Dear all, following Yrjo’s kind nomination, please let me take this opportunity to present my statement of interest in running for the EURALO ALAC seat in the coming term, for your kind consideration in the coming elections. For those of you whom I have not yet had the chance to meet in person, please allow me for a brief introduction. In my day job I teach and research international law and internet governance at the University of Lodz in Poland (https://www.wpia.uni.lodz.pl/en) I am also a Scientific Committee member of the EU Fundamental Rights Agency (https://fra.europa.eu/en/about-fra) Most recently I have been elected to chair (together with Folake Olagunju) the Advisory Board of the Global Forum for Cyber Expertise (https://thegfce.org/about-the-gfce/) Within ICANN I have had the opportunity to serve on the ALAC as appointed by the NomCom to represent European end users since 2018. I currently serve as ALAC Vice Chair for Outreach and Engagement and co-chair (together with Alfredo Calderon) the Capacity Building Working Group within AtLarge. Since my appointment I have been extensively supporting the AtLarge leadership in advancing the community and implementing key takeaways from the AtLarge review, including during the recent ATLAS III Summit. Before joining the ALAC, I was twice an ICANN fellow (ICANN58 and ICANN60 where I also served as a Fellowship Coach) and a member of the NCUC. Working with ICANN's GSE team I have supported various events in Poland and beyond, just to mention the launch of Internet Academy Poland as well as a series of panels during the annual Computers and Data Privacy Conference in Brussels (CPDP). If elected, I would like to keep working on building capacity within the AtLarge community with particular focus on promoting and advancing the leading role EURALO has been playing in its CB work. The current capacity building work within EURALO has allowed the AtLarge community to better understand end user interests and duly represent them. Among these numerous initiatives let me just note the rich array of IG Summer Schools we are hosting in the region, the successful EURODig and corresponding local events, spanning across the continent and, last but certainly not least, the varied and well informed group of European individual users that facilitates them. Through all of these and beyond EURALO has supported the ICANN community with well experienced and informed members as well as versatile policy perspectives. I want to keep working on advancing these efforts, with particular focus on my home region of Central and Eastern Europe. I appreciated the most recent opportunity to work together with eager, young EURALO members in Hungary organizing the first Hungarian IGF last year (https://igfhungary.hu/) I enjoyed working with GSE staff on showcasing ICANN’s work to my students (https://mlodziwlodzi.pl/wirtualny-miesiac-z-icann-na-wpia-ul/) while I highly appreciate the advice and skills shared by our experienced members, who have worked on similar events before (just to mention the long running series of highly successful IRIS conferenceshttps://www.univie.ac.at/RI/IRIS2020/ or our members involvement within Giganethttps://www.giga-net.org/ ). I have utterly enjoyed working in this quickly advancing community and, if given the opportunity, I would be eager to support EURALO’s position in the global AtLarge and ICANN community. I am particularly looking forward to welcoming those coming to Katowice this fall for the IGF 2020. I view capacity building as the initial and necessary step toward efficient and well informed policy development. Steps already taken to achieve this aim are: the ongoing series of webinars, upcoming ICANN Learn courses and a repository of CB resources. Further developing the tools referenced above will hopefully allow to do both: better understand and represent end user interests and initiate discussions on how to improve existing processes. I am convinced AtLarge is in the best position to serve as a capacity building and, effectively, informed policy development resource as it spans across the entire ICANN community, welcoming views from across regions and cultures. I view the AtLarge as a consensus building platform and a test bed for well informed, pragmatic policies for the entire ICANN community. EURALO has a unique experience to offer in this respect, as we come from a very limited geographical space that has managed to find feasible, consensus based solutions for peaceful and efficient coexistence. This is an example to be shred and duplicated globally and I would be honoured to be able to try and meet this aim. As part of that vision, .FI-root was signed in 2010 and the registration system was updated in 2011 in order to provide Domain Name System Security Extensions (DNSSEC) for the second level. From the very beginning, it was obvious to us that we did not want to charge any extra fees for this important add-on service. During the following years, we raised awareness via several activities such as presentations, media interviews, targeted events, user trainings, meetings with registrars, and master's theses supervision. I am quite sure that our message reached its target, and relevant people learned about DNSSEC. However, not much happened after all, despite all of our efforts in raising awareness. At the end of 2018, I was not aware of any .FI registrar offering DNSSEC for their customers: Only 1 percent of domains were signed, and none of the three big ISPs were validating Internet traffic in Finland. Those were very depressing numbers, especially when compared to the success of DNSSEC in the other Nordic countries. At the beginning of 2019, we asked