FY18 Additional Budget Requests - Process has Started

Dear All, The FY18 Additional Budget Request process has started. This process pertains to a dedicated part of the overall ICANN annual budget that is set aside to fund specific requests from the community for activities that are not already included in the recurring ICANN budget. FY18 Additional Budget Requests cover the period 1 July 2017 through 30 June 2018. The relevant information is available on the At-Large FY18 Budget Development Workspace[community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_di…>, including the key deadlines, details of the process, principles and the request template. IMPORTANT: In 2016, the members of the ALAC Finance and Budget Sub-Committee (FBSC) agreed to the following criteria for At-Large proposals: * Outreach should not be a major focus. Activities to improve engagement with existing members is encouraged. * If any request is made on outreach, it should probably go through the CROPP program and not this special request process. * Proposals should include ways in which will make the ALAC and/or the At-Large community more effective and develop the At-Large community. * RALO requests must go through a bottom up process within their RALO prior to being submitted for consideration by the FBSC. * RALOs should consider the General Assembly/Summit timeline (APRALO is scheduled for a General Assembly in FY18) * They must be explicitly supported by the RALO representative on the FBSC. * Staff is currently expecting that basic resources for community communications/printing will be supported through the core ICANN budget, but that community proposals for printing , etc. will be accepted as a back-up in case expectations change. Specific proposals for communications resources beyond simple printing and editing functions should be prepared and submitted. The event was held in conjunction with UADOM, the annual conference on DNS issues held by .ua registry operator Hostmaster Ltd. With ICANN's support, UADOM evolved this year into a regional event, covering current regional and global Internet issues. It attracted a diverse group of stakeholders from Ukraine and neighboring Eastern European countries: Belarus, Bulgaria, Czech Republic, Russia and Serbia. There were 230 participants attending in person and another 400 remote participants through the livestream connections available on both days. The forum was praised by speakers and participants. We were pleased to see the ICANN community come together and contribute to the first regional event of this kind. We look forward to developing this into an annual event. The Second Pakistan School on Internet Governance Is a Success The second Pakistan School on Internet Governance (pkSIG 2016) took place in the beautiful city of Lahore from 26-29 November 2016. What made this four-day event unique was the fact that the organizers worked on designing and promoting the event in a bottom-up multistakeholder fashion. The school trained more than 30 participants from Pakistan. There were also 5 participants from Afghanistan, which will host a similar school soon. The school attracted faculty members who were mostly experts from the local community as well as faculty members from APNIC (the Regional Internet Registry of the Asia Pacific), the Internet Society and ICANN. The agenda covered different areas of Internet governance. In a role-play that spanned three sessions, participants identified problems in the Internet ecosystem and suggested ways to tackle them. ICANN's Fahd Batayneh, Stakeholder Engagement Manager for the Middle East, briefed participants on the Internet Assigned Names Authority (IANA) functions and a gave a post-IANA transition status. The contributions from the wider ICANN community via the public comments window and the ICANN57 public session were of great influence in its drafting. The working group has now started developing the implementation plan for the first year. The ICANN team has been advised to implement its findings by 30 June 2017. This workshop's theme was "How the Internet Naming System Works." The hosts were the Computing Center Al Khwarizmi (Centre de Calcul El-Khawarizmi) and the Tunisian Internet Agency (Attounissiya Internet). The workshop attracted around 30 participants. The agenda for the workshop included an introduction to ICANN and fundamentals of the DNS and DNS Security Extensions (DNSSEC). Many questions were raised about ICANN's business model, how the DNS works and the new generic top-level domains (gTLDs). The next workshop will be in February 2017. ICANN Plays a Key Role at AFRINIC-25 AFRINIC-25, the yearly conference of the Regional Internet Registry for the African region, was held in Mauritius from 25-30 November 2016. ICANN has a maintained a close partnership with AFRINIC for many years and was a silver sponsor of the event. Members of ICANN's Africa