Originally I asked each member of the EURALO Board to share with others what they goals were during their tenancy. These are reflected on https://community.icann.org/x/0QB1Aw . I gather that these should be updated since Mikhail Medrish and Jordi Iparraguire have been replaced.
I suggest we consider the following:
What are the essential functions the EURALO Board must undertake or uphold? Each item is followed by a recommendation.
1) Ensure conformity of EURALO procedure and actions with existing legal or structural obligations (ICANN, ALAC and EURALO By-laws, Rules of procedure, Accepted standards in meetings, etc.). This applies, but is not limited to: membership, quorum, elections, rough consensus.
Recommendation 1: a Board member with experience in these areas, and perhaps with a legal background, should be appointed as the « Legal reference point ».
Excellent idea.
2) Consolidate relations with ALAC and other parts of ICANN. As in most ACs and SOs, the Chair of EURALO does this, and does it well (good visibility, good inter-personal skills, deep knowledge of the issues).
Recommendation 2: no change.
I would like to see our ALAC members take an extra care in fostering the link between ALAC and EURALO. They are our ambassadors on the ALAC. I would also like to see them take a leadership role on the ALAC, like Chairing a working group. As for the EURALO Board members, ideally they could chair a EURALO working group.
3) Enhance cooperation between EURALO and its ALSs. Over the years, this function has been carried out mainly by the Chair and/or Secretary. But with the gradual growth in the number of ALSs, this now requires a dedicated approach. Among other areas where cooperation would be appreciated: help in launching ALS surveys, help in participating in ICANN events, travel and accommodation support, etc.
Recommendation 3: designate a Board member who, with the help of Support Staff, would be the prime contact point for all EURALO ALSs.
Would this be an "inreach" officer? I would really support this too.
4) Consolidate EURALO contributions to ALAC and ICANN policy development.
One of the current tasks is the appraisal of the At-Large Review: because of its complexity, but even more because of the implications of some of the recommendations in that Review, it is necessary to make sure that contributions are made on time, and that they are relevant.
Recommendation 4: designate a Board member who is familiar with Policy development in the ICANN ecosystem, and who has a track record of making trains depart and arrive on time, at the right station.

Call for Volunteers for the Third Review of ICANN Accountability and Transparency (ATRT3) Extended

