Tuesday, 5 February 2008 TO: CLUSIT FROM: ICANN At-Large Advisory Committee (ALAC) SUBJECT: At-Large Structure Certification ICANN's At-Large Advisory Committee (ALAC) is pleased to inform you on behalf of the At-Large community in ICANN that CLUSIT has been certified as an At-Large Structure (ALS). The ALAC greatly appreciates your groups’ interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALSes, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to staff(a)alac.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. If this changes, please let us know. - At Large Mailing Lists. There are many At Large email lists, for each region; you can signup for them and manage your subscriptions at: http://atlarge-lists.icann.org/mailman/listinfo The points of contacts you identify will automatically be added to: · Your region’s discussion list; · The worldwide At-Large discussion list. You are of course invited to join others as you wish (excepting those ending –Staff). - ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. Important: Resigning from ALAC Position at ICANN

Dear colleagues! Warm greetings from Moldova! Hope my message finds you well! I am currently involved as an international expert in a big project for the Ministry of Education of Liberia and will have to spend more than three weeks there starting from May 15. The NGO I run here in Moldova is also involved in many national projects which require very much of my direct involvement: monitoring and evaluation. In this context, it is quite a challenge to find additional time for ALAC activities when I am full-time involved in so many activities.That is why, it is my duty to inform you all that due to the many projects I am currently in charge of, I have to unfortunately resign from my ALAC position. It has not been an easy decision to make at all! I just can not stay in ALAC any longer just for the sake of being on ALAC/AtLarge – I prefer to be effective and to produce impact. And this is smth for which I simply don’t have time now! I must say that ALAC has been a great experience for me and I am truly thankful to everyone on ALAC who have been day by day, side by side during this last year. I have learned a lot from this professional, hard-working, committed and culturally diverse community. I want to thank my European colleagues: Annette and WolfgangKleinwächterin the first place, for their confidence in me and for believing that I can bring something new to ALAC, even if I am from Eastern Europe:)! I am very thankful to Cheryl and Izumi for their openness and for their professional support on the initiatives I launched on ALAC. I am happy for having worked with my European colleagues: Sebastian and Wolf and all my respect for all EURALO board membersfor the patience, passion and possible solutions they have been trying to identify in order to make EURALO start working on policy related issues in the region; My thanks go also for my North American colleagues: Alan, Robert and Beau – for their professional work and support whenever needed; Jose Ovidio, Carlos, Hawa– my admiration for the effort and time you invest in ALAC – I know it has not been easy for you given the language barriers that you have been facing so far; Mohamed, Fatimata, Vanda and Thu Hue –many thanks for your energy, time and devotion and for your friendly support on the ideas I was promoting on ALAC/Atlarge. Many thanks to current ALAC liaisons: Hong, Jacqueline and Wendy; And of course, my many thanks toNick- I know it is not an easy task to handle the communication and collaboration with such a big and diverse community. Thank you for your support throughout this year. I know ICANN staff will do much more in order to support ALAC/AtLarge become a viable and strong community now with more staff members in place. I am glad I managed to bring to ALAC/AtLarge some ideas and practices that go back to my professional background. Because I strongly believe that “A policy is a deliberate plan of action to guide decisions and achieve rational outcome(s).” back in Puerto Rico (my first ICANN meeting) I came to the conclusion that ALAC /At Large needs to have a set of mechanisms via which these policies are identified, promoted and evaluated. These are the few things that I have managed to do in the period of June 2007 – present: -I initiated the “OneDay” Workshop for ALAC/AtLarge. -I have designed the agenda and conducted together with Cheryl and Izumi two “OneDay” workshops before ICANN meetings in Los-Angeles and New Delhi. -I have compiled OneDay Evaluation Reports, based on the feedback from ALAC/AtLarge members who have participated in these meetings; -Back in New Delhi, I made a statement on behalf of ALAC on Organizational Development; -I elaborated the ALAC Organizational Development document that focuses on several components of the ALAC’s developments; -I proposed a document on “What is an ALAC/AtLarge” Working Group – and the document was used for planning activities per certain working groups during the OneDay workshop in New Delhi; -I have recently transferred some of the good practices that came as a result of this Organizational Development processes on ALAC into the GNSO Improvements Report. -Along with all the above, I organized a three days training program on Internet Governance and Community Development in Moldova (www.cmb.md/igf [http://www.cmb.md/igf] during which we had a special session on ALAC/AtLarge @ ICANN. Training participants were 16 young leaders representing civil society, business sector, international community and the Government. -I have had several discussions with APTI members from Romania, as they were our project partners in the above Program, and as a result we have recently received their application in order to become an accredited ALS structure @ICANN from our part of the world. I am a EURALO Board member, but this is the first time I am asked an opinion about this application. Can you explain me how and by whom this application was discussed, to come to the recommendation above? I remember the application being posted to the EURALO list, but I don't remember any comment there. Was there any request to all Board members or to the EURALO list for comments? If not, why not? In any case, I am forwarding this message to the list so that everyone is informed and we can have an open discussion. In general, we have to be very cautious about rejecting new applications, as it might look