The ALAC greatly appreciates your groups’ interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALSes, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to staff(a)alac.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. ALAC Review Final Report Available; Consultation Open

Dear All: ALAC Review: Final Report by Independent Evaluator Released 25 July 2008 ICANN is posting the summary ( http://www.icann.org/reviews/alac/summary-alac-independent-review-25jul08.pd f PDF, 85K) and final report ( http://www.icann.org/reviews/alac/alac-independent-review-final-25jul08.pdf [PDF, 561K] of the Independent Review of the ALAC submitted by Westlake Consulting. These documents will be available shortly in multiple languages. ICANN is seeking public comment on the report. Details on the public comment forum can be found at this URL: http://www.icann.org/en/public-comment/public-comment-200809.html#alac-rev-j ul08. The Chair of the ALAC requests that all ALSes consider the report carefully and make comments during the public comment period. It is envisaged that an ALAC response will be produced with full consultation by the At-Large community. Westlake Consulting was selected by ICANN's Board to conduct the independent review of the At-Large Advisory Committee (ALAC) and related structures. Key objectives of the review include: * [To determine] whether the ALAC has a continuing purpose in the ICANN structure; and, * If so, whether any change in structure or operations is desirable to improve its effectiveness. Dear all, first of all my apologises for not responding earlier due to urgent professional obligations. Regarding the questions raised on the EuroDIG issue by Vittorio, Patrick, Nick, Wolfgang and Jefsey I would like to explain about the context: I think we all agree that EURALO’s first Board meeting and GA in June in Paris was as important as encouraging for our RALO and we all agreed and promised to start with more dynamic and commitment into our second year. In Paris we discussed and approved the basics of a EURALO working programme 08-09 and part of this discussion were options of regional outreach. In this context we already noted the next “ICANN-Studienkreis meeting” organised for the 3rd time already by Wolfgang – what is due to happen this time in September 08 in Helsinki offering excellent opportunities for EURALO’s outreach in parts of Europe where we are not present or represented by ALSes yet. This option was also considered in our working budget for the coming year BTW. In several, perhaps more “informal” discussions among Board members we discussed other outreach opportunities like the one proposed by Rudi and Frans to use the coming anniversary of ISOC Belgium in October for a EURALO side event and outreach activity – what will be further verified and confirmed by Rudi and Frans. Besides this, Annette, Wolfgang and I participated in informal discussions on the idea having a regional/European IGF organised in autumn, possibly before the next official IGF in December 08 in Hyderabad/India – what could be just another good opportunity for a EURALO outreach. As we are all aware, unfortunately we do not have any budget means at our disposal so far (except the good intentions stated in our working programme and budget ;-) to organise special and outreach-related events ourselves – what I would highly appreciate (!). Therefore the easiest or pragmatic way to do outreach is using opportunities and fora organised by or in collaboration with other Internet and subject related organisations. The idea of EuroDIG we (the three members mentioned above and others) discussed in Paris advanced over the last four weeks thanks to the dynamic of some members of the working group (like Wolfgang and others). The date and the location (Strasbourg) are fixed but the programme, supporters and participants is still work in progress. As the draft programme comprises issues like openess, security and privacy etc., I think, these are relevant or even obvious concerns among Internet users and is therefore part of our mandate. By taking part with Annette and Wolfgang in the preparatory group I didn’t want to create any established facts – if that impression occurs, I want to apologize. But I am still in favour of using the few opportunities and foras we may get for EURALO’s outreach, enlargement of contacts and networking. I hope that Board members may agree with the given considerations and I appreciate any further comments. REMINDER: Please submit comments by 17 July 2008 http://www.icann.org/public_comment/#gnso-tlp Proposed GNSO Top Level Implementation Plan Explanation: At its 25 June 2008 meeting in Paris, France the GNSO Council voted to invite public comments on the 21 June 2008 version of the GNSO Improvements - Top Level Plan prepared by the GNSO Improvements Planning Team. The document contains some initial documentation on methods that can be followed in beginning the work required to transition from the current GNSO organization to the type of organization ultimately recommended by the ICANN Board - including the areas of process, operations and collaboration with other ICANN entities. Before any methods can be put into practice, the plan needs to be reviewed by the GNSO and the ICANN community at large and approved by the GNSO Council and endorsed by the ICANN Board. ALAC review

Hello everybody! I have a couple of questions / suggestions regarding the working on the ALAC review report: First of all - is there a timeline set? I don't recall an agreement on this: there was a proposal for July 15 and another one for July 21and more discussion to finalise the EURALO statement during the Meissen Summer school. So which one will it be and what's to be done till then? Second - the idea was to read the whole report in order to see the grounds behind the recommendations. I had a quick overview, as many of you had, but haven't succeeded to read it all in detail. For efficiency, I would suggest we distribute among ourselves the sections of the report to read and comment upon. The reason of this suggestion is to to make sure that all was read and covered, while distributing the time and effort. The downside of it is that different people may read the text differently and bring up other comments. Plus the need to correlate the sections to understand the full report. Just my 2 c. - opinions welcome. I will be traveling again for the next 2 weeks with limited Internet / PC access (sorry, I planned this holiday since January ...). So for my part I can say that I'll read thoroughly Section 5 - ALAC and its structures and try to comment on it, while looking at the other sections as well, if I can. Best wishes, Adela