Represent the global stakeholder community by participating in ICANN Reviews. Apply today to join the
team of global experts that will help improve the transparency and accountability of ICANN, and ensure
it meets its commitments to the global community.
ICANN is seeking volunteers to serve on the third review of ICANN Accountability and Transparency (ATRT3).
To apply, please click here [PDF, 2.78 MB] to fill out your Statement of Interest. You may also print
out the Statement of Interest form and submit it to reviews(a)icann.org.
The ATRT3 Call for Volunteers was scheduled from 31 January to 21 April 2017. This call is now extended
to Friday, 2 June 2017, 23:59 UTC to give more time to community members to learn about this review and
submit their applications. The goal is to have a pool of diverse and skilled applicants for the SO/ACs
to select from. All applications and supporting materials will be published as they are received on the
public ATRT3 wiki page.
Selection of the Review Team
Under the new Bylaws, each SO/AC will have an opportunity to nominate up to seven applicants to serve
on the Review Team. An applicant's name will only be presented to the SO/AC identified by the applicant
for consideration. After SO/AC nomination process concludes, all nominations will be provided to the SO/AC
leaders to conduct the selection process for the Review Team according to the specified expertise and
geographic and gender diversity from the nominations received. The Review Team may contain up to 21 members,
plus an ICANN Board member (designated by the ICANN Board).
For candidates that are seeking a nomination of an SO or AC, we suggest that you communicate and establish
a relationship with the leadership of the respective SO or AC.
Context and Chronology
The specific objectives for the ATRT3 are to review ICANN's execution of its commitment to maintain and
improve robust mechanisms for public input, accountability, and transparency to ensure that the outcomes
of its decision-making reflect the public interest and are accountable to the Internet community.
ICANN's Accountability and Transparency Review originated under the Affirmation of Commitments in 2009.
Effective 1 October 2016, ICANN's obligation to conduct this review was incorporated into ICANN Bylaws.
The composition of the Review Team will be determined by the ICANN community. For more information, please
see Section 4.6. of the ICANN Bylaws.
More information is included in the "Background" section below to provide an overview of events leading
up to this Call for Volunteers.
Scope of the Accountability and Transparency Review
ICANN Bylaws mandate that the community conduct a periodic Review to assess how ICANN is executing its
commitment to maintain and improve robust mechanisms for public input, accountability, and transparency.
This ensures that the outcomes of its decision-making reflect the public interest and are accountable
to the Internet community. The focus of the ATRT3 Review may include, but is not limited to, the following:
Assess and improve Board governance which may include an ongoing evaluation of Board performance, the
Board selection process, the extent to which the Board's composition and allocation structure meets ICANN's
present and future needs, and the appeal mechanisms for Board decisions contained in the Bylaws;
Assess the role and effectiveness of the GAC's interaction with the Board and with the broader ICANN community;
and make recommendations for improvements to ensure effective consideration by ICANN of GAC input on the
public policy aspects of the technical coordination of the DNS;
Assess and improve the processes by which ICANN receives public input (including adequate explanation
of decisions taken and rationale);
Assess the extent to which ICANN's decisions are supported and accepted by the Internet community;
Assess the policy development process to facilitate enhanced cross community deliberations, and effective
and timely policy development;
Assess and improve the Independent Review Process; and
Assess the extent to which prior Accountability and Transparency Review recommendations have been implemented
and the extent to which implementation of such recommendations has resulted in the intended effect.
Compensation
ATRT3 Review Team members will not receive compensation from ICANN for their service on the team. However,
travel, meal and lodging costs for Review Team members who participate in Review Team meetings will be
reimbursed upon request in accordance with ICANN's community support travel guidelines.
Responsibilities
Review Team members will have the following general responsibilities:
Participate in creation of charter documents for the Review Team;
Select appropriate performance indicators and benchmarks;
Consider public, ICANN Organization and Board input and incorporate it as appropriate in Review Team recommendations;
Determine whether additional data or analysis is needed and participate in an ensuing provider selection,
if necessary, in accordance with ICANN procurement practices;
Provide timely updates to the community on the status of the Review Team's work;
Analyze findings;
Draw conclusions based on findings, develop useful, feasible and implementable recommendations;
Provide guidance on prioritization of recommendations and definition of desired outcomes;
Post the Draft Report of the Review Team for public review and comment;
Deliver a Final Report of the Review Team;
Designate several Review Team members to participate in the implementation planning work that follows
the delivery of the Final Report of the Review Team and Board action on the recommendations.
Skills and Experience
To compose a well-balanced Review Team, ICANN seeks members who, in the aggregate, possess the following
skills and experience:
Performance assessment and audits
Good governance and board performance
Performance measurement
Process improvement
Knowledge of recognized frameworks for organizational excellence
Principles of accountability applicable to organizations broadly similar to ICANN
Expertise with Cross Community Working Group (CCWG) Work Stream 1 (WS1) and Work Stream 2 (WS2) highly
desired
Desired Attributes
Applicants should possess the following professional and personal attributes:
Commitment and time to participate
Multistakeholder community understanding
Team spirit, adaptability, consensus-seeking attitude
Willingness to learn
Readiness to contribute
Capacity to reason objectively, putting aside personal opinions or preconceptions
Analytical skills
Good communication skills using multiple methods and tools
Methodology, Budget and Support
ICANN will provide the Review Team with a clearly articulated review budget. Throughout the Review, the
Review Team will periodically report on its progress related to planned schedule and budget.
ICANN organizational support will be made available to the Review Team. Support will include assistance
with project management, organization of work, documents and activities, and sharing of tools and best
practices for conducting an effective review.
English is the working language of the Review Team. Key communications and documents will be translated
in accordance with the ICANN Language Services policies [PDF, 277 KB]. Review Team calls are conducted
using Adobe Connect.
Background
The ICANN Bylaws stipulate that "The Accountability and Transparency Review shall be conducted no less
frequently than every five years measured from the date the previous Accountability and Transparency Review
Team was convened." That would mean that the Call for Volunteers would take place no later than 4 October
2017. However, prior to the incorporation of this review into the ICANN Bylaws, several events took place
leading up to ICANN's current commitment to launch the Call for Volunteers for ATRT3 in January 2017.
The information presented below provides an overview of events leading up to this Call for Volunteers.
October 2012 – Call for Volunteers for the Second Accountability and Transparency Review Team (ATRT2).
February 2013 – ATRT2 Review Team announced.
December 2013 – ATRT2 issued Final Report [PDF, 3.46 MB] and Recommendations.
June 2014 - the ICANN Board of Directors accepted all twelve ATRT2 Recommendations and directed the President
and CEO of ICANN, through his designee(s), to proceed with the implementation - Resolution 2014.06.26.14.