team attended the event - Pierre Dandjinou, VP of Global Stakeholder Engagement in Africa; Yaovi Atohoun, Stakeholder Engagement and Operations Manager for Africa; and Bob Ochieng, Stakeholder Engagement Manager for East Africa. Mrs. Rooba Moorghen, Permanent Secretary in the Ministry of Technology, Communication and Innovation of Mauritius, opened the event and emphasized the need for Africa to adopt Internet Protocol version 6 (IPv6), especially with the advent of the Internet of Things. ICANN Plays a Role at Two ITU Events in Rwanda In December, two events of the ITU, the U.N. agency for information and communications technologies (ICTs), were held back-to-back in Kigali, Rwanda. The Regional Development Forum for Africa (RDF-AFR) took place on 5 December 2016, followed by the Regional Preparatory Meeting for the 17th World Telecommunication Development Conference (WTDC-17) for Africa (RPM-AFR) held 6-8 December. The RDF-AFR served as a platform for reviewing the implementation of the five Africa regional initiatives approved by WTDC-14. These initiatives are related to ICT infrastructure, policy and regulatory frameworks, capacity building and increased confidence and security. ICANN joined the "New ICT Opportunities and Challenges for the Region" panel. Bob Ochieng, Stakeholder Engagement Manager for East Africa, highlighted the core role of the DNS in the Internet and ICANN's role in coordinating the Internet's identifier systems, and how this has enabled the Internet grow exponentially. We also used the opportunity to meet various government delegations and update them on multiple issues at ICANN. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ICANN Travels to Namibia for Conference on Cybersecurity and Cybercrime >From 28 November to 2 December, ICANN's Pierre Dandjinou, VP of Global Stakeholder Engagement in Africa, participated in the Commonwealth Regional Conference on Cybersecurity and Cybercrime for African Parliamentarians [http://r20.rs6.net/tn.jsp?f=001OnyIJ0mvMb1G7Wnlg8jURQIbkfdzQp3bR81U2lSEC4zU…] in Namibia. The conference provided critical information on cybersecurity and cybercrime to parliamentarians and equipped them with tools and methodologies for implementing laws related to national cybersecurity strategies. More than 40 parliamentarians and some international organizations participated in the event. The meeting was a mix of information-sharing and hands-on practice. Parliamentarians were walked through different ways to generate national laws to combat cybercrime, equip law enforcement agencies and oversee governmental delivery on the subject. Participants identified priorities in their jurisdictions and designed action plans for developing national frameworks for cybersecurity. International organizations such as ICANN offered support. The presentation on ICANN's role in securing the identifier system of the Internet was received with much interest and many questions. The CSC concluded that overall PTI performance was satisfactory - that PTI met its service level agreements. The CSC is aware of minor issues, but noted no trends. The Public Interest Registry (PIR), the operator of the .NGO and .ONG top level domains (see http://pir.org/products/ngo-ong-domain/) is looking for one person to represent the ALAC in its NGO Community Advisory Council. The Advisory Council provides important feedback and advice on issues relating to the NGO community ranging from policy considerations to the introduction of new services. The NGO Community Advisory Council plays a vital role in helping Public Interest Registry fulfill its mission. With .ngo domain users representing NGOs of varying size, sectors,scope and geography, it is important to have advocates in the Internet community who fully understand their needs as diverse service-based organizations. The Council continually lends its unique global expertise to help us meet those needs and strengthen our efforts in supporting NGOs worldwide. The Advisory Council meets Face-to-Face annually (generally in September) and via teleconference four times per year. To the extent allowed by PIR confidentiality rules, the successful applicant will be expected to regularly report to the ALAC on Advisory Council issues and if applicable consult with the ALAC. PIR has asked the ALAC to identify a number of candidates. Ideally, such candidates will come from an active At-Large ALS that has a proven record of engagement with the NGO community. Candidates should have notable leadership experience in non-commercial/civil society community and an acute understanding of the issues and policies that affect the NGO society. Candidates should submit their Expression of Interest detailing their experience, expertise and qualifications along with a statement that they have sufficient time and interest to fulfill the Advisory Council duties. The ALAC Appointee Selection Committee will review all EoIs and will select a small number which will be forwarded to PIR. Call for Candidates: CCWG Auction Proceeds

