Guide to Domain Names in Generic Top-Level Domains

Dear Community: As some of you know, some time ago a draft Guide to Domain Names was prepared by an ICANN consultant with a view to having it published for the use of the individual Internet community worldwide. During the At-Large community meetings in New Delhi, it was decided that the work of preparing the guide for publication should be concluded by allowing members of the community to provide any comments, proposed edits, or thoughts for inclusion in the published text not later than 31 March 2008. I have attached the current draft of the text for you to review. We will have translated editions prepared of the final edition - unfortunately the cost of translating something that may (depending upon how many comments and the nature of the comments) change a great deal makes translating the text now difficult. POINTS TO CONSIDER: 1) This is the raw text of the guide. The version to be published will be prepared in a desktop publishing environment to make it attractive and visually appealing. Of course, until the basic text is completed, it is hard to decide precisely how to format the guide in a DTP application - that's why we are having it done 2) It has been suggested that some graphics would be useful. This of course is entirely sensible. If you have ideas for what these should be, please let us know. You do not have to be very specific - something like the following would work: "Put in a pie chart showing the total number of registered domains in all gTLDs, broken down by gTLD" 3) Is there something which could be included that would be specific for your region of the world? Let us know - there's no problem with producing regionally-specific versions of the guide, if you think that would be more useful. 4) Revision tracking is turned on, so if you want to edit the text directly and send that to us, feel free. Equally, you can just send us narrative suggestions - please remember though that we need enough specificity to be able to understand what to change. If your comment is extremely general, that will make it difficult to know what we should change. GNSO Improvements Proposals Open for Public Comment

Please note that the GNSO Improvements Report 2008 is open for public comments from 25 February 2008 to 25 March 2008 http://www.icann.org/public_comment/#gnso-improvements-report-2008 GNSO Improvements Report 2008 Explanation: On February 15, 2008, ICANN's Board acknowledged receipt of the "GNSO Improvements Report" and indicated that it would like to receive final public comments on the Report to enable it to consider and implement the Report's recommendations as soon as possible. The Board has directed ICANN staff to open a public comment forum on the Report for 30 days, draft a detailed implementation plan in consultation with the GNSO, begin implementation of the non-contentious recommendations, and return to the Board and community for further consideration of the implementation plan. http://www.icann.org/announcements/announcement-28feb08.htm ICANN Makes Presentation to Midterm Review Public Meeting Now is the time to start planning transition 28 February 2008 WASHINGTON, DC: The Internet Corporation for Assigned Names and Numbers made its presentation on the Midterm Review of the Joint Project Agreement (JPA) between itself and the United States Department of Commerce at a public meeting held today in Washington, DC. "I think that after almost 10 years of experience of this model the question before us is very stark: Are we going to complete the White Papers vision of private sector management of the Internets system of unique identifiers? I believe the overwhelming view from virtually all participants is that transition is the goal and the interest is in settling how we get there," ICANN Chair Peter Dengate Thrush said. Todays public meeting was held to discuss the written submissions that the National Telecommunications and Information Administration had received during its recently concluded public comment period on the JPA between the U.S. Department of Commerce and ICANN. The JPA was signed in September 2006, is due to conclude in September 2009 and was scheduled for a Midterm Review at this point. In his presentation the Chairman said he would ask the Presidents Strategy Committee to outline a plan for developing this transition framework. They will meet in April and make a first presentation involving the community, starting a process for further engagement with the community at the ICANN meeting in Paris in June. The process will be guided by the input ICANN has received so far from its own consultations, and the analysis of the comments surveyed in this Review. "The U.S. government has been and remains a staunch advocate for an Internet that is based on values of freedom, enterprise and crucially coordination not control. Now, there are final steps to be taken to make this a reality and to celebrate an enlightened U.S. policy under two administrations to transition to private sector management of the domain name system. "We all now need to work together over the 18 months remaining in the JPA to finalize the model for the long term," Dengate Thrush said. ICANN Opens Comment Period on Proposed Add Grace Period Modifications for NeuStar and Afilias