July 2015 - In response to community concerns about workload, the ICANN Board delayed the start of ATRT3
until July 2017 via Resolution 2015.07.28.09. Note that under the Affirmation of Commitments, reviews
were on a shorter cycle.
January 2016 - In response to concerns raised by The National Telecommunications and Information Administration
(NTIA) about delaying ATRT3 until July 2017, ICANN noted [PDF, 469 KB] that the Call for Volunteers to
form the ATRT3 Review Team will be launched in January 2017.
August 2016 - the Co-Chairs of the Cross Community Working Group on ICANN Accountability (CCWG-Accountability)
wrote [PDF, 118 KB] to the ICANN Board, presenting possible options of how to combine Work Stream 2 (WS2)
efforts and the ATRT3 work, to avoid work duplication. The co-Chairs took this step because as the IANA
Stewardship Transition was being completed, and the ICANN Community was engaged in WS2 to address remaining
issues, many of the WS2 topics were related to issues expected to be addressed in the ATRT3, i.e. accountability
and transparency.
October 2016 - The ICANN Board responded. [PDF, 439 KB] that, "It is not up to the Board to dictate the
scope of this important community review. While we share the concerns raised of avoiding duplication of
resources, it is essential that the broader ICANN community have a voice in determining how the ATRT3
should be scoped in alignment with the Bylaws. The Board and the ICANN Organization stand ready to support
the community's direction."
December 2016 - the CCWG-Accountability Co-Chairs contacted the SO/AC Chairs, proposing a limited scope
for ATRT3 as well as a reduced-size Review Team. They suggested that if the broader ICANN Community agrees
with the proposal and rationale, the SO/AC chairs issue a public statement or letter to the ICANN CEO
and Board Chair that explains why a limited scope is appropriate and indicate the level of support among
the ICANN community for this limitation. ICANN organization is not aware of any collective community response
to the CCWG-Accountability Co-Chair's note.

On behalf of Alan Greenberg, Chair of the ALAC, the 2017 call for nominations for available ALAC Members, RALO Leaders and ALAC Delegates to the NomCom is now open.
Positions Open:
Please refer to the 2017 ALAC and RALO Elections, Selections and Appointments[community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_di…> for a comprehensive list of all available positions and whether current holders of the positions are eligible for re-selection.
Terms:
• ALAC: Terms for the ALAC will run from the end of the 2017 AGM to the end of the 2019 AGM.
• RALO Leadership: Terms for the RALO Leadership will be as noted on the individual RALO election pages. All terms will start at the end of the 2017 AGM.
• ALAC Delegates to the NomCom: Voting members of the NomCom are appointed for a one year term, starting at the close of the 2017 AGM and ending at the close of the 2018 AGM and may be re-appointed for a further term of one year subject to the requirement under the ICANN Bylaws[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>.
Selection Scheduled for ALAC Members, RALO Leadership, and ALAC Delegates to the NomCom:
* 1 May 2017 - Announcement of call for nominations and Nominee's Statement.*