like a form of capture by the existing RALO members. I do not have a final opinion yet, but I have known Jefsey Morfin - the France@Large leader - for years, and even if he often has very controversial opinions, he exists and he has been participating to the At Large since the year 2000, which is more than can be said of several accredited ALSes. There should be a clear reason to reject this application, not just "we're not sure" or "we don't like him". Nick, this is a very ungenerous reading of the paragraph and of the section describing ICANN's responsibilities under the MoU. The board is of course essential to the EURALO's activities, it's the representative of the RALO members and responsible for all matters of the RALO. It makes little sense to invite members of the ALS and then not the board. Obviously any meetings the ALS hold will be less effective without the board present. The presence of the EURALO in its region's ICANN meeting will be weakened. As a community EURALO clearly needs time together and at the moment you are denying them the opportunity. All for the cost of a few inter-city train tickets and a few days expenses. It would only take a little imagination to make the resources available, *or at least to try*. I think it's the view that you don't seem to be trying that is most worrying. Vittorio's comments about other RALOs are not relevant. The board isn't a handful of individuals, they are people elected by the members, volunteers offering their time and effort to the At Large. Nica, With great sadness, I read your announcement. With great hope, though, I read your commencement to the new opportunity and for that, congratulations! You are one of the greatest examples of how "AtLarge" could act collectively for the benefit of all global users of the Internet. You are so pragmatic, but idealistic at the same time. You listen so well, yet also articulate your ideas very well. You work so hard but also love your family and friends so much. You have taught me the kind of world I had no idea about, Moldova and East Europe, but you also absorbed so well about the world and people you were not so familiar with, too. Dear Wolf, Thank you for your message and thanks to the ALSes who have already answered to me. Indeed, if the "authorized representative" of an ALS and/or an ALS candidate cannot attend the 32nd International Public ICANN Meeting in Paris - 22-26 June 2008, the ALS can always nominate an alternate representative. However and as a reminder, we need to know it BEFORE Monday 28th of April 2008, along with his/her full contact information (Address, Work Telephone, Home Telephone, Fax and Mobile). Furthermore, any ALSes candidates (such as APTI, France@Large, etc...) will be welcome to attend the ICANN Meeting in Paris, regardless of whether or not their respective ALS application they have made is approved or not. As we are all aware, the EURALO and other At-Large meetings are open sessions. Therefore, any ALSes candidates would also be able to attend those, of course, regardless of the application decision. Please note that anyone who has not done so should register themselves at the Paris registration page (http://par.icann.org/) in order to ensure that their entry to the meeting is as quick and trouble-free as possible. GNSO Improvements - ALAC and Joint Statements - comments requested

Dear All: As you may recall, an Ad-Hoc Working Group on GNSO Improvements, with representatives of each RALO, has been working on a response to the public consultation on the Board Governance Committee¹s proposals for improvements to the GNSO. As a part of that work, the working group was also engaged in negotiations with various communities within the GNSO Community, including the Commercial and Business Users, Intellectual Property, Internet Service and Connectino Providers, and Non-Commercial Users Constituencies. The Joint Statement that resulted from those discussions was posted to the public comment forum today, and is accessible at: http://forum.icann.org/lists/gnso-improvements-report-2008/msg00012.html. The Working Group also produced a draft statement for transmission to the Board of Directors by the ALAC in its role as an Advisory Committee. That document was subject to a community comment period, and the working group incorporated those comments received however, the working group took the decision that it would be better to wait to finalise the text until after the Joint Statement was finished, so that the At-Large community could take one final look at the two statements, make any comments, and if necessary those comments could then be dealt with in the ALAC¹s individual statement. The ALAC also discussed the progress on this issue at its meeting earlier this month. The Staff have been asked to post a version of the ALAC statement, as well as the Joint Statement, so that comments can be taken. It is envisaged that we will be able to take comments for a few days as the statement can be transmitted to the board following the end of the public comment period on the GNSO Improvements draft, which finishes on the 24th of April. It is my pleasure to introduce you to Frederic Teboul, the new At-Large Regional Affairs Manager. Born in Marseille, France, he began his career in the French Foreign Service in Israel in 1997; he subsequently worked for several parts of the United Nations' system from 2000 to 2005 in the Office for the Coordination of Humanitarian Affairs (OCHA), Organisation for Security and Cooperation in Europe (OSCE), the United Nations Development Programme (UNDP), the United Nations Office for Project Services (UNOPS), and the United Nations Environment Programme (UNEP) in Geneva, Kosovo, New York and Athens. He comes to us most recently from the private sector, where he served as Business Development and Corporate Social Responsibility (CSR) Director for the third-largest Greek maritime operator. His experience in the public and private sectors in a wide variety of international decision-making environments, working with governments, civil society, and industry stakeholders from more than 200 different countries, makes him a valuable addition to the At-Large team in the Policy Unit. He will be responsible in particular for supporting the Regional At-Large Organisations (RALOs), facilitating their involvement in policy development and assisting them in their work representing the individual Internet user interest in ICANN.
