Dear All, On behalf of Alan Greenberg, Chair of the ALAC, the call for candidates for the ALAC Liaison to the Customer Standing Committee (CSC) is now open. Interested members from the At-Large community should send their 1) expression of interest and 2) resume, curriculum vitae, or biography, to staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org> by 23:59 UTC on 14 July 2016. In their expression of interest, candidates should respond to the following: 1. Name 2. Affiliation 3. Geographic region 4. Skill set and experience (please provide additional details to the following): a. Direct experience and knowledge of the IANA naming function b. Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence. c. Able to work and communicate in written and spoken English d. Effective communication skills e. Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to CSC processes f. Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation 5. Other skill set or experience relevant to CSC’s work 6. Explanation of interest in becoming involved in the CSC 7. Understanding of the purpose of the CSC 8. As ALAC Liaison to the CSC, what do you believe that your main responsibilities will be, both within the CSC and in relation to the ALAC? Candidates' Expression of Interest (EoI) submissions will be reviewed by the ALAC Candidate Selection Committee which will forward its preferred EoIs to the ALAC for final selection and/or ratification. BACKGROUND On 10 March 2016, the ICANN Board transmitted to the U.S. National Telecommunications and Information Agency (NTIA) a package of proposals<https://www.icann.org/en/system/files/files/iana-stewardship-transition-pac…>developed by the international Internet community to transition NTIA’s stewardship of the IANA functions to the global multistakeholder community. One of the things that this package calls for is the creation of a Customer Standing Committee (CSC) to provide operational oversight of the performance of the IANA naming function, a role currently performed by NTIA. The scope and responsibility of the CSC is available here<https://www.icann.org/iana_imp_docs/43-csc-scope-and-responsibilities-v-v2>. The membership composition of the CSC, as specified in the package of proposals, includes one Liaison appointed by the At-Large Advisory Committee (ALAC), who will serve an inaugural three-year term. Liaisons shall not be members or be entitled to vote on the CSC, but otherwise shall be entitled to participate on equal footing with members of the CSC. Participation in the CSC is voluntary. The CSC is expected to perform the majority of its work telephonically and via email. Travel funding will not be provided. PROCESS The ALAC is responsible for appointing a primary and a secondary candidate that meet the qualification requirements in the expression of interest, and are geographically diverse. The ALAC should forward the Liaison candidates to the CSC for consideration no later than 23:59 UTC on 22 July 2016. The Membership Selection Process of the CSC Charter calls for due consideration to be given, to the extent possible, to form a CSC that has diversity in terms of geography and skill set. To that end, the composition of the slate will be reviewed during two points in the selection process: firstly by the RySG and ccNSO and secondly by the ccNSO and GNSO. The ccNSO and GNSO Councils will also make a decision regarding which members and liaisons will serve an inaugural three-year term. The ccNSO and GNSO Councils will notify ICANN and the appointing organizations of the final composition of the CSC. The notification will take place on or around 10 August 2016. Today, a thriving metropolis of more than 14 million people, Istanbul is a global brand, evoking strong and appealing connotations to visitors and residents alike. The city's unique characteristics and an interest in technology motivated Kadir TopbaŞ, Mayor of the Istanbul Metropolitan Municipality (IMM), to champion the application for two generic top-level domains (gTLDs). The two gTLDs - .ist and .istanbul - would represent the city, its residents, businesses, municipal government entities and online brands. The mayor reinforced this sentiment at the launch event for these two gTLDs: "It is a privilege to live in Istanbul. Now it will be a privilege to have an Istanbul-branded domain name. Individuals, organizations as well as international brands will contribute to the marketing efforts for Istanbul." ICANN processed the application for the .ist and .istanbul gTLDs, and IMM became the registry operator for both In mid-2014. In January 2016, through the Trademark Clearing House, registrations opened to trademark owners for a period of one month. In March, a limited registration period allowed local organizations such as government institutions to register their domain names. In April 2016, the landrush period for the .ist and .istanbul domains began. Both gTLDs became generally available for registration in May 2016. Both the registry and registrar communities supported a widespread marketing campaign in Turkey that included