Michael Oghia, Fellow from ICANN58, and Bastiaan Goslings, European Regional At-Large
Organization (EURALO) Board member, helped at the ICANN information booth. This
was a true display of cooperation within ICANN's multistakeholder model.
Marby spoke on a panel called "Taking Forward the Multistakeholder Debate," organized
by UNESCO and supported by the Internet Society (ISOC) and ICANN. Members of At-Large,
the Government Advisory Committee (GAC), and the Not-for-Profit Operational Concerns
Constituency (NPOC) took part in panels, and the Noncommercial Users Constituency
(NCUC) conducted a workshop. Various ICANN staff members spoke at sessions and helped
at the ICANN booth, where they informed participants about ICANN.
The event, with more than 250 sessions, attracted more than 1,500 participants from
civil society, startups, major tech companies, academia and governments.

ICANN Participates in Russian Internet Governance Forum
On 7 April, Michael Yakushev, VP of Stakeholder Engagement in Eastern Europe and
Central Asia, and Alexandra Kulikova, Global Stakeholder Engagement Manager of
Eastern Europe and Central Asia, took part in the Russian Internet Governance Forum

(RIGF) in Innopolis, Tatarstan. The forum celebrated the 23rd anniversary of the
delegation of the .ru top-level domain (TLD). Yakushev spoke at the opening session,
describing ICANN's role in the Internet ecosystem since the Internet Assigned Numbers
Authority (IANA) transition.
Unlike the preceding years, this year's event was hosted outside Moscow, in Innopolis,
a newly built town near Kazan, the capital of the Tatarstan Republic. The city is
expected to become one of the country's innovative technology hubs. Tatarstan, one
of the most technologically developed Russian regions, became an inspiration for
the delegation of the new generic TLD (gTLD) .tatar.

ICANN Supports New gTLD Study by Higher School of Economics in Moscow
On 28 March, the Higher School of Economics (HSE) held a half-day round table in
Moscow titled "Digital Transformation of Business on the Basis of Next Generation
ICTs [http://r20.rs6.net/tn.jsp?f=001PXtQk0kUjDDBRCATVfoaNZnJ6mWgXby8RbEvAOpuSn7i…]"
The event's topics ranged from building a smart digital economy to 5G technologies
and outer space networks. HSE researchers presented the findings of a study on the
new gTLD marketplace supported by ICANN. The research was conducted during 2016

Webinar on ICANN Fellowship: Why and How?
On 21 April, Michael Yakushev, VP of Stakeholder Engagement in Eastern Europe and
Central Asia, and Alexandra Kulikova, Global Stakeholder Engagement Manager of Eastern
Europe and Central Asia, held a webinar on the ICANN Fellowship Program for stakeholders
in the Eastern Europe and Central Asian region. Noting that the round of applications
for ICANN60 is still open, ICANN introduced the purpose and benefits of the program.
Siranush Vardanyan, ICANN Fellowship Coordinator, described the program and its
benefits, both for individual participants and the ICANN ecosystem in general. Olof
Nordling, Head of the ICANN Brussels Office and VP of Policy Development and Governmental
Advisory Committee (GAC) Relations, greeted the audience in Russian. He gave some
great examples of how the Fellowship Program leads to "cross-fertilization" of policy
talent between the community and ICANN. ICANN58 Fellows Kateryna Oliinyk (Ukraine),
Alexander Isavnin (Russia) and Vladimer Svanadze (Georgia) shared their experiences
and impressions, hoping to motivate and inspire potential future fellows.