http://www.icann.org/announcements/announcement-27feb08.htm ICANN Opens Comment Period on Proposed Add Grace Period Modifications for NeuStar and Afilias 27 February 2008 ICANN is today opening public comment periods on requests submitted by NeuStar, the .BIZ registry, and Afilias, the .INFO registry, to modify terms regarding the add grace period (AGP) in their respective registry agreements. On 5 February 2008, NeuStar and Afilias submitted separate but similar requests through the Registry Services Evaluation Process to modify the AGP in their respective TLDs in order “to address the excessive delete problem” (i.e. domain tasting) in .BIZ and .INFO. Currently there are no limitations on the number of deletions that a registrar can process and receive a refund during the five-day AGP. The proposed service would limit the number of AGP deletions where a registrar could receive a full registration fee credit each month: either 50 per month or 10% of that registrar’s net new monthly domain name registrations, whichever is greater. A registrar would be permitted to delete as many names as it wished during the five-day AGP, receiving credit throughout the month. However, at the end of the .BIZ or .INFO normal monthly billing cycle the Registrar’s account would be debited for the full value of the domain name registrations that exceeded the month’s set threshold. As provided for by existing consensus policy (http://www.icann.org/registries/rsep/rsep.html) ICANN has undertaken a preliminary determination to determine whether the proposed modifications might raise significant security or stability, or competition issues. ICANN's determination is that the proposed modifications by NeuStar and Afilias do not raise such issues. The next step in evaluation is that (because implementation of the proposals would require changes to the .BIZ and .INFO Registry Agreements) ICANN will post the proposed amendments, solicit public comment and refer the proposals to the ICANN Board for consideration. Both amendments provide for changes to Appendix 7, Section 3.1.1. Parminder and all my friends, Information has always been, to one degree or another, a tradable commodity and will likely remain so. Admittedly some information has little or no monitory value or any other sort of value to some and yet that same information has allot of monitory value to others. I personally freely admit that some specific information should not be traded as if it were a commodity and therefore publicly avaliable information. So essentialy we agree in a very broad sense. I don't praticularly agree with the EU specific position, but also I do not agree that all information is or should be free or at no cost. Opressive net censorship, a very ugly thing indeed, usually but not always relates to Essential information that is in the public good, should not be Censored in any way. Yet personal information or trade secrets must remain protected. The latter is not censorship, but a matter of personal or organizational safety and security. All my friends, Unfortunately I happen to partly agree with Mr. Dempsey! I also believe that given escalating cyber crime and errant business behavior in some central sectors of the Internet as it is today, much of the cyber crime could have been avoided. But alas and sadly, either the Internet gets cleaned up, or a more secure Internet will be necessary and be created. The legacy Internet was and to a great degree is too much based on trust and not trust but verify, and many users as well as other stakeholders do not know how to do the verifying and whom can verify what accurately and honestly. ICANN's registries and registrars as well as the IETF, ITU, internet software and hardware vendors bare allot if not most of the responsibility for Mr. Dempsey's declaration. IETF, ITU form first-of-kind group to resolve MPLS spat

All, Well seems again a couple of the IT standards bodies are at odd's again and yet with little public input, attempting to work out differences over MPLS to T-MPLS interpretability. I would be happy enough if the IETF would fix it's own DNS misconfiguration, and the ITU seek to work productively with MLPS and recognize PBT which is gaining momentum and may in a few years superceed either MPLS and T-MPLS. But of course either of these given the egos involved, would be a near miracle to behold. NETSOL/ICANN frontrunning lawsuit

