Dear Community: I've just posted the meeting recordings for several At-Large meetings during the LA ICANN Meeting. The transcriptions have been requested and will be posted once they are available; the summary minutes are in the final stages of preparation before they are also posted. With the exception of the RAA Workshop, they are available in three languages: English, Spanish, and French. Note that I have not checked them all, but in some cases it appears that the sound recordist didn't change the channel when participants were speaking in French and Spanish, so the recording is of those languages rather than the English interpretation of them. The transcriptions should correct for this - my apologies for this; I will reinforce to the meetings staff for the New Delhi meeting the importance of capturing a faithful recording of each language. Public Comment period opens: Bylaw Change Requested by the ALAC Related to ALS Application Handling

Public Comments Requested on Bylaw Change Proposed by the At-Large Advisory Committee 7 November 2007 The Board of Directors resolved on 2nd November 2007 to request public comments on a change to the Bylaws of ICANN requested by the At-Large Advisory Committee, related to the administration of applications from organizations that wish to join the At-Large community of Internet end- users participating in ICANN. The change would amend the wording of Article IX, S2(4)(i) so that it would read as follows: Membership in the At-Large Community The criteria and standards for the certification of At-Large Structures within each Geographic Region shall be established by the Board based on recommendations from the ALAC and shall be stated in the Memorandum of Understanding between ICANN and the RALO for each Geographic Region. The criteria and standards for the certification of At-Large Structures shall be established in such a way that participation by individual Internet users who are citizens or residents of countries within the Geographic Region (as defined in Section 5 of Article VI) of the RALO will predominate in the operation of each At-Large Structure within the RALO, while not necessarily excluding additional participation, compatible with the interests of the individual Internet users within the region, by others. Each RALO's Memorandum of Understanding shall also include provisions designed to allow, to the greatest extent possible, every individual Internet user who is a citizen of a country within the RALO's Geographic Region to participate in at least one of the RALO's At- Large Structures. To the extent compatible with these objectives, the criteria and standards should also afford to each RALO the type of structure that best fits the customs and character of its Geographic Region. Once the criteria and standards have been established as provided in this Clause i, the ALAC, with the advice and participation of the RALO where the applicant is based, shall be responsible for certifying organizations as meeting the criteria and standards for At-Large Structure accreditation. Decisions to certify or decertify an At-Large Structure shall be made as decided by the ALAC in its Rules of Procedure, save always that any changes made to the Rules of Procedure in respect of ALS applications shall be subject to review by the RALOs and by the ICANN Board. Decisions as to whether to accredit, not to accredit, or disaccredit an At-Large Structure shall be subject to review according to procedures established by the Board. On an ongoing basis, the ALAC may also give advice as to whether a prospective At-Large Structure meets the applicable criteria and standards. This amendment is part of a series of other changes that do not impact the Bylaws of ICANN, which were resolved upon by the ALAC in their meeting on 10th August 2007. Those wishing to comment are suggested to make their comments not later than 2 nd December 2007 at 12:00 EST. Overall approach At a meeting on 12 September 2007, in accordance with ICANN bylaws, the ccNSO Council requested an Issue Report be prepared to establish whether the ccNSO should launch a PDP to develop the policy for the selection and delegation of IDN ccTLDs associated with the ISO 3166-1 two letter codes. In preparing the Issue Report the Issue Manager (Bart Boswinkel) should take into account the joint ccNSO GAC Issues Paper, the technical limitations and requirements, and any other matters that the Issues Manager considers to be of relevance. The Issues Report is the first step in the process of launching ccPDP and at large input will be sought throughout the preparation of the Report. Should a ccPDP be launched following the Issues Report, the ccNSO will seek to work closely with the at large community. Interim approach The ccNSO Council agreed that the first step in considering an interim approach should be to determine the extent of the pressing need claimed by some in the community. On 5 October 2007 I sent a letter to all ccTLD managers seeking answers to three questions. I anticipate that the responses to this letter will provide guidance as to whether an interim fast-track approach to enable the introduction of a limited number of IDN ccTLDs is a desirable and necessary step. As there is no pre-defined process to deal with such an interim approach, the ccNSO has released two discussion documents (attached) regarding a possible interim approach to IDN ccTLDs. The Designing an Interim Approach document considers how an interim approach could be managed and canvasses time lines. The Charter IDNC document is a first draft of what the charter for an interim approach committee might look like. The principle of having an interim approach, the results of my letter to ccTLD managers, and these two documents will be discussed by the ccNSO in Los Angeles. New Community input into IGD processes web site.

Following is some information about a new web site to facilitate Community input into IGF processes, that some of you may have an interest in contributing to. Firstly let me apologise for the cross posting between lists but it is important IMO that information such as this gets out to the Regional Lists as well as the public At-Large list subscribers. This information was recently posted to the ISOC Public Policy list as well, so some of you no doubt are already aware of this new initiative, but I have been requested by Jeremy Malcolm to assist my spreading the word and encouraging participation from the widest possible audience ( so feel free to pass it on) into this new and important initiative. A new Web site for the IGF community has just been launched at http://igf-online.net/ by the Online Collaboration Dynamic Coalition (ODCD), a bottom-up multi-stakeholder working group of the IGF. The new site already hosts a number of useful resources including a community blog, wiki, calendar, chat and needs feeds, most of which were selected for their capacity to support multilingual usage. It also features a specially-designed menu running along the top of most pages of the site, that links in external Web sites including the Secretariat's official Web site and that of the Rio hosts. This new site for the Rio meeting and beyond supersedes last year's site (which, beset by hosting troubles, is currently inaccessible), and thanks to a sponsor's generosity now provides the IGF community with a dedicated server on which a large variety of online tools can be hosted without the limitations of a standard Web hosting service. Members of the IGF community, including dynamic coalitions, are encouraged to begin using the new site now. By registering (or logging in with your existing OpenID) you can begin posting on the community blog, adding events to the calendar, and entering information on the wiki. Hosting of other content will be accommodated on request. Volunteers are needed to help with translating the site's content into other languages, designing a complementary set of themes, and spreading the word.