ICANN Presents at Internet Governance Forum Afghanistan
The first edition of Internet Governance Forum (IGF) Afghanistan took place in Kabul
on 29-30 March. The event was organized by ISOC Afghanistan, and was supported by
local and international players. The highly interactive meeting attracted over 150
participants from across the Internet governance ecosystem, who discussed the most
pressing Internet governance (IG) issues pertaining to Afghanistan. Despite our
remote participation, ICANN was a strong presence.
Baher Esmat, VP of Global Stakeholder Engagement in the Middle East, participated
in the opening session and gave an overview of ICANN and its role in the IG space.
Patrick L. Jones, Senior Director of Global Stakeholder Engagement, and Dave Piscitello,
VP of Security and Information and Communications Technologies (ICT) Coordinator,
led workshop sessions on ICANN's Security, Stability and Resiliency (SSR) team's
involvement in mitigating Domain Name System (DNS) abuse. Lastly, Sarmad Hussain,

Middle East Outreach Leading Up to ICANN60
On 26 March, Baher Esmat, VP of Global Stakeholder Engagement in the Middle East,
participated in a workshop in Dubai, United Arab Emirates, on cybercrime and the
digital economy in the Gulf Cooperation Council (GCC) region. The event was organized
by the Mohammed Bin Rashed School of Government (MBRSG). Baher talked about the
ICANN SSR team's role in:
* Collaborating with partners to conduct DNS awareness and DNS abuse training around
the world
* Participating in efforts to prevent Domain Name Generation Algorithm (DGA) botnets
such as Conficker and domain name abuse cases such as the recent Avalanche takedown
On 10-12 April, Esmat also participated in the Commonwealth ICT Investment Forum
in Dubai. He spoke about new gTLDs as an opportunity for innovation and business
growth.
Both events gave ICANN the opportunity to engage with policymakers, local and international
businesses.

ICANN Leads Three-Day Workshop at Middle East Network Operators Group 17
ICANN had a strong presence at the 17th edition of the Middle East Network Operators
Group (MENOG) - marking MENOG's 10th year. The event was held 16-20 April in Muscat,
Oman, and attracted more than 200 physical attendees, in addition to another 200
remote participants. Champika Wijayatunga, Regional SSR Engagement Manager of Asia
Pacific (APAC), and Fahd Bataneyh, Stakeholder Engagement Manager in the Middle
East, participated in the event.
ICANN led a the three-day workshop on DNS Security Extensions (DNSSEC). During the

ICANN Travels to Kenya for Connected Summit 2017

in Diani, Kenya. The summit's theme was "Shaping the Future." Over 500 participants
attended the event - they came mainly from the business and government sectors and

into the economic future of Kenya. In addition to making the most of networking
opportunities, ICANN introduced participants to our multistakeholder model and

ICANN Presents at WACREN 2017 Conference in Côte d'Ivoire
The West and Central Africa Research and Education Network (WACREN) 2017 Conference

took place in in Abidjan, Côte d'Ivoire, on 29 and 30 March. Attendees were mostly
members of African higher education institutions and key partners in WACREN projects,
which aim to foster information sharing within academia and improve access to the
Internet.
ICANN's presentation focused on how academia can play a role in the Internet ecosystem,
sharing the example of Addis Ababa University leading the label generation panel
for the Ethiopic script. ICANN invited participants to volunteer for the label
generation panel for the Latin script, as most African languages use the Latin script.

The ICANN History Project is capturing the institutional memory of the organization,

Deferral of ccNSO Organizational Review
During its meeting at ICANN58, the Country Codes Names Supporting Organization (ccNSO)

of 12 months for the start of the ccNSO Organizational Review. The decision was

from the chair of the ICANN Board Organizational Effectiveness Committee (OEC) to
the ccNSO Council. The ccNSO is currently reviewing and updating its internal documents

review, and the requirements as set in the new ICANN Bylaws.

New GAC Website Coming Soon
The new website of the Governmental Advisory Committee (GAC) will launch shortly
after ICANN59. The website team held two webinars for GAC members on 3 May to walk
through new features, answer questions and capture any additional feedback. Some
of the new features include the ability to extract and import content for translations;
notifications; news articles; and restructured content that highlights important
work, advice, and meetings through consistent navigation.

