preferred LACRALO delegate to the Nominating Committee.