print, billboard, online and social media advertising. The efforts were a success and helped generate interest in the .ist and .istanbul domains. Since the launch, the domains now number more than 20,000. The future for both gTLDs looks promising. ICANN initiated and led the project. However, the academy was largely powered by volunteers from the Polish Internet community who shared their time and expertise on Internet-related topics. Each meeting's agenda included two 45-minute presentations on topics suggested by community experts, followed by discussions. The topics ranged from human rights issues to privacy protection to intellectual property rights on the Internet. Presenters also shared a case study on how an electric power plant was compromised via cyberattacks. ICANN gave an update on the New gTLD Program to increase the awareness of this initiative in Poland. Sessions accommodated both in-person and remote attendees, and a key group of participants attended multiple sessions. The feedback for the project was overwhelmingly positive, despite inconvenient evening hours. The academy's organizing committee will complete an initial evaluation of the program, and based on the feedback, will organize another event with new topics and speakers. The idea behind the Polish Internet Academy is to offer Polish Internet enthusiasts a forum for learning about Internet-related issues, including the possibilities and the downsides of Internet usage. ICANN CEO Göran Marby led ICANN's Global Stakeholder Engagement (GSE) teams from Western and Eastern Europe. Marby introduced himself at the opening session and joined the main panel on "Fragmentation of the Internet," sharing his commitment to lead ICANN through the Internet Assigned Named Authority (IANA) Stewardship Transition. The event was truly representative, with over 150 local and foreign stakeholders from Central Asia, Eastern Europe and beyond (Armenia, Azerbaijan, Belarus, Belgium, Canada, Germany, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, U.K., U.S., Ukraine, Uruguay and Uzbekistan). In his opening remarks, Muhammetkaly Abylgaziev, First Vice Prime Minister of the Kyrgyz Republic, praised the level of interaction with ICANN. He also expressed an interest in developing stronger connections between ICANN and Central Asian stakeholders. The forum's chair was Ernis Mamyrkanov, Deputy Minister at the Ministry of Transport and Communications of the Kyrgyz Republic. Mamyrkanov also represents the Kyrgyz Republic on ICANN's Governmental Advisory Committee. Michael Yakushev - ICANN's VP for Eastern Europe, Russia and Central Asia - spoke at the opening plenary and participated on several panels. On 4 June, ICANN held the second ICANN Day, which attracted 100 participants, even on a Saturday! Introduced last year in Tunisia during AIS'15, ICANN Day is now part of the AIS tradition. ICANN Day is an opportunity for ICANN and the global community to engage and exchange the latest information. It gives ICANN a chance to get feedback from the Internet community. Presenters at ICANN Day included ICANN staff, Board and community leaders and local information and communications technology organizations. ICANN Day's officiator was Dr. Jeff Ramsay - Botswana's Deputy Permanent Secretary for Media at the Ministry of Communications, Science and Technology. He emphasized the importance of Botswana (and the entire African continent) becoming part of the ICANN debate. He also stressed the need for Africa to engage in high-level dialogue about the future of the Internet as a critical development tool for the continent. Hello all, please see the updated call for candidates, including what would be expected of a candidate to be on the Selection Committee. If you have any experience in reading CVs and assessing individuals and their suitability for a position, and if you are interested in dipping your toes into a process that's limited in time, will not be a heavy workload but at the same time, will be absolutely critical to the way the ALAC and the multi-stakeholder model works, this is for you. Don't hesitate to email me if you are considering the position but are unsure. Of course, if you are going to put your name in for any of the positions which the selection committee will select people for, then do not apply. What is the CSC? The Selection Committee's first task is going to have to select someone from the At-Large Community who will be able to sit on the "Customer Standing Committee" (CSC) which is a group of people who will closely monitor the performance of the organisation providing the IANA services. The bulk of the committee is made up of direct customers of the IANA function and the ALAC representative is a liaison, which means they'll have to relay what is happening in this committee back to the ALAC and also be the voice of the ALAC on this committee. So it's a pretty important position and the selection committee will have its work cut out to find the best candidate. I hope this puts some perspective to the call for candidates to sit on the Selection Committee.
