The visible portions like microphones, monitors and cameras are the tip of an iceberg. Beneath the surface, there miles of cable and hundreds of pieces of equipment providing connectivity, and enabling engagement and the seamless presentation of ICANN sessions. Unfortunately, some of our equipment was recently impacted by a fire. What Happened? On 1 September 2016, an explosion caused a fire on a cargo ship docked in Hamburg, Germany. Our Public Meeting technical equipment was on board. We had two containers - a 40-foot and a 20-foot container. It took 150 firefighters four days to extinguish the fire. The ship crew initially tried to extinguish the fire and sustained slight injuries. No one else was hurt. Reports indicated that welding in the cargo hold caused the accident. The ship had departed Helsinki, Finland, after ICANN56 and the equipment was bound for Hyderabad, India via Mumbai. Read more... ICANN Sponsors European Cybersecurity Forum in Krakow, Poland For the second time, the Kosciuszko Institute organized the two-day CYBERSEC [http://r20.rs6.net/tn.jsp?f=001NCiZQYJD9Gb39se5A9zvaSdhOiyBwbKgpglUA-uBJjw2…] Forum in Krakow, Poland. The event is one of the largest cybersecurity events in the region. The conference aims to become a platform for cross-community discussions and recommendations on cybersecurity matters, thereby strengthening cooperation among the countries of Central Europe. Participants came from government, intergovernmental organizations, businesses and the technical community. ICANN was represented by Dave Piscitello from ICANN's Security, Stability and Resilience Team. Dave participated in two panel discussions dealing with cybersecurity. He also explained how ICANN's multistakeholder model contributes to strengthening the security of the Domain Name System. ICANN was glad to have played a role in both, extending help to the organizers in content development, sourcing relevant speakers and communications. * On 5 September, the Georgian Internet Governance Forum (GeoIGF [http://r20.rs6.net/tn.jsp?f=001NCiZQYJD9Gb39se5A9zvaSdhOiyBwbKgpglUA-uBJjw2…] witnessed a good local and international attendance. The forum featured lively discussions and presentations with interesting case studies. The hosts and the organizers succeeded in bringing together a wide range of partners and supporters from government, the private sector, the technical community and civil society. * From 7-8 September, regional ccTLDs registrars came together at the International Conference for ccTLD Registries and Registrars of CIS, Central and Eastern Europe (TLDCON 2016 [http://r20.rs6.net/tn.jsp?f=001NCiZQYJD9Gb39se5A9zvaSdhOiyBwbKgpglUA-uBJjw2…] Sessions were aimed at encouraging interactions between registrars and registries across the region. ICANN's Michael Yakushev - VP of Stakeholder Engagement for Eastern Europe, Russia and Central Asia - stated in his welcome remarks: "We are happy that the family of accredited registrars of generic top-level domains (gTLDs) was joined by a new company from Belarus. This means that business opportunities will expand for Belarusian companies, and other Belarusian users will be able to register domain names. It was the first ICANN training of its kind held in Eastern Europe and Central Asia, and was recognized as a big success. John Crain - ICANN's Chief Security, Stability and Resiliency Office- explained the key tools, strategies and techniques that information security professionals use to identify abuses of the DNS and malicious registrations of domain names, addresses or hosting. The lecture and the case studies helped the participants learn how to collect information for criminal investigations. The issue recaps the history of the IANA functions and features opinion pieces and analysis from various stakeholder groups. Contributors to the issue included ICANN's Michael Yakushev, Alexandra Kulikova and Patrick Jones, along with ICANN community member Tatiana Tropina. ICANN's Michael Yakushev - VP of Stakeholder Engagement for Eastern Europe, Russia and Central Asia - was quoted: "Broad public discussion of the IANA stewardship transition has demonstrated the remarkable effectiveness of the multistakeholder model. ICANN Speaks at Capacity-Building Summit for the Middle East and North African Region The first Summit for Internet Governance (IG) in the Middle East and North Africa Region (iGmena Summit 2016 [http://r20.rs6.net/tn.jsp?f=001NCiZQYJD9Gb39se5A9zvaSdhOiyBwbKgpglUA-uBJjw2…] was held in Tunis, Tunisia, from 30 September - 2 October 2016. The summit featured more than 100 human rights and digital rights activists, journalists, technical experts, NGOs and other stakeholders. Over the three days, participants engaged in open discussions of Internet governance-related themes of interest in the MENA region - human rights, online privacy, data protection, sustainable development, infrastructure and access issues, and innovation and entrepreneurship. ICANN's Baher Esmat, VP of Stakeholder Engagement in the Middle East, was invited to join a panel discussion on the future of Internet governance in the MENA region. Topics included the impact of the current political, economic and social developments on the overall Internet