Here is a summary of the meeting: _1) EURALO & ICANN SUPPORT FOR OUR USERS’ ASSOCIATION_ As a certified ALS (At-Large Structure) within ICANN, our Association may request support from ICANN through our parent body, EURALO (European At-Large Organization). Such support generally applies to: - TRAVEL SUPPORT may be provided for one representative per ALS to attend the General Assembly of the RALOs (Regional At-Large Organizations). In the case of our Association, such a request should be forwarded through EURALO. - A SURVEY may be conducted by our Association with the help of ICANN Staff, or the latter may run a survey on our behalf. In either case, we would need to follow the regulations which apply to Staff (fairness, accountability, standard tools throughout ICANN). Whereas in the past Staff used SurveyMonkey, now its prescribed survey application is ClickTools. - As you are aware, our Association sent out a survey to its Members two months ago in order to determine their expectations and suggestions. This survey was conducted before we were aware of the new standard ICANN tools, so we will now check whether ICANN Staff can help us retrieve the answers and put them in a form compatible with the new standards. If that is the case, the results will be sent to our Members. _2) INVOLVEMENT OF ASSOCIATION MEMBERS IN EURALO AND ALAC_ Our ALS is the first to have responded to EURALO Chair’s request for a list of topics in which our Members have expertise. It is also the first ALS to have availed itself of the offer by the EURALO Chair to hold a conference call with EURALO. - EURALO asked for a list of our Members with experience and expertise in areas which are relevant to the remit of ICANN and its policy development. In our preliminary response, we provided a list of areas of expertise, but without names of individuals. - In the coming weeks, the Wording Group chaired by Yrjö Länsipuro will inform our ALS of the areas in which the expertise of our members may be useful. If you have the corresponding expertise, your participation in the Working Groups would be most welcome, and I will forward your statement of interest to Yrjö Länsipuro. _3) ASSOCIATION WEBSITE_ - EURALO Leadership appreciates the general layout and ease of access of our Association website. Some links deserve a more prominent place: ALAC policy page, ALAC Working Groups, EURALO workspace. The Board of our Association will look into these points. _4) FUTURE ACTIVITIES_ - For the mutual benefit of EURALO and our Association, it might be interesting to prepare a joint event, say in 2017, either at a venue to be determined, or online. - If the case of an event entailing costs (venue, travel, etc.), sponsorship would need to be obtained through EURALO, typically in March or April in time for budgeting. There is no guarantee that funding or other forms of support would be forthcoming, but if there is an interesting topic and good organisation, it would be worth submitting. - In the case of an online event, there would be no costs. Staff support could be requested for organization, meeting management, monitoring, recording. Such a request would be examined by ICANN on an ad hoc basis. - In preparing an event, the most important factors are the theme, the speakers. We should not rule out a meeting with a venue, e.g. ICANN meeting in Copenhagen, or EURODIG in Estonia. - Our Association Members are most welcome to submit their suggestions. This At-Large Briefing Session will feature Matt Larson, Vice President of Research for the CTO office at ICANN, who will give a presentation and answer questions on the upcoming DNSSEC root key-signing key (KSK) rollover being planned by ICANN. The root KSK is the most important cryptographic key in the DNS security extensions, or DNSSEC. DNSSEC protects end users from receiving spoofed data and prevents attacks such as being misdirected to a malicious web site. This cryptographic key will be changed, or rolled over, in late 2017. While the actual change isn't happening until next year, an important aspect of the project is getting the word out to those who need to know about the change and take action, such as network administrators and software developers. Call for Expressions of Interest (EoIs) for the At-Large Board Member Position 2017

On behalf of the Board Candidate Evaluation Committee (BCEC), we are seeking Expressions of Interest (EoIs) from Candidates who wish to serve as an ICANN Board Director. The selected Candidate will be chosen by the At-Large Community, and will serve for a 3-year term starting at the end of ICANN60 (2017 Annual General Meeting - AGM). Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM). Pursuant to Section 19 of the At-Large Advisory Committee (ALAC) Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the Board Member Selection Process Committee (BMSPC). The BCEC is responsible for outlining Candidate requirements and expectations, calling for, identifying, and evaluating applications, and compiling the initial slate of Candidates for the Board Director position. The BMSPC oversees the entire selection process for the At-Large Board Member, including the development of the selection timeline and the election finalizing the process. Both groups have regionally balanced membership and operate in accordance with a strict code of conduct and confidentiality. The visible portions like microphones, monitors and cameras are the tip of an iceberg. Beneath the surface, there miles of cable and hundreds of pieces of equipment providing connectivity, and enabling engagement and the seamless presentation of ICANN sessions. Unfortunately, some of our equipment was recently impacted by a fire. What Happened? On 1 September 2016, an explosion caused a fire on a cargo ship docked in Hamburg, Germany. Our Public Meeting technical equipment was on board. We had two containers - a 40-foot and a 20-foot container. It took 150 firefighters four days to extinguish the fire. The ship crew initially tried to extinguish the fire and sustained slight injuries. No one else was hurt. Reports indicated that welding in the cargo hold caused the accident. John Crain - ICANN's Chief Security, Stability and Resiliency Office- explained the key tools, strategies and techniques that information security professionals use to identify abuses of the DNS and malicious registrations of domain names, addresses or hosting. The lecture and the case studies helped the participants learn how to collect information for criminal investigations. Over the three days, participants engaged in open discussions of Internet governance-related themes of interest in the MENA region - human rights, online privacy, data protection, sustainable development, infrastructure and access issues, and innovation and entrepreneurship. The program is a good introduction to ICANN, but even so, for awhile I felt like I was walking around in a maze. Fortunately, around every corner some issue related to my background would pop up and keep me interested and involved. ICANN's structure and constituency-based model encourages a volunteer to grow in the organization and take on leadership roles. I joined the Non-Commercial Users' Constituency (NCUC) and slowly got involved with various working groups, and was elected to the NCUC Executive Committee in 2015. My involvement with ICANN enables me to raise issues that affect people in my region and globally. Of course, ICANN stories have their ups and downs. There are very complicated governance and communication issues to be dealt with, and we are not always successful in being effective and making policies work. But I cannot think of any other organization that pays as close attention to feedback (both positive and negative) as ICANN does. The simple fact that anyone with any background can contribute to ICANN makes it a unique corporation. The document also explains why each issue is relevant to end users, with the aim of helping more end users understand the work of At-Large and participate in ICANN. With respect to motions, the SCI proposed a new section that records the informal processes that the GNSO currently uses. With respect to elections of the chair and vice chair, the SCI proposed minor modifications regarding eligibility, and a new section describing the procedures for four scenarios relating to the chair election and the selection of interim vice chairs. Following the call for nomination in August 2016, Greenberg was the sole candidate. Notably, Greenberg has played a key role in leading ALAC involvement in the IANA stewardship transition and process to enhance ICANN accountability. Dear All, On behalf of Alan Greenberg, Chair of the ALAC, we would like to invite you to the At-Large Briefing call on DNSSEC key roll-over being planned by ICANN. This At-Large Briefing Session will feature Matt Larson, Vice President of Research for the CTO office at ICANN, who will give a presentation and answer questions on the upcoming DNSSEC root key-signing key (KSK) rollover being planned by ICANN. The root KSK is the most important cryptographic key in the DNS security extensions, or DNSSEC. DNSSEC protects end users from receiving spoofed data and prevents attacks such as being misdirected to a malicious web site. This cryptographic key will be changed, or rolled over, in late 2017. While the actual change isn't happening until next year, an important aspect of the project is getting the word out to those who need to know about the change and take action, such as network administrators and software developers.