The issue of NetSol front-running was first raised by Jay Westerdal in his domaintools blog on 8 January -- see http://blog.domaintools.com/2008/01/network-solutions-steals-domain-ideas-c… Discussion immediately ensued on the General Assembly discussion list, on the registrars list, on all the major DN forums and quickly spread to the tech media. The ICANN Board reviewed the matter two weeks later at their 23 January board meeting: Here are the relevant notes from that meeting: "The Chair asked for further developments on the NSI situation. Kurt Pritz advised that ICANN wrote to NSI to investigate the practice and determine if the practice is in violation of the RAA. NSI had already amended the practice prior to that writing to bring it into compliance with the RAA. These were essentially nuances to the initial version of the practices in essence, it has the same effect. There may be one more change to the practice to bring it into RAA compliance. Steve Crocker advised that SSAC had spent a lot of time thinking about this and he made two observations. The AGP is the connective tissue between NSI's goals in the new service and their ability to offer the service, but it is not the right issue. Information supplied by the user when checking name availability disadvantages the user in an unexpected way and when exposed a registrant would not want the registrar to operate in this way. Raising the price on five-day registrations is a pragmatic approach but it does not get to the core value underlying this. We may feel good about the fee but it does not get to the core of what's going on. We should not casually drive by and address a serious underlying issue with the fee. Regarding other ways to eliminate tasting, removing the AGP as a registry contract requirement would not necessarily be effective because a registry might choose to offer some fee discount period for whatever reason that would effectively replicate the AGP. Therefore, although ICANN might remove the AGP as a requirement, it is not assured that this would remove this as an option. If the transaction fee is imposed on add-grace deletes ICANN could subsidize costs resulting from typos or fraud. Steve continued that the dialogue we're having has been about imposing a fee during the AGP, another option is we simply stop defining AGP: taking away any recognition of it as a separate type of transaction. Everything gets simpler if we remove the AGP as having any special meaning or purpose. The NSI situation is distinct from other uses of the AGP and depends on the AGP for efficiency but that is not the only example of a registrar or entity taking advantage of information supplied by customer. Steve's perspective on AGP is that we should stop subsidizing the practice and the other issues will be resolved. The Chair asked Steve his opinion of Susan's resolution. Steve Crocker responded that he is sympathetic to adopting the resolution, and also agreed with Bruce Tonkin that it would be very difficult to declare an emergency policy since AGP has been actively practiced for three years. He also pointed out that what NSI is doing is qualitatively different from what others have been doing. The Chair considered that it might be, that tasters are prepared to pay the transaction fee, and, if that is the case, we may consider a resolution that addresses the issue of front running. Harald Alvestrand noted that there are two different bad results that have been discussed here: front running or capturing names from registrants, and free registration using AGP. To start the ball rolling, I refer the community to an earlier consensus policy that made it possible to review proposed "registry" offerings that might impact the security/stability of the DNS before they were officially launched -- namely, the Registry Services Evaluation Process that was adopted by the ICANN Board on 8 November 2005. Perhaps one way forward would be to recommend a similar "quick look" process to consider new registrar services. This could be tackled by way of a GNSO PDP, and the ALAC could most certainly request that the GNSO consider this option. Et elle le sait et l'exprime par sa rigidité (ex. Harald). L'ICANN est en partie armée pour s'y retrouver avec l'ALAC. Pas l'IETF. Il est possible que l'ISOC veuille jouer un rôle équivalent à celui de l'ALAC au bénéfice de l'IETF, ce serait une idée cohérente. Mais alors il faut qu'elle se mette à la fois elle-même en cohérence avec l'IETF (parlant le même langage avec la même vision) et avec les gens (qui ne sont ni des utilisateurs ni des consommateurs). All my friends, Seems that the ACLU and EFF are supporting Wikilinks. This is a good and healthy thing in the preservation of free and unfettered speach. Question very recently seems to be, does the ALAC and ICANN support the 1st amendment? Limiting speach in a public forum of which ALL of ICANN's created forums are supposed to, be have not and do not. One has to wonder why? I for one am saddened to see that some of our Australian friends have decided to seek to limit speach and practice Selective Censorship in the ALAC... Frank, je suis désolé de cette réponse qui montre une fois de plus notre côté gaulois de commencer par se chamailler avant d'avancer, une fois que l'on nous a donné un ministre (ce qui nous pend au nez après les municipales). Tu penses ce que tu veux, mais je crains que la situation actuelle soit réellement pas porteuse d'avenir. Chacun voulant avoir raison, alors que nous savons tous qu'à la fin c'est l'utilisateur qui a raison mais dans très longtemps. 1) L'ALAC est le seul lieu dans la Gouvernance ICANN/IETF où l'utilisateur peut s'exprimer. Le bloquer dans l'ignorance réciproque, la condescendance, ou la simple information inadaptée a été le grand jeu de l'ICANN et de l'IETF. Continuer serait un "crime de lèse stabilité" car il y a maintenant la concurrence de l'IGF et du WSIS Forum en gestation. L'ALAC est le seul lien ethiquement crédible pour la majorité silencieuse de l'IGF en ce qui concerne la "communauté internet" (ICANN/IETF/IAB/ISOC) gestionnaire de l'ancien. Il est important que malgrès ses limites elle le reste, sinon l'on va à un split. 2) pendant des années, j'ai été bloqué par le parisiannisme disant "on ne peut rien faire sans l'IETF" et l'IETF disant "je sais mieux que quiconque" et se prenant pour la RFC 3935. Harald Alvestrand m'a enfin libéré de tout cela. Il m'est donc possible d'avancer ce qui n'est pas bien difficile : il suffit d'implementer la couche présentation manquante pour ceux qui veulent. Et ce ne sont pas les motifs d'acceptation du public qui manquent. Ceci fait passer l'Internet de sa situation "default" actuelle au support de la diversité. Ce serait toutefois inconscient de le faire sous la forme d'un petit patch faisant un gros splatch. Il faut organiser les choses. L'ICANN en disparaitra dans sa forme actuelle (chaque présentation ayant de facto son ICANN, c'est à dire l'application de la coopération renforcée votée par le SMSI), mais il ne faut pas qu'elle en disparaisse dans la pagaille. Il faut qu'elle soit le "grand frère" des autres et progresse dans la transition. Seule l'ALAC peut lui en donner la possibilité en faisant la charnière, mais il faut qu'elle le comprenne et que l'ICANN l'accepte. L'IETF va aussi en souffrir, non pas en raison de ce qu'elle est, mais en raison de ce qu'elle veut rester (RFC 3935) car la décentralisation cèdera rapidement le pas devant la distribution du monde réel (l'ISOC est d'ailleurs de cet avis et a repris mon thème user-centric tant de fois opposé à l'IETF [qui est le leader ISOC? toi?]). D'autant qu'avec la couche présentation, des petits malins n'auront de cesse de rétablir les autres couches manquantes, et les couches du niveau sémantique (ma partie). Là aussi, il faut éviter un split technique et préserver le découplage des niveaux réseau, internet, sémantique. Sinon ce sera la pagaille, chacun voulant aller trop vite (l'IETF bloque depuis 20 ans ce que je faisais en 1985). Puisque tu es un des rares IETF à t'impliquer dans l'ALAC et l'ISOC, je te propose de réflechir à tout cela. De tenter de comprendre (ce n'est pas simple) ce que les brouillons français (Bachollet, Muget, Benhamou, La Chapelle, Porteneuve, Lang, Pouzin, etc.) tentent de faire, sans bien encore s'en rendre compte (cela converge [explosivement] vers l'ICANN à Paris) et de continuer à utiliser l'ISOC a bon escient dans le but de faire quelque chose qui parle à tous, profite de l'apport français, et appaise leurs divisions imbéciles - nées il faut le reconnaitre du manque de personnel faisant que les mêmes se retrouvent ensemble sans se reconnaître. Il y a très peu de gens qui comprennent et se dévouent à peu près honnêtement. AMHA ce n'est pas la peine de les diviser. A+ jfc

