Proposal to move forward regarding the election of Euralo officers

Hello, Let me first congratulate Wolf for the well organized Euralo GA and all of you for your participation. I can assure you also that Fadi Chehade was very appreciative of the work done and the level of the discussion during the GA. It is important not to loose this momentum. Now we have, to completely finalize the agenda of the GA, to agree on the way to select/elect the Euralo Officers. It is the object of the message now. Since the end of the EURALO GA in Lisbon, a lot of discussions and meetings took place regarding the elections of the officers. I talk with some of you and specifically with Wolf, Yuliya and Oksana. Both of them agree with me verbally on the following proposal and therefore I would like to suggest a way to move forward. If we want to apply the bylaws regarding the election of Euralo Officers we need to refer to the following article 9.6.1 The Chair of the Board, and a Vice-Chair, shall be elected by the Board subsequent to the election of the Board, subject to 9.6.4, from amongst those Board members willing to serve. And regarding the secretariat we have 12.1 A Secretariat, composed of professional individual(s), may be appointed or engaged on a paid or unpaid basis by the Board in order to handle the administrative requirements of the Association. Therefore a meeting of the Euralo Board must be organized ASAP to discuss the issue and finalize an agreement, regarding the election of the officers, as it is the full responsibility of the Board. The Board take as a informal inputs the vote of the GA regarding the secretariat position. The Board vote on the following motion (draft proposition): "Taking into account article 9.6.1 and 12.1 (and other articles) of the Euralo bylaws, the Board decide to appoint As Chair: Wolf Ludwig As Vice-Chair : Yuliya Morenets As (unpaid) Secretariat of the Board : Oksana Prykhodko. The term of office shall last for 2 years." It may need some more legalistic review in the writing ;) I hope it is acceptable by all of you and that the Euralo can move forward. I hope also that the full Board of Euralo will help the 3 (future) officers and get involved in the policy development to have the voice of the European End-Users included as much as possible. Thanks Rudi to point this out. I did not forget them at all, I will make sure that the outcomes are properly documented on our wiki, something I'd expect from any board meeting. Dear all, as suggested yesterday during our GA Wolf and me are planning to have face-to-face board meeting. As time here is limited and we are all invited to the Gala Dinner by ISOC Portugal, we are proposing Tod meet there and sit aside for an hour or so. Objectives: * getting to know each other better * create a list oft the tasks that need to be done * maybe: define so me activities for the next year * define the tasks of the secretary Time / Location: * 20:30 at the Gala Dinner at Palácio Foz, Praca dos Restauradores 25 ** the event starts at 19:30 ** you need the printed invitation you got at the registration desk - don't forget to bring it * if you haven't got an invitation card, please check with the registration desk or find Wolf or me Thanks for coming, Manue

I am fine with either alternative. Trip to Caucasus - Chapter 2 - Azerbaijan

Hi all. Following up my previous report on Armenia, I would like to continue with Azerbaijan. People who went to Baku for the IGF might have collected different information: please feel free to point out where our observations differ. I had a good meeting with Faik Farmanov, from the AZ ccTLD. I contacted also Yashar Hajiyev (ALAC), but our respective schedules did not fit and we could have only short telephone chats. The main points that came out from the discussion were (to the best of my recollection): . The government is investing heavily in the infrastructure, for instance there is a project to improve the connection in all provinces and areas with fiber optics cable . Azerbaijan feels part of Europe, it is a member of the Council of Europe, last year it hosted the Eurofestival, in 2015 will host the 1st European Olympic Games. At present, .AZ is neither a member of CENTR nor of APNIC. . There is a lot of coordination and communication about internet matters between Azerbaijan and other countries. Because of history and language, coordination is easier with other CIS (Community of Independent States, i.e. former USSR Republics) countries and Eastern European countries. However, there is no resistance to collaboration with any country. . Technically, the .AZ operator is ready to implement IDNs, but this is not felt to be a priority, also because there are only few characters in the Azeri alphabet that are not part of the standard ASCII set [my personal observation is that this situation is similar to German or French speaking countries] . At the time of the IGF last December an ICANN delegation including Fadi has met with the President of Azerbaijan, so contacts have been held at the highest level . Azerbaijan is eager to participate to the funding of international internet projects, provided that the coordination will be done in Azerbaijan. Examples of potential domains are Cybersecurity and legal issues related to the internet. Because of history, the legal systems in the CIS countries are similar, and the similar need for training and creation of UDRP entities exists in all of them. To this, I would like to add some personal considerations. I have travelled extensively, in cities and in rural areas, and have found fair to good internet connectivity. I have experienced a difference between cities and countryside, which confirms the feedback I had about the priority that the government gives to connectivity for rural areas. Also mobile phones seem to have excellent market penetration. However, my personal experience is that the costs are not very low - although this might well be a consequence of the fact that as a newcomer I could not get the best deals. The country is relatively rich, due primarily to the income from the oil. There is a huge effort in improving the infrastructure, for instance new highways are being built or existing ones are being enlarged. There is also an extensive amount of construction work going on, in Baku but also elsewhere in the country. For instance, I have met Italian architects working in Azerbaijan talking about huge construction projects. All this to say that the progress of the country is visible, and although the progress in building the internet infrastructure is not immediately visible, all indicators would show a rapid development. However, I believe that there is still a lot to do. For instance, once in a mountain village I have been told that there was no internet in the whole village because the cable was broken. In another case, in a small to medium size city, the electricity went out following a heavy storm (causing of course WiFi equipment and modems to fail). One person, not one of my internet contacts, told me: "We need more time, but we are going to fix this". The general feeling I have is that the "digital native" generation has not matured yet. The cultural change that will bring people to think in term of "always online" has not happened yet, at least not fully. On the other hand, I was impressed by the interpersonal communication level that took place, in spite of the language barrier, with people I had never met before. I am wondering whether this human personal relationship that takes place in the physical world is not going to be an obstacle that can slow down the transition to virtual communication. According to my observation, Azerbaijan is eager, like Armenia, to move to the European Region. Best regards, Roberto

Just now I would like to draw your attention to the ways of monopolization of any informational input or outreach for any communications between ICANN and national (or regional) developing communities. I hope the difference between developing and developed communities is obvious - both regarding access to Internet, engagement, policy, literacy, capacity building and awareness raising. And, last but not least - regarding mastership in political intrigues (I do not mention pure autoritarism). What are the ways of your traditional ways of sharing information about ICANN (and, the most urgent for me, about multistakeholderism)? Could ICANN please provide us with any concrete figures about all our informational requests and informational answers (have I to figure that it was only Sebastien Bacholet, who sent me the link to DIDP <DIDP(a)icann.org>, help me to receive real answers to all my questions? I did receive their answer to my requests, but not for my questions. As far as I saw information on IANA site, I would like to know: Who does cheat who? Have I to provide you all my informational requests? Have I to ask who (and why) asked for second round of voting in Ukraine for the support of my candidature? I am ready to do it, but I am sure, that a lot of you will answer as Lutz: I do not like to read discussions about reasons, but simply notice the fact. If there is any possibility to try another person, I'd support a change. A lot of you were not only educators for me, but also model driven. Are you satisfied with the results of your driving?