This is a CALL FOR CANDIDATES in the At-Large Community for the ICANN Cross Community Working Group (CCWG) on New gTLD Auction Proceeds. The new generic top level domain (gTLD) Program established auctions as a mechanism of last resort to resolve the competition sets between identical or similar terms (strings) for new gTLDs Currently the fund contains over $230 million dollars (note that $132 million of this is related to an auction that is being disputed). The CCWG is tasked with developing a proposal(s) for consideration by the Chartering Organizations (those ICANN Supporting Organizations and Advisory Committees that have adopted the CCWG Charter) on the mechanism that should be developed in order to allocate the new gTLD Auction Proceeds. That proposal will then be submitted to the ICANN Board. Note that the CCWG will NOT be deciding on projects to be funded, but rather on the mechanism to be used to allocate funds. MEMBERS As one of the Chartering organizations, the ALAC may name five people to be Members of the CCWG and presuming sufficient qualified candidates, our intent is to select one per ICANN region (based on citizenship as per ALAC membership). Members must commit to actively participate in the activities of the CCWG. The estimated average workload will be no less than 3-4 hours per week. This means attending conference calls which will likely last 60-90 minutes per week (some of which will be held at inconvenient hours to accommodate world-wide participation) and mailing list participation. Past CCWGs have also formed sub-groups to divide the work. If this CCWG does so, that might increase workload. The total length of engagement is likely to be at least 1 year. The CCWG, any sub-groups it forms, and its mailing lists will all be conducted in English and all Members must be sufficiently fluent. There will be a Working Group within At-Large which will support our five CCWG Members, and all Members are also expected to participate in that WG as well. Members will also participate in any At-Large briefings and Webinars on the subject. Those interested in applying to be formally appointed to the CCWG Auction Proceeds by the ALAC should submit an Expression of Interest (EoI) including: * A resume (maximum three pages) * A statement explaining why they are interested in serving in this capacity and what skills or background they have which will help them in this CCWG. * A Declaration of Interests indicating any potential or actual conflicts. * A declaration that they can devote the time needed to participate in the CCWG and the associated At-Large WG activities. * Agreement that prior to the formal selection by the ALAC, they will attend CCWG meetings (see IMPORTANT NOTE at bottom of this message). CO-CHAIR The ALAC may also name a Co-Chair of the CCWG and the ALAC has indicated that it intends to do so. Applications are also invited to be the ALAC Co-Chair of the CCWG. The Co-Chairs play an administrative role only and do not participate in the substantive discussions of the CCWG. The time commitment of the Co-Chair is expected to be larger than that of a CCWG Member. Co-Chairs should have experience in chairing meetings and managing multi-cultural, diverse and potentially difficult groups. The EoI for Co-Chair should include all of the items required for Members. PROCESS All EoIs must be sent to staff(a)atlarge.icann.org by Sunday, 22 January 2017 at 23:59 UTC. All applications will be reviewed in confidence by the ALAC Appointee Selection Committee (AASC) which will make recommendations to the ALAC on who to appoint. Based on an initial review of the EoI, a telephone/Skype interview of the candidates may be conducted by members of the AASC. Having received her resignation email too, I congratulated her on her career success. But Veronica is not leaving our community altogether: she has confirmed to me that she will remain involved in EURALO and following EURALO's work. I wish her every success in the future. In the meantime, I will ask the EURALO Board to decide on the selection of a new ALAC member to fill her seat, with the understanding that time is of the essence, since the ICANN Copenhagen meeting is not far away. Veronica is not the type of person to make a commitment to work with the ALAC and then not deliver on her commitment, so she feels that in good conscience, she must resign. I have notified Olivier Crepin-Leblond, Chair of EURALO and he along with the EURALO Board will decide how to fill the vacancy. Hopefully this will be done with due haste to allow EURALO to be fully represented on the ALAC and in Copenhagen. Veronica holds a number of positions on ALAC sub-groups, and I will be working with EURALO and the two remaining European ALAC members to ensure that EURALO is well represented.
