I encourage those interested in the position to apply. Please excuse the short notice as my family needed the time to discuss the matter with me. I care deeply about the quality of my service to the public interest and to the community. I know that without sufficient time available, I would not be able to do them justice. After the Hyderabad meeting, I became aware of constraints on the time that I will have available to serve effectively in a second term I have received tremendous support and encouragement from the community, board and staff in my years of service. It has made it an absolute joy for me to serve despite the heavy demands on time. I commit to completing my current term with the same level of dedication that I have demonstrated to date, and I urge those interested in carrying the baton forward to apply for the position so that the At-Large may choose from a strong pool of qualified candidates. The event was a joint effort of ICANN, the Polish Ministry of Administration and Digitization, the University of Warsaw Digital Economy Lab (DELab), and the Research and Academic Computer Network (NASK) - the manager of the .pl country-code top-level domain (ccTLD). Together, these organizations created a viable platform for local dialogue on Internet governance. Maciej Grón, Director of the Department of Information Society at the Polish Ministry of Administration and Digitization, explained the viewpoint of the Polish government. "The Polish government is deeply convinced that no responsible Internet policy can be made without broad consultations and serious discussions with the local Internet community, based on multistakeholder model principles. That's why Polish the IGF is more than an annual conference - it's a real forum where all stakeholders can present their proposals and conclusions, as well as learn about the future plans of action." Around 250 people registered for the meeting, from many stakeholder groups - including civil society, academia, business and government. ICANN Media Roundtable in Spain Explores the Impact of New Internet Domains On 19 October, a media roundtable on new generic top-level domains (gTLDs), held in Barcelona, explored the impact and opportunities created by the almost 1,200 new Internet domains. The event took place under the auspices of Red.es, the manager of the .es ccTLD. Stakeholders from several branches of the Spanish Internet sector participated in the forum. ICANN's Alexandra Kulikova, Manager of Global Stakeholder Engagement in Eastern Europe and Central Asia, participated in the session on cybersecurity. She was inspired by how Armenia is reviewing best practices and is trying to develop its own cybersecurity strategy. In his speech, Victor Calvo Sotelo, the Secretary of State for Communication, recognized the historic achievement of the Internet Assigned Numbers Authority (IANA) transition. He stressed the important role that Europe has played in past years in the multistakeholder process leading up to the preparation of the final proposal. Organizers were the Internet Society Armenia chapter; the Internet Society; the Réseaux IP Européens Network Coordination Centre (RIPE NCC); and business partners Arpinet, Arminco and ABCDomain. Hardening DNS Security and Stability in the Middle East One of ICANN's key strategic objectives for its engagement in the Middle East is capacity building on DNS security and stability. This objective has been fulfilled in many ways, such as encouragement of DNSSEC deployment, deployment of root server instances, Arabic script IDNs, and workshops on DNS abuse and misuse. In October, the Global Stakeholder Engagement Team in the Middle East and the Security, Stability, and Resiliency Team of the CTO Office teamed up for a road show. They visited three cities in the Middle East to raise awareness on DNS abuse and misuse. Workshops held in Dubai, Doha, and Beirut trained a total of 80 participants on the latest trends in DNS security and how to tackle them. The workshops combined theory and hands-on training. Participants came from law enforcement agencies, computer emergency response teams, security firms, academia and banking. The workshops were a success, with participating individuals and organizations tapping into ICANN's expertise. The event attracted 235 participants, plus an additional 800 online participants. For the first time, the event included an open and high level ministerial plenary session in which ministers asked questions on the theme of "inclusive development and the digital transformation of Africa." ICANN's Pierre Dandjinou, VP of Stakeholder Engagement in Africa, updated the audience on what the post-IANA transition era means for Africa. Here is a summary of the meeting: _1) EURALO & ICANN SUPPORT FOR OUR USERS’ ASSOCIATION_ As a certified ALS (At-Large Structure) within ICANN, our Association may request support from ICANN through our parent body, EURALO (European At-Large Organization). Such support generally applies to: - TRAVEL SUPPORT may be provided for one representative per ALS to attend the General Assembly of the RALOs (Regional At-Large Organizations). In the case of our Association, such a request should be forwarded through EURALO. - A SURVEY may be conducted by our Association with the help of ICANN Staff, or the latter may run a survey on our behalf. In either case, we would need to follow the regulations which apply to Staff (fairness, accountability, standard tools throughout ICANN). Whereas in the past Staff used SurveyMonkey, now its prescribed survey application is ClickTools. - As