Each item is followed by a recommendation. 1) Ensure conformity of EURALO procedure and actions with existing legal or structural obligations (ICANN, ALAC and EURALO By-laws, Rules of procedure, Accepted standards in meetings, etc.). This applies, but is not limited to: membership, quorum, elections, rough consensus. Recommendation 1: a Board member with experience in these areas, and perhaps with a legal background, should be appointed as the « Legal reference point ». Excellent idea. 2) Consolidate relations with ALAC and other parts of ICANN. As in most ACs and SOs, the Chair of EURALO does this, and does it well (good visibility, good inter-personal skills, deep knowledge of the issues). Recommendation 2: no change. I would like to see our ALAC members take an extra care in fostering the link between ALAC and EURALO. They are our ambassadors on the ALAC. I would also like to see them take a leadership role on the ALAC, like Chairing a working group. As for the EURALO Board members, ideally they could chair a EURALO working group. 3) Enhance cooperation between EURALO and its ALSs. Over the years, this function has been carried out mainly by the Chair and/or Secretary. But with the gradual growth in the number of ALSs, this now requires a dedicated approach. Among other areas where cooperation would be appreciated: help in launching ALS surveys, help in participating in ICANN events, travel and accommodation support, etc. Recommendation 3: designate a Board member who, with the help of Support Staff, would be the prime contact point for all EURALO ALSs. Would this be an "inreach" officer? I would really support this too. 4) Consolidate EURALO contributions to ALAC and ICANN policy development. One of the current tasks is the appraisal of the At-Large Review: because of its complexity, but even more because of the implications of some of the recommendations in that Review, it is necessary to make sure that contributions are made on time, and that they are relevant. Recommendation 4: designate a Board member who is familiar with Policy development in the ICANN ecosystem, and who has a track record of making trains depart and arrive on time, at the right station. Read the Revised WHOIS Procedure[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>. The WHOIS Procedure has been revised to incorporate an alternative trigger to invoke the WHOIS Procedure. The current trigger in the WHOIS Procedure allows a registry operator or ICANN-accredited registrar to invoke the procedure if the contracted party is in receipt of a notification of an action that its compliance with WHOIS obligations is prevented by local laws. With the additional trigger, a registry operator or ICANN-accredited registrar may now also invoke the WHOIS Procedure by providing ICANN with a written statement from the applicable government agency responsible for enforcing its data privacy laws and indicating that a WHOIS obligation in an ICANN contract conflicts with such applicable national law. The modification to the WHOIS Procedure is based on input from the community and the work of an Implementation Advisory Group (IAG), which was tasked with reviewing possible changes to the WHOIS Procedure and providing the Generic Names Supporting Organization (GNSO) with recommendations to facilitate resolution of issues where WHOIS requirements conflict with applicable laws. In February 2017, the GNSO Council passed a resolution[gnso.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_en_coun…> adopting IAG's recommendation and confirmed that the modification to the WHOIS Procedure does not change the intent of the original GNSO policy recommendations. Background In November 2005, the GNSO concluded a policy development process (PDP)[gnso.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_en_issu…> establishing a Procedure to allow gTLD registry operators and registrars to demonstrate when they are prevented by local laws from fully complying with the provisions of their respective ICANN contracts regarding personal data in WHOIS. The ICANN Board of Directors adopted the recommendations in May 2006 and directed staff to develop such a procedure. A contracted party that credibly demonstrates that it is legally prevented from complying with its WHOIS obligations can invoke the procedure, which became effective in January 2008. To date, the procedure has never been invoked. The IAG devoted most of its time to discussing whether additional triggers to invoke the Procedure should be incorporated and, if so, how to ensure that they remain consistent with the existing policy. ICANN Board Member Chris Disspain talked about ICANN's mission and the organization since the Internet Assigned Numbers Authority (IANA) stewardship transition. Nigel Hickson, VP of IGO Engagement, chaired a session on Internet governance that examined some of the legal issues pertaining to the Domain Name System (DNS).This interactive session, which featured panelists from Queen Mary University, the U.K. Department for Culture, Media and Sport (DCMS), and Nominet, demonstrated the growing complexity of issuing domain names and the challenges posed by harmful content. The Meeting proved a very busy one with over 2500 participants gathering for the first (Type A) conference of the year. We are proud to say that the region of Eastern Europe and Central Asia was represented more than ever, with eight people joining the Fellowship and NextGen programs. Some of them are our long-term partners and some are newcomers, whom we hope we've managed to gain their interest in ICANN's mission and community work. Many thanks to Siranush Vardagnan and Janice Douma Lange for an excellent job introducing Fellows and NextGen participants to the ICANN world. All in all, more than fourty people from the region joined us in Copenhagen, taking part and showing interest in various SO/ACs and constituencies. There were not only representatives and delegates from Eastern Europe, but also broader Russian-speaking ICANN community and staff members. It brought us all together and gave a chance to share impressions from the meeting and highlights from the region, as well as improve personal interaction between participants from different jurisdictions and different stakeholder groups. This was the second visit of ICANN's Global Stakeholder Engagement in the Middle East to