governance ecosystem in the region. The panelists identified some key challenges and exchanged views on how to best address them. They promoted collaboration through platforms like iGmena to strengthen the IG landscape in the region. Pierre Dandjinou, ICANN's VP of Stakeholder Engagement in Africa,spoke on panels dedicated to the new generic top-level domains (gTLDs) program and the critical resources of the Internet. The event offered participants a variety of presentations, panel discussions, workshops, exhibitions and networking opportunities. While iWeekhas always focused on Internet industry representatives, this year it partnered with South Africa's Department of Telecommunications and Postal Services. This collaboration underlines the importance of industry and government working together on Internet-related topics. Training the Trainers in Burkino Faso >From 29 August - 1 September, 30 participants from 10 different countries came together to attend the secondedition of the African Train the Trainer Week on Internet Governance. The workshop focused on the history of Internet, organizations in the Internet ecosystem, Internet governance, innovations and case studies. The event wrapped up with participant presentations on projects they planned to implement in their respective institutions and countries. Some of these projects were related to the introduction of Internet governance into the curriculums of higher education institutions. The discussions focused on how Africa could best leverage the power of a global, free, open and borderless Internet, together with the potential of open data and open source technologies, to unlock Africa's iGDP. The program is a good introduction to ICANN, but even so, for awhile I felt like I was walking around in a maze. Fortunately, around every corner some issue related to my background would pop up and keep me interested and involved. ICANN's structure and constituency-based model encourages a volunteer to grow in the organization and take on leadership roles. I joined the Non-Commercial Users' Constituency (NCUC) and slowly got involved with various working groups, and was elected to the NCUC Executive Committee in 2015. My involvement with ICANN enables me to raise issues that affect people in my region and globally. Of course, ICANN stories have their ups and downs. There are very complicated governance and communication issues to be dealt with, and we are not always successful in being effective and making policies work. But I cannot think of any other organization that pays as close attention to feedback (both positive and negative) as ICANN does. The simple fact that anyone with any background can contribute to ICANN makes it a unique corporation. The document also explains why each issue is relevant to end users, with the aim of helping more end users understand the work of At-Large and participate in ICANN. With respect to motions, the SCI proposed a new section that records the informal processes that the GNSO currently uses. With respect to elections of the chair and vice chair, the SCI proposed minor modifications regarding eligibility, and a new section describing the procedures for four scenarios relating to the chair election and the selection of interim vice chairs. Dear All, On behalf of Alan Greenberg, Chair of the ALAC, we would like to invite you to the At-Large Briefing call on DNSSEC key roll-over being planned by ICANN. This At-Large Briefing Session will feature Matt Larson, Vice President of Research for the CTO office at ICANN, who will give a presentation and answer questions on the upcoming DNSSEC root key-signing key (KSK) rollover being planned by ICANN. The root KSK is the most important cryptographic key in the DNS security extensions, or DNSSEC. DNSSEC protects end users from receiving spoofed data and prevents attacks such as being misdirected to a malicious web site. This cryptographic key will be changed, or rolled over, in late 2017. While the actual change isn't happening until next year, an important aspect of the project is getting the word out to those who need to know about the change and take action, such as network administrators and software developers. ALS decertification

Dear EURALO members, on the topic of ALS decertification, we have received notice from the Committee for a Democratic UN (KDUN), a current EURALO ALS, that their priorities have changed and their key topic of focus is now unrelated to ICANN and EURALO. As a result, they have suggested that an official decertification would be the right course of action. Since this is a non-controversial issue and the ALS themselves have asked to be decertified, I have transmitted this request to the ALAC with EURALO's approval that the ALAC passes the motion using its procedures for decertification. Mr. Blocher, I follow the discussion intensively. Your concerns are important and the monitoring of the accountability process has to be strengthened. However, I am quite optimistic. Göran Mörby likes to stress transparency and governments, in particular also the Swiss Government, somehow still represented by Thomas Schneider, have experience with responsibility to a community. The model is not perfect but will work if we all