ALAC and RALO Election Cycle Underway
The At-Large Advisory Committee (ALAC) and the Regional At-Large Organizations (RALOs)
started their election cycle to fill leadership positions that will begin at the
end of ICANN60. The positions up for election include five ALAC member positions
selected by RALOs, as well as the chair, vice chair, and secretariat positions within
the RALOs. Some of these positions have term limits. In addition, the Nominating
Committee will select three ALAC members this year. The nomination period ends
on 12 May and regional elections, if needed, will take place 22-26 May. Read more.

At-Large Community Responds to the Independent Review Draft Report
Following the publication of the At-Large Review Draft Report by ITEMS, the ALAC
and the At-Large Review Working Party (WP) submitted one comprehensive response
as an ALAC statement [http://r20.rs6.net/tn.jsp?f=001PXtQk0kUjDDBRCATVfoaNZnJ6mWgXby8RbEvAOpuSn7i…]
in late March.
The ALAC fully supports 8 of the 16 recommendations proposed by ITEMS, partly supports
5, and rejects 3. The recommendations that the ALAC supports are generally about
its roles in outreach, awareness raising, and participation in ICANN policy and
processes. The ALAC believes many of these recommendations are already being implemented.
A strong focus of the ITEMS recommendations and implementation suggestions involve
significant structural changes to the At-Large Community. The ALAC believes that
these proposals do not recognize existing policies that allow and support individual
members.
Holding views similar to the ALAC and the WP, the five RALOs jointly submitted a

focused on the issues and recommendations particularly relevant to them. Notably,
73 At-Large Structures (ALSes) participated directly in online ratification votes

GNSO New gTLD Subsequent Procedures Policy Development Process Working Group Engages
with the ICANN Community
Starting in February 2016, the GNSO New Generic Top-Level Domain (gTLD) Subsequent
Procedures Policy Development Process Working Group (WG) has been evaluating the
experiences of the 2012 round of the New gTLD Program and identifying possible
areas for future GNSO policy development. To help the broader ICANN community gain
insights into its important and complex work, the WG has been issuing a monthly

since March 2017, providing detailed updates on its overall work progress and the
development within its four work tracks.

to nominate Susan Kawaguchi, Erika Mann, Stephanie Perrin, and Volker Greimann as

to be considered for inclusion in the RDS-RT, should additional places be available.

New Report: Universal Acceptance Represents $10 Billion Opportunity
The Universal Acceptance Steering Group (UASG), in partnership with ICANN, recently
published a white paper documenting the benefits of Universal Acceptance (UA). The
report, prepared by technology consulting and research firm Analysys Mason [http://r20.rs6.net/tn.jsp?f=001PXtQk0kUjDDBRCATVfoaNZnJ6mWgXby8RbEvAOpuSn7i…]
underscored the economic, social and cultural benefits of becoming UA-ready. The
findings highlight a nearly $10 billion opportunity for organizations that update
their IT systems to accept all domain names and email addresses.
"Our analysis shows that the main impediment to Universal Acceptance is a lack of
awareness issue, rather than any technical challenges," said Andrew Kloeden, Principal
at Analysys Mason. "This is not a heavy lift. The efforts required by software and
application owners to implement UA are not particularly onerous; in fact, most companies
treat UA issues simply as 'bug' fixes."

New Procedure Published: Handling WHOIS Conflicts with Privacy Law
On 18 April 2017, ICANN published the updated Procedure for Handling WHOIS Conflicts
with Privacy Law. This revision, which incorporates an additional trigger to invoke
the Revised WHOIS Procedure, was effective immediately. Now a registry operator
or ICANN-accredited registrar can invoke the procedure by providing ICANN with a
written statement, from the applicable government agency, that indicates that an
ICANN-contractual WHOIS obligation conflicts with applicable national law.
