The ALAC greatly appreciates your groups’ interest in involving individual users in ICANN and looks forward to working with you and your colleagues. The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users. The ALAC is eager to promote a productive working relationship between your organization, other ALSes, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated. We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest: - Point of Contact for your Organisation: Please send an email to staff(a)alac.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. If this changes, please let us know. - At Large Mailing Lists. There are many At Large email lists, for each region; you can signup for them and manage your subscriptions at: http://atlarge-lists.icann.org/mailman/listinfo The points of contacts you identify will automatically be added to: · Your region’s discussion list; · The worldwide At-Large discussion list. You are of course invited to join others as you wish (excepting those ending –Staff). - ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. Please complete and email the form at the bottom of this note to staff(a)alac.icann.org. - At-Large related websites: There are a few websites you should be aware of: · The ‘official’ ICANN website for the At-Large community is at http://www.alac.icann.org . This site will be replaced with a much more up-to-date and modern site but in the meantime it is a good source of information and has links to all the At-Large related URLs and links to other parts of icann.org. · The ALAC Working Wiki: Much of the administrative and policy development coordination work is made available and developed on the community's wikis. Meeting agendas, recordings of meetings, minutes, and all kinds of important documents for the whole community are to be found to help you get 'up to speed' with the state of development of community positions on issues you care about. Feel free to join in; the place to start is at https://st.icann.org/alac/index.cgi?at_large_policy_working_groups . · At-Large Regional Websites. Regional webpages also have been created to distribute information (including in local languages) on activities, events and issues of particular interest to people in each region. Bulgaria moves to register Cyrillic Internet domain

I am happy to announce that the Bulgarian government has shown officially its intent to register the .?? (.bg in Cyrillic) domain. They did it in a letter, sent yesterday to ICANN's President Paul Twomey. This is due also thanks to the efforts of ISOC-Bulgaria. Bulgarian President, Prime Minister, Foreign Minister, and the Minister of ITC are all members of ISOC. They have talked on a number of times in the past six months with ISOC.bg on these issues. Obviously the conversations have been fruitful. The letter from the chairman of the Bulgarian State Agency for Information Technologies and Communicatoins (_SAITC_ <http://www.daits.government.bg/>) Plamen Vatchkov to the president of ICANN Paul Twomey was delivered today, June 23^rd , 2008, in Paris via the Bulgarian representative to the Governmental Advisory Committee of ICANN, and was distributed for information only in Geneva where the ITU is headquartered. Thus Bulgaria requested the fast track for implementation of its own Cyrillic IDNs. In the letter to the ICANN President, the SAITC chairman informs the authoritative international organization, dealing with assigned names and numbers, that Bulgaria has decided to register and maintain the country code .?? (bg in Cyrillic) Further in the letter, SAITC chairman informs that the discussion on using Cyrillic domain names was initiated by the President of Bulgaria Georgi Parvanov during the visit of the Russian President Putin and the then vice-prime minister, and now President of Russia Dmitry Medvedev during their visit in January 2008 in Sofia. The question was also discussed during meetings of Bulgarian Prime Minister Sergei Stanishev with the Russian counterparts, as well as during talks between foreign ministers Ivailo Kalfin and Sergei Lavrov. Last week, Russian President Medvedev announced in Moscow, that the issue of Cyrillic domain names is an important one, and on his political agenda. "We believe that the initiative, which we discussed with our Russian friends in the last months, is a clear fact about the importance which Bulgaria has in the world Internet. It is an example not only about the historical meaning of the Cyrillic alphabet in the world arena, but also about the fact that through Bulgaria it became an official alphabet of the European Union. By sending this letter to Dr. Twomey -- ICANN's president and my friend, SAITC expresses not only the wish, but the readiness to put the Cyrillic IDNs on the Internet map", says Plamen Vatchkov. "There's nothing more natural than the proposed domain to be the country code, which is already known and accepted in the country itself. Creating domains in scripts, different from the Latin, is the next big step in the development of the Internet, which will allow millions of people who don't use English to have easier access to the Global Net resources". SAITC is organizing a meeting later this year in Sofia, where all countries, using Cyrillic will be invited - Belarus, Bulgaria, Kazakhstan, Kyrgyzstan, Macedonia, Mongolia, Russia, Serbia, Tajikistan, Uzbekistan and Ukraine. All, Regarding the ALAC review, we are working in Paris on a draft for a statement from EURALO which we will post on the list. Meanwhile I want to let you know that theNARALO has already been working on such a statement. This is its latest draft. Best greetings Annette *** NARALO, by consensus agreement, urges ALAC to take every measure possible to encourage rejection of the report of the 2008 ALAC review by the ICANN board and other members of the ICANN community. We believe that the ALAC Review process has been flawed from the very start of its process, and has produced recommendations which serve neither the multi-stakeholder goals of ICANN nor the needs of its at-large community. While the report indicates we were heard, we were clearly not listened to. The logic behind the recommendation to deny At-Large voting membership on the ICANN Board is puzzling; even in its best possible interpretation the rationale emphasizes rigidity over good and responsible governance. Not only do the ALAC review recommendations fail to progress the needs of ICANN's At-Large community, they take a significant step backwards by requesting that an even larger proportion of ALAC than currently exists be composed of unaccountable, non-representative appointees of the Nominating Committee. The result is a real and visible reduction of the voice of the community for whom ALAC is supposed to speak, opposing the recommendations of the Nominating Committee's own review. In rejecting the consultants' report, ALAC must offer creative and viable alternative recommendations which would increase accountability. while enhancing the bi-directional communications required between ICANN and its global grassroots communuty. What is at issue is not only what the community must offer to ICANN, but also what ICANN _owes_ to the community of Internet users who have neither financial nor academic interest in Internet operation. For these reasons, we call upon ALAC and other members of the ICANN community to challenge the recommendations of the current ALAC review, as well as the very frames of reference upon which they were constructed. We believe that such actions are required for the betterment of ICANN's public constituency.

user_s summit 2009 and icann committment to be user oriented

All, We finally made it and will be able to organize a userŽs summit in Mexico, March 2009! I think it would be great if we could make sure, that the userŽs summit will not be something seperated from the ICANN Meeting. Instead, ICANN should show its committment to strengthen its bottom up structure and be user oriented in all its policies. For the public discussion my proposal is, to approach all icann bodies - such as the board, various committees, the advisory councils, the ICANN supporting organisations and their constituencies as well as icann staff. We should ask them - throughout the whole icann meetings whenever they give a public presentations - to explain what the respective issues/ policy proposals mean for the internet end-user. I think implementing such a procedure would be a great step forward. Best greetings and many thanks to all, who have been working very hard to make the summit possible. Annette
