EURALO candidates for the BMSPC and BCEC

Dear all, as discussed this week at our monthly and the following Board call, our region needs to nominate two candidates for the BMSPC (Board member selection process committee) and the BCEC (Board candidates selection committee) each until today. At our Board call we selected some experienced and fresh members who could join one of these important committees and asked them for approval. I have the pleasure to announce that EURALO will be represented with the following members: For the BMSPC – Rudi Vansnick (ISOC-Belgium) and Oksana Prykhodko (European Media Platform, Ukraine). For the BCEC – Veronica Cretu (ind. member, Moldavia) and Jordi Iparraguirre (ISOC-Catalonia). Roberto Gaetano (ind. member, Austria) was selected as Chair of the BCEC already. This composition is well balanced from a gender and regional POV. I would like to thank all our candidates for their interest and willingness to serve on the two committees which are charged with proceedings and selection of the next At-Large member on the ICANN Board (Seat No. 15, currently held by Sébastien Bachollet). @Michele +1. It would indeed be a fallacy to consider that each Member State of the EU is free to interpret EU Directives to suit its own purposes. For colleagues from horizons other than the EU, a small footnote may be useful: a Directive is not unilaterally imposed by the European Commission, but has been trashed out collectively, and thoroughly, with all the Member States. The "transposition" into national legislation is required for a Directive to have legal effect in that country, but is by no means open to alteration or corruption, once it has been agreed upon by all 28 Member States. The apparent ambiguity in parts of the English-language mass media comes from the fact that some of them are owned by individuals who are not citizens of an EU Member State (e.g. R. Murdoch, originally an Australian, assumed US citizenship in 1985) and/or pursue their own agendas. Nigel With all due respect I'd have to disagree. ICANN was told repeatedly by EU based registrars that the terminology in the contract would put us in breach of EU and national law. Yet ICANN insisted on putting the terminology into the contract. ICANN has repeatedly refused to listen to what Article 29 have been saying. And ICANN has also not published all of the correspondence on this subject - I found the most recent letter on the EU site, not the ICANN site. If the retention period was more in harmony with the core tenets of the directive, which *has* been transposed into national law almost verbatim, then there wouldn't be an issue. The situation at present is, for lack of a better word, unacceptable, or more simply put, crazy. Only 1 EU based registrar has been granted even a preliminary waiver. If only 1 registrar had applied for one, then the situation would be understandable, but that is not the case. That a company in an EU member state needs to ask a California Corporation permission to comply with local law and that the same Corporation would be so slow and awkward in its dealing with the companies is almost laughable. As of today multiple new TLDs are entering the root and going live. Yet many registrars in the EU cannot offer these new extensions. So ICANN is effectively limiting our ability to trade. CROPP names and submissions by EURALO

Dear all, as discussed during our call tonight (agenda item 5), here are the names of EURALO people I suggested for the CROPP submissions. There is only one European event in the given timeline that fits for submissions which is EuroDIG 2014 in Berlin. Regarding names and as repeatedly mentioned, I would like to try and include our Armenian friends for such submissions –- being aware that they (Armenia) doesn’t fit into ICANN’s current regional geographic model and they may not be approved by the CROPP Review Team for our region. The reason why I am so stubborn (not only ;-) in this case is simple: Siranush and Narine have always proofed a special commitment to EURALO and participated continuously and over years in our monthly calls etc. And I simply think, they highly deserve being considered in a trial. As agreed tonight and to enable their participation at EuroDIG 2014 in June in Berlin, EURALO will suggest the following members for CROPP support: - Siranush Vardanyan and Narine Khachatryan (Armenia) - Oksana Prykhodko and Wladimir Kukovsky (Ukraine) - Plamena Popova (Bulgaria) If the first two names / options will not be approved by the Review Team, we will offer or suggest two more members from Eastern Europe: - Valentina Pavel (Romania) - Veronica Cretu (Moldovia) to be funded via our 5 regional CROPP slots for attending EuroDIG 2014. Once we agreed on this procedure, the following members will prepare EURALO’s CROPP submissions early February: Yuliya, Oksana, Lutz and Wolf. And we will keep you updated on this at our next monthly call in February latest. Announcement: At-Large Board Director Slate of Candidates Selected by the BCEC and Next Steps

Dear All, On behalf of the At-Large Board Candidate Evaluation Committee (BCEC), and in accordance with the agreed schedule for the At-Large Board Member Selection Timeline, we are pleased to announce the names of the slate of candidates to fill Seat #15 of the ICANN Board. These candidates have passed the initial BCEC evaluation and were approved on their call of Tuesday, 21 January 2014. Their names were announced to the ALAC by Olivier Crépin-Leblond on 28 January 2014. The candidates, listed in alphabetical order of their family name are: * Rinalia Abdul Rahim * Sebastien Bachollet * Alan Greenberg * Evan Leibovitch * Jean-Jacques Subrenat The other applicants who submitted Expressions of Interest (EOIs), listed in alphabetical order of their family name are: · David Allnutt · Bobbie Lloyd · Varol Senel One applicant withdrew their EOI during the BCEC evaluation period. The RALOs are now asked to consider whether any of the applicants who submitted EOIs but were not selected by the BCEC should be added to the final slate of candidates. In order to be added to the final slate, an applicant must be supported by three RALOs. The deadline for support from other RALOs for additional candidates is Friday, 21 February 2014. Please see the relevant text of the ALAC ROPs below: 19.9 Final Candidate List 19.9.1 -Following the publication of the BCEC slate of candidates, RALOs have an opportunity to suggest adding candidates to that list. The timetable should allow for consultations and outreach both within and among RALO's. 19.9.2 - RALOs can only suggest candidates who had previously submitted an EoI to the BCEC during the current selection process. 19.9.3 - Candidates will be added only if they receive support through a formal vote of at least three of the five RALOs, each RALO voting according to its respective rules. The final slate will be announced on Sunday, 23 February 2014.