the West Bank, with the first dating back to 2009. During the week-long visit, Batayneh had meetings with the Ministry of Telecom and Information Technology, Palestine CERT, the e-Government Program, the top four local ISPs (Zaytona, Mada ISP, CoolNet and Hadara), the sole two mobile operators (Wataniya Mobile and Jawwal), the Palestinian IT Association (PITA), and the incubation center at the Al-Najah University in Nablus. He also gave a lecture on "Internet Governance, ICANN, the IANA and the Digital Economy" at Al-Najah University to a group of students, academics, private companies and journalists. On 23 February, the ISOC Palestine Chapter held a workshop titled "The Internet World - Opportunities and Challenges" where Batayneh was invited to give a keynote speech and talk about ICANN's work and its role in the Internet Governance ecosystem. The workshop attracted 120 attendees and provided another good venue to engage with the local community. ICANN expresses its sincere appreciation to the Ministry of Telecom and IT for supporting our engagement efforts in the West Bank, and special gratitude goes out to Palestine's GAC representative Mr.Allan Ghazi for making the visit fruitful. The one day event gathered speakers from the CCK, various universities, a member of the Tunisia RENU as well as Telecom Operators and an ATI representative. The keynote address was delivered by Adiel Akplogan. His speech presented the global and regional state of IPv6 uptake and how a multistakeholder approach is key for a successful roadmap. Following Akplogan's keynote were presentations from the CCK on their IPv6 deployment plan and the work they have done with a pilot local university, including information on their native dual stack IPv6 functioning link. The workshop is one in a series of activities that ICANN along with the TRA are planning in the coming months to raise awareness about ICANN and encourage participation at ICANN60 in Abu Dhabi this year. The (.ae) domain administration team of the TRA had deployed a DNSSEC testbed a while ago, but decided to hold off on signing the (.ae) zone due to lack of awareness and interest by the local community. The workshop, run by ICANN's Patrick Jones, Senior Director of Global Stakeholder Engagement, and ICANN's Baher Esmat, VP of Global Stakeholder Engagement in the Middle East, attracted participation from UAE government departments, network operators, local registrars along with business and banking sectors. The event aimed to inform the audience about the importance of DNSSEC to the UAE's Internet infrastructure, share deployment experiences of several ccTLDs and new gTLDs, provide an overview of the KSK rollover plan and what it means for both service providers and end-users. The discussion was interactive and the participants were very interested in the topic. Some participants have asked for a hands-on training to gain the skills needed to deploy DNSSEC in their networks. The presentation of the draft report issued by South African Communications Forum (SACF) was followed by a series of questions and answers from the community. From the questions and comments SACF received during the meeting they should be expecting a lot of comments from the community. The public comment period on the draft report is open until 5 May. After the .africa generic top level domain names was delegated on 11 February 2017, there was a need from the community to know more about the next steps. Lucky Masilela, from .ZA Central Registry (ZACR) provided an update for the community with a few slides showing that public registration under .africa will begin July 2017. AFRALO, the Africa Regional organization for the At-Large Structures also organized its traditional session which ended with a declaration. The Commonwealth ICT Applications Forum '17, organized by the Commonwealth Telecommunications Organization (CTO) and hosted by the Ministry of Youth and ICTs as well as the Government of Rwanda, was a platform to showcase the work of application entrepreneurs and hear how policy and regulation can foster innovation to maximize the opportunities presented by the global Internet. The overriding theme of the Forum was "Promoting ICT Entrepreneurship." Pierre Dandjinou, ICANN's VP of Global Stakeholder Engagement in Africa, gave a keynote address on the panel themed "Reducing Risks: Increasing Usability." His message included a brief introduction on ICANN's remit and reiterated that Africa must insist on one global, stable and secure Internet. He emphasized that the projections outlined in various reports and the real potential of the Internet can only be realized if the Internet remained as one open platform. Bob Ochieng, Stakeholder Engagement Manager of East Africa, represented ICANN. Representatives from National Regulatory Authorities (NRAs) from the EACO Partner States of Rwanda, Tanzania, Uganda, Kenya and Burundi along with representatives from Telecom Operators in Tanzania were also present at the event. This WG07 has relevant topics to ICANN such as recommending model guidelines for ccTLD management and coming up with IPV6 migration strategies for partner states. CROPP 2017 applications and results

Dear all, referring to my mail from last Monday, the deadline for die CROPP applications 2017 closed today, Friday 7 April at lunchtime. During this week, we received 6 applications total for the 5 travel slots which were listed accordingly. The EURALO Board had its single-subject call this afternoon to verify and discuss the applications in detail – by considering the selection criteria we communicated on Monday. After intensive discussions and assessments, the Board found unanimous agreement on the following candidates and short-list: 1. Andrei Kolesnikow, ALAC member – Russia, 2. Gleb Pyzhov, new ALS director -- Russia, 3. Annette Mühlberg, ALS member – Germany, 4. Matthias Hudobnik, individual member – Austria, 5. Rim Hayat, individual member – Denmark. Besides Clement Genty, individual member, France, as a back-up / replacement option. With this choice, while reflecting our criteria (regional and gender balance), the Board mandated the Secretariat to proceed with the CROPP submission over the weekend to respect the usual deadline for CROPP selections. Congrats to the selected candidates having the chance to attend the next EuroDIG early June in Tallinn.