I'm not here to train people, but will gladly answer their questions. Also look at BGP on wikipedia, even most of the IETF protocols and workgroups are explained on wikipedia. You will find quickly why BGP will not scale and why IETF is working on a replacement. As for the IETF, I agree with Brian Carpenter, IETF is not here to do awareness, this is the role of ISOC. IETF is here to work on standards, and should be focused on just doing that. ISOC has been lacking a proper education and policy department but now they have one, and produce now a very good IETF journal. So next time ask ISOC to come, you will see, it will work better. Australian ISP's going more wholesome

It all sounds in good taste, and we are told that you will be able to opt out at any time, but will putting this filter in place simply give the powers that be the ability to block access to content for their own agendas. Censorship may be necessary, but should it be overseen by Government. I am sure some US and French adult web sites will be greatly disappointed. And some Australian patrons shall be disappointed as well... Se la vi! However given the opt out approach, in my opinion Australia did this smart at least... Frankly though I believe that any child pornography sites/domain names should be banned all together or taken down when identified immediately. ICANN's WDPRS has Crashed

I've received a report this morning that ICANN's Whois Data Problem Report system (WDPRS) has crashed. I'm told that last week the system experienced a 20-30 per cent timeout failure rate (which has this morning reached 100 percent). Belize Domain WHOIS Service

Hi All WIPO has described Belize Domain WHOIS Service as follows: "Furthermore, the pattern of the Respondent's conduct as a serial cybersquatter in many similar recent cases also leads the Panel to the conclusion that the disputed domain name was registered and is used in bad faith." http://www.wipo.int/amc/en/domains/decisions/html/2007/d2007-1515.html Indeed searching for "Belize Domain WHOIS service" and "wipo.int" shows a disproportionate number of WIPO UDRP's. Surely the alarm bells should have gone off somewhere already. Why should people continuously have to pay to defend something that should be monitored at a different level.