you are aware, our Association sent out a survey to its Members two months ago in order to determine their expectations and suggestions. This survey was conducted before we were aware of the new standard ICANN tools, so we will now check whether ICANN Staff can help us retrieve the answers and put them in a form compatible with the new standards. If that is the case, the results will be sent to our Members. _2) INVOLVEMENT OF ASSOCIATION MEMBERS IN EURALO AND ALAC_ Our ALS is the first to have responded to EURALO Chair’s request for a list of topics in which our Members have expertise. It is also the first ALS to have availed itself of the offer by the EURALO Chair to hold a conference call with EURALO. - EURALO asked for a list of our Members with experience and expertise in areas which are relevant to the remit of ICANN and its policy development. In our preliminary response, we provided a list of areas of expertise, but without names of individuals. - In the coming weeks, the Wording Group chaired by Yrjö Länsipuro will inform our ALS of the areas in which the expertise of our members may be useful. If you have the corresponding expertise, your participation in the Working Groups would be most welcome, and I will forward your statement of interest to Yrjö Länsipuro. _3) ASSOCIATION WEBSITE_ - EURALO Leadership appreciates the general layout and ease of access of our Association website. Some links deserve a more prominent place: ALAC policy page, ALAC Working Groups, EURALO workspace. The Board of our Association will look into these points. _4) FUTURE ACTIVITIES_ - For the mutual benefit of EURALO and our Association, it might be interesting to prepare a joint event, say in 2017, either at a venue to be determined, or online. - If the case of an event entailing costs (venue, travel, etc.), sponsorship would need to be obtained through EURALO, typically in March or April in time for budgeting. There is no guarantee that funding or other forms of support would be forthcoming, but if there is an interesting topic and good organisation, it would be worth submitting. - In the case of an online event, there would be no costs. Staff support could be requested for organization, meeting management, monitoring, recording. Such a request would be examined by ICANN on an ad hoc basis. - In preparing an event, the most important factors are the theme, the speakers. We should not rule out a meeting with a venue, e.g. ICANN meeting in Copenhagen, or EURODIG in Estonia. - Our Association Members are most welcome to submit their suggestions. Rasmussen co-founded and led the technical side of IID, a cybersecurity company focused on cyber incident response and information sharing which was purchased by Infoblox in early 2016. Rasmussen has is a highly active participant, often in leadership roles in industry and other global organizations addressing many of the cybersecurity issues of the day. Rasmussen is co-chair of the Anti-Phishing Working Group’s (APWG) Internet Policy Committee and serves as an APWG Industry Liaison. In this role, he works closely with ICANN, the international oversight body for domain names, and is a member of ICANN's Security and Stability Advisory Committee (SSAC). Rasmussen is a member of the Online Trust Alliance’s (OTA) Steering Committee and is a member of the FCC's Communications Security, Reliability and Interoperability Council (FCC CSRIC). Rasmussen is also an active participant in the Messaging Malware Mobile Anti-Abuse Working Group (M3AAWG), and is IID's Forum of Incident Response and Security Teams (FIRST) representative. He is a regular participant in DNS-OARC meetings, the worldwide organization for major DNS operators, registries and interested parties. This At-Large Briefing Session will feature Matt Larson, Vice President of Research for the CTO office at ICANN, who will give a presentation and answer questions on the upcoming DNSSEC root key-signing key (KSK) rollover being planned by ICANN. The root KSK is the most important cryptographic key in the DNS security extensions, or DNSSEC. DNSSEC protects end users from receiving spoofed data and prevents attacks such as being misdirected to a malicious web site. This cryptographic key will be changed, or rolled over, in late 2017. While the actual change isn't happening until next year, an important aspect of the project is getting the word out to those who need to know about the change and take action, such as network administrators and software developers. On behalf of the Board Candidate Evaluation Committee (BCEC), we are seeking Expressions of Interest (EoIs) from Candidates who wish to serve as an ICANN Board Director. The selected Candidate will be chosen by the At-Large Community, and will serve for a 3-year term starting at the end of ICANN60 (2017 Annual General Meeting - AGM). Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM). Pursuant to Section 19 of the At-Large Advisory Committee (ALAC) Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the Board Member Selection Process Committee (BMSPC). The BCEC is responsible for outlining Candidate requirements and expectations, calling for, identifying, and evaluating applications, and compiling the initial slate of Candidates for the Board Director position. The BMSPC oversees the entire selection process for the At-Large Board Member, including the development of the selection timeline and the election finalizing the process. Both groups have regionally balanced membership and operate in accordance with a strict code of conduct and confidentiality.