our colleagues at the National Cyber Security Center for an opportunity to attend their meeting with the Finnish ISPs and talk about DNSSEC. In that meeting, we asked a question: "In your opinion, what should we do in order to boost DNSSEC usage in Finland?" They gave us the clearest answer so far: "We see DNSSEC as an important addition to security, but we don't want to do it alone. If it breaks something, our customers will switch to a non-DNSSEC supporting operator. We will implement DNSSEC if we don't need to do it alone." That was it! So simple. The idea of DNSSEC (re)Launch Day was born. There were two main components in our DNSSEC Launch Day campaign. The first one was a campaign website with a public list of registrars and ISPs committed to implementing DNSSEC by the date of Launch Day. This was important to convince participants that they were not alone in implementing DNSSEC. The second component was to get publicity. First, there were some articles in professional online media, but the real game-changer was a one and half page article in the main national newspaper, the Helsingin Sanomat: “DNSSEC and its low adoption rate in Finland.<http://r20.rs6.net/tn.jsp?f=001TNgwtZ4HeFNu_BAj1-rFshRNI1rYrI4p6GG8G8acZ0JJ…>” The article was straightforward, and it made people wake up. At the end of 2019, there were at least 250 registrars offering DNSSEC to their customers, 2 percent of domains were signed (low, but doubled in number), and the validation rate exceeded 90 percent, one of the highest in the world. In addition, our DNSSEC training session in cooperation with ICANN became very popular after the campaign, as people got interested in DNSSEC implementation more than ever before. Our good partner in Poland, The University of Lodz (UoL), adapted quickly to the new situation by opening their virtual doors for ICANN. Through this initiative, which we called the “ICANN Month”, we delivered online lectures to the students of Social Sciences Doctoral School at UoL for three consecutive weeks in April 2020. Each lecture attracted 25 to 50 students. ICANN Month was comprised of three lectures by ICANN org members. Patrick Jones opened the series by presenting on “Managing Identifiers and Domain Name System Privacy in an Insecure World”. He was followed by Adam Peake, who presented on ICANN and the Internet, touching upon the fundamental importance of the DNS and global multistakeholder policy. Lastly, Gabriella Schittek delivered a talk on ICANN, new generic top-level domains, and its rights protection mechanisms. The students were also invited to participate in ICANN via programs such as NextGen and Fellowship, and introduced to the ICANN Learn platform. As the world began facing one of the toughest challenges in modern history, all planned activities came to a halt. Face-to-face meetings and community gatherings are now no longer viable in the foreseeable future. As a result, we are looking at different ways to continue our work. When I was training for long distance running fifteen years ago, my trainer had advised this: If I had to slow down, it would be a good opportunity to look around and see where I am, and check how others are doing. Now that we all have to slow down, there is time to look around, and at our community. For us at ICANN, we will continue engaging with you, and raising awareness about ICANN’s work via the remote tools available to us. Although many regional events have been postponed, the preparations continue for the ones later on in the year. Organizers are still discussing agendas and potential speakers. Currently, it seems things will get busy as of September. But until then, we can look at what work we have to do now, prioritize the regional needs in light of the new situation, and continue to work together. ICANN67 Readout for Africa Attracts Over 50 Participants The ICANN67 Readout Webinar for Africa took place on 2 April, opening the ICANN67 Virtual Public Meeting experiences of African community members to discussion. Participants lauded ICANN org for the quick work in transforming ICANN67 into a virtual meeting, and the inclusion of French interpretation, which provided inclusivity for many community members from Africa. CALL FOR PARTICIPANTS: ALAC Operations, Finance and Budget Sub-Committee

Dear All, On behalf of Ricardo Holmquist, Chair of the newly expanded ALAC Operations, Finance and Budget Sub-Committee<https://community.icann.org/pages/viewpage.action?pageId=132940946> (OFB-SC), this is a call for participants to this group. The OFB-SC is a geographically diverse group that is comprised of members and participants. Members have been selected by the RALOS and consist of one ALAC member and one community member from each of the five RALOs. These RALO representatives are the voters on any financial matters, for example, Additional Budget Requests (ABRs). The current 2019-2020 members will remain in place in the new OFB-SC. The OFB-SC is tasked with preparing statements and requests related to ICANN finance and budget, strategy, and operational initiatives, including the Multi-stakeholder Model and organizational reviews. The tasks of the OFB-SC include, but are not limited to: * Coordination of Annual Additional Budget Requests from the ALAC and RALOs, to go into the yearly ICANN budget * Drafting any statement related to the ICANN budget process * Drafting any statement regarding ICANN's operational initiatives * Drafting any statement related to the ICANN strategic plan and processes If you would like to join the OFB-SC as a participant, please send a note to At-Large staff with your completed GDPR approval form<https://forms.gle/kRvD3cBxa1SZg7cA9> no later than Friday, 22 May.
