ICANN and the various stakeholder groups have worked tirelessly to ensure that all the necessary implementation tasks are complete in order to allow the contract for the Internet Assigned Numbers Authority (IANA) functions to expire on 30 September 2016. ICANN and the multistakeholder community have completed all specific steps that NTIA called out in its letter. In addition, all other tasks in support of the IANA Stewardship Transition are either in the final review stage or are awaiting approval, which will be completed before 30 September 2016. Dr. Leyla Keser Berber, Director of the Information Law Technology Research Center at Istanbul Bilgi University, will lead a discussion on this important piece of legislation for Turkey's information and communications technology community. The Turkish parliament approved the law on personal data protection on 24 March 2016. Colleagues from ICANN's Internet Assigned Numbers Authority (IANA) team, the ICANN CTO Office and several ICANN Board members also participated. On 20 July, technical and civil societies participated in an open debate on the politics of encryption. Wikimedia Foundation hosted the debate, which was part of a German civil society seminar series organized by the WZB Berlin Social Science Center, GigaNet and IGF Deutschland, and supported by ICANN. Discussions were led by panelists from CDT, the Chaos Computer Club, the Internet Society and the Global Public Policy Institute. CYBERSEC is devoted to strategic issues of cyberspace and cybersecurity in Europe, and will be the first conference of its kind in Poland. The conference aims to create practical recommendations for increasing resilience to cyberthreats on all levels. Speakers from all over the world will attend, including representatives from international organizations, such as the Organization for Security and Economic Cooperation in Europe (OSCE) and the North Atlantic Treaty Organization (NATO). ICANN's VP of Security, Dave Piscitello, will participate in a special session on combatting cybercrime. Anyone interested in cybersecurity issues is invited to participate. The consensus within the ICANN community in the Middle East was to continue engaging the community in the development of the regional strategy for the Middle East and Adjoining Countries (MEAC). The training was held at Ain Shams University in Cairo on 17-21 July 2016. DNS-EC Conducts Its First Training Workshop As part of the student outreach program, the Domain Name System-Entrepreneurship Center (DNS-EC) recently ran its very first training at the Faculty of Computer and Information Sciences at Ain Shams University in Cairo. The course was a collaborative effort between the University and the Information Technology and Research Consulting Center, working with Dr. Mohamed Abdel Megeed. Twenty-five students attended the training session that covered Domain Name System (DNS) operations and Domain Name System Security Extensions (DNSSEC). The instructor was Adel Reyad, who attended a "train the trainer" course last year in Dubai and participated as co-trainer in another workshop led by ICANN's Champika Wijayatunga, Regional Engagement Manager of Security, Stability and Resiliency. The workshop, "Ensuring child online safety (COS) in a digital world: building human capacity in COS policy formulation and implementation" provided a platform for African countries to share experiences, strengthen their knowledge and raise awareness of safe digital inclusion for children and youth. The workshop used a multistakeholder's approach - involving educators, ICT and telecommunications regulators and ministries, industry civil society, non-governmental and other organizations dealing with children and youth. ICANN's presentation focused on our role in ensuring the security and resiliency of the critical Internet Identifier System through capacity building, analytics, threat awareness andpreparedness, and trust-based collaboration. We also highlighted the importance of collaboration between the cybersecurity and safety community and ICANN response teams to identify and mitigate risks, and to share information related to identifier system misuse. The Smart Africa secretariat hosted the meeting alongside the 27th African Union Summit. This was a strategic opportunity for the ICANN team in Africa to engage with high-level delegates and leaders and to publicize the recent opening of the ICANN African Engagement Office in Nairobi, Kenya. Established in 2013,Smart Africa Alliance's goal is to accelerate sustainable socioeconomic development in Africa. Smart Africa Alliance is committed to leading Africa into the knowledge economy through affordable access to broadband and information and communications technology. The African Union and ITU chaired the meeting, which was hosted by the Honorable Jean Philbert Nsengimana, Minister of Youth and Information and Communications Technology (ICT) for the Republic of Rwanda. Searching for volunteer to the ICANN Community Document Development and Drafting Resource Pilot Program (DDDPP)

Dear EURALO colleagues, one of the problems of our community is that whenever a request for public consultation comes in, it is often very "dry" in that it asks the question, but does not provide enough information to our community as to why or how this could be important for end users. As a result, we have a terrible response rate from ALSes to the public consultation; only a very small subset of the At-Large's Community 200 ALSes actually takes part in the ICANN policy development through public consultations. The DDDPP (yes, that's the darned name!) is a pilot program to help resolve this problem. The aim is to design, develop and launch an FY16 pilot program to assess the potential, practical processes and mechanisms for providing ICANN community groups with support for the research, development, collaboration, drafting and editing of documents for submission within the policy development processes of ICANN. In other words, it is a resource (a writer) who will help out explaining how a specific piece of policy will affect end users. It was agreed at the RALO meeting in Helsinki that at least 2 people from each RALO should take part in the program. As I am involved in policy, I volunteered to be one of these two people in EURALO. We need a second volunteer, who is interested in Policy development, but who also speaks good English as this is going to be work liaising with the person who will be drafting the policy-related explanations for consultations. CROPP review for August call

Dear all, as discussed repeatedly over the last months and at our monthly call tonight, our concept and practice for the annual CROPP over the past years needs to be reviewed for 2017. As repeatedly stated before and according to our concept so far, we always dedicated our 5 travel slots per year to EuroDIG which was considered to be one of the most important annual events on the European level dealing with IG issues. And this concept and practice was not contested until recently (2016). Key elements and criteria for our annual CROPP selections were: Concentrate on candidates / members from the SEE region to allow them to participate at EuroDIGs (while being funded by ICANN/CROPP; ISOC Europe had a complementary funding scheme for this since 2014, EuroDIG offered an own funding program lately for 2016). Other criteria for EURALO’s CROPP selection were: * avoiding "duplications" (not the same candidates than last year),   * focusing on candidates from the SEE region (who usually do not have the means  to attend by their own),   * preferably selecting candidates not from existing ALSes but potentially new ones in the region.   * like previous years when we created a sort of precedence, to give one slot to Armenia (by avoiding duplication from last year).   It was in 2016 only when we slightly modified the above criteria by considering incoming new ALS candidates from Western countries as well (Austria and Serbia) and a candidate from Romania. Meanwhile there was some discussion why we always focus our 5 CROPP slots on EuroDIG only (what was not contested before) while not considering other events in the region (as other RALOs do)? And there were several good to pragmatic reasons for this so far like language diversity in Europe what makes it difficult to attend a meeting in a national language. On the other hand, there are only very few cross-European IG events like EuroDIG, ICANN-Studienkreis, RIPE meetings or the annual re:publica faire in Berlin/Germany where English is a working language as well – besides the inaugural SEEDIG meeting in 2016. These are the simple reasons why we focused on EuroDIG so far. As announced at our last Helsinki GA end of June, the EURALO Board and leadership will review this concept and discuss modifications for 2017. At tonight’s call we didn’t have enough time to discuss this in detail. Therefore we decided to prepare the CROPP 2017 debate as a next key issue for the agenda of our August monthly call.