are engaged to make it work and improve it. ICANN is an example how international co-operation may be improved, involving stakeholder communities. State-centred co-operation is in crisis for a long time, too slow, not focussed, not success in achieving a strong consensus, weak compliance etc. People deserve something better. I would be happy to discuss in detail your concerns. If you are interested, we can organise a webinar – with others – and hopefully also participants – on this topic. Their role was to approve the changes submitted by IANA. In simple words, they could “veto” a change, but not create one. They have never used this “veto” power, at least in the 6 years when I have been on the ICANN Board. I can also tell a little story about this. Paul Twomey, then CEO, and myself, then Vice-Chair of the Board, went to see John Kneuer, the predecessor of Larry Strickling. In the discussion, we pointed out that there was some unhappiness about the “power” that the US Government had on the DNS root. John replied that the NTIA did not oppose even the delegation of .kp to North Korea a couple of months earlier, what else could they do to show that they did not want to interfere with the management of the root? Of course, the problem you raise is real. What if ICANN gets crazy and deletes a record from the root? Formerly, NTIA could have vetoed the change, but now? Well, we have no one who will take action on our behalf. That means, we need to do it ourselves. Not with a letter to Göran, that I agree would be useless, but crating a real threat. With the new rules the community has even the power to remove Directors. But the main element of pressure here is the threat to create an alternate root that does not contain the unwanted change. But I believe that we will never get there. After all, the Board is composed by people selected by the community directly (by the SO/AC) or indirectly (by NomCom, whose representatives are selected by the community anyway). I have personally been to quite a few ICANN meetings, to IGF and (German language) DomainPulse, and similar meetings for more than 10 years, so this is the background of the observation I made. I really thought what I wrote was quite clear, but apparently, judging from what you are writing, this doesn't seem to be the case. The IANA Stewardship Transition has led to IANA administration being de-politicized, and this, to me, is a big step in the wrong direction. This year in February, large parts of our communitiy met in Lausanne, Switzerland, for the annual DomainPulse conference. At that meeting, Thomas Rickert, who is one of the most important people working in the CCWG, described the IANA Stewardship Transition in great detail, since most of it had been thoroughly discussed and was basically agreed on, at the time. I don't think there have been any major changes in recent months. Thomas made it quite clear that what the CCWG had been creating, for ICANN, was a model "United Nations" or a model "country", with all the basic elements in place: Executive, legal and judicial branches. Checks and balances were put in place, even the possibility for the ICANN board to be forced to step down if they should abuse the power bestowed upon them. However, what the CCWG did create was just a "model" country, not the real thing. So basically, in my opinion, there is a lack of transparency, a lack of democracy and a lack of accountability in this ICANN multi-stakeholder modell, which is supposed to govern IANA in future. Just consider what was there before, i.e. up to September 30th. The DoC, i.e. NTIA, had all the power. What would have happened if they had abused this power, for example, deleting a TLD from the root? Something which never happened, of course, but it could have happened. Well, in that case, diplomatic pressure could have been put upon the US Government. For example, imagine the NTIA deleting the .DE zone from the root. In that case, the American Ambassodor to Germany could have been summoned to report to the German Government, and Lawrence E. Strickling would certainly have had to justify his actions. This is a huge amount of power that the German Government, or any government affected, could have applied. Now imagine what would happen in future if ICANN decided to delete any zone from the root. All that would remain to be done would be sending a letter to Göran Marby, or to Steve Crocker. And then, you would have to sit back and hope and pray that one of them will answer the letter of complaint. There is no way any foreign government, or indeed anyone who is not an American citizen, could apply any direct power to Mr Marby or Mr Crocker. ICANN is a private sector company incorporated in California. There is nothing anyone can do about this. NTIA being part of the US Government, means, following closely the US Declaration of Independence, that if it had become destructive of anything at all regarding the oversight of the IANA functions, there would have been procedures, established for 240 years, to alter or to abolish it. Now, with the new multi-stakeholder model in place for the oversight of the IANA function, all this has been discarded. How long will it take for the rest of the world to realize this?
