REMINDER: EPDP-IDNs Phase 1 Initial Report
The GNSO Expedited Policy Development Process on Internationalized Domain Names (EPDP-IDNs) is tasked to 1) determine the approach for a consistent definition of all gTLDs and 2) develop policy recommendations that will eventually allow for the introduction of variant gTLDs at the top-level. Its Phase 1 Initial Report, which includes 68 preliminary recommendations, is published for Public Comment from 24 April to 5 June.
The EPDP Team will hold a webinar on 17 May at 11:00-12:30 UTC to help the community learn more about the key recommendations and facilitate participation in the Public Comment.

SOs/ACs are asked to contribute to the Fellowship Program's strategy for outreach and promotion by providing feedback on suggested diversity targets for the Fellowship Program. The ICANN organization regularly updates its strategy for targeted outreach and promotion for the Fellowship Program. SOs/ACs are being asked to provide guidance on diversity goals for the program. These may include, but are not limited to, skills and experience, stakeholder group affiliation, region, gender, and language. ICANN org will use this list of goals to inform the program’s outreach and promotion strategy. Input is welcome on any specific local, regional, or global events where promoting the Fellowship Program would help identify strong candidates. These goals will be revised by the SOs/ACs every two years.
🔥 ACTION ITEM: Sign up for Strategic Outlook Identification Sessions
ICANN’s FY25 Planning Process has started, beginning with the strategic outlook program. We
are looking for participation from community members in the trend identification sessions
through their Supporting Organization (SO) or Advisory Committee (AC). ICANN will collaborate
with SO and AC chairs and support teams to schedule sessions from March through May 2023.
This program is a joint effort of the ICANN ecosystem to identify and track trends that are
related to ICANN. This ensures that the opportunities and challenges are incorporated into
current and future planning.
Once trends are identified, ICANN will conduct a trend analysis and
impact assessment. Significant shifts could result in adjustments to the strategic plan.
Moreover, new trends or shifts in existing trends also impact the operating plans (five-year or
annual) and/or budget, and are factored into the annual iteration of those plans as appropriate.
All strategic outlook sessions will be conducted virtually, and community members are
encouraged to join this important discussion. We look forward to your participation in this
dialogue about ICANN planning and strategy.

Expression of Interest for the EUralo Chair Position (2013- 2025)
I have participated, as Internet Society France, in the process of formation of EURALO. I am one of the signing members of the MOU between ICANN and Euralo. I do care about our organization and its future.
I am happy to apply to be return to the Euralo Chair position.
We, with Natalia, have worked as a team to serve the EURALO members.
We are in the process to finalize the first EURALO Rule of procedures, it was a long journey. Thanks for your involvement.
After few years without face to fac meeting, we are now able to involve in meeting, on equal footing, participants both face to face and online.
I am sure we will with all the EURALO leaders (ALAC, Board, NomCom, Individual Association… members) to work as a team.
I hope we will be able to continue the good job at EUralo level with all the ALSes including the one with individual Internet end-users. A good collaboration with other RALOs, with ALAC and with our European partners (RIPE NCC, Centr, European Governments (Commission, council….).
I would like to take this opportunity to thanks some of the people who works with me during the last few years.
I am working with a very capable and efficient Secretary (Natalia Filina). She is doing amazing job.
EURALO can also count on a diversity and concerned Board members (Anne-Marie, Ricardo, Lutz).
Thanks Roberto Gaetano, as Chair of the Individual member association, he has done an excellent job and was always willing to give advice.
The ALAC members from Europe (Joanna, Pari, Matthias, Tommi).
The NomCom rep (Yrjö).
And last but not least Olivier CL, always ready to help.

Dear Sebastien,
I thank you for nominating me for a new term as EURALO Secretary. I took the time and have thought about it. I will be happy to participate in the elections as a candidate.
My statement I will send to ICANN At-Large staff for publishing.
I'm definitely not an ideal candidate, but I know this job and I know what gaps we can (I can) fix by working harder.
And I am still confident that with or without an official position, the members of At-Large can do a lot if there is a desire to contribute. So, the result of the election will not affect my willingness to be useful.
I also support Betty's Fausta self-nomination because I see Betty as a very active, dedicated EURALO member and wish her good luck.
I support the nomination of Pari Esfandiari. Pari was an ALAC member when we worked fully virtually during the pandemic time and then showed us a vivid example of engagement and commitment, and high expertise. Pari is a significant participant and initiator of several discussions and high level panels, always supporting EURALO and At-Large efforts by action.
I also propose the candidacy of Sebastien Bachollet for the next term of the EURALO Chair position.
I see Sebastien`s role and work as an excellent guide to our RALO in a not easy time we go through (the pandemic and when last year we become more divided in ICANN European region), I see his efforts to unite our members, raise topics important to the end users of European ICANN region, close interaction and joint efforts with the community, cross-RALOs initiatives, many important things for the community are done on time. I would also like to mention Sebastien`s experience within ICANN/IG and his commitment to the sustainability of the multistakeholder approach in Internet governance.

On behalf of Jonathan Zuck, ALAC Chair, we would like to announce that the 2023 call for nominations for At-Large leadership positions is now open.
Positions Open:
Please refer to the 2023 ALAC and RALO Elections, Selections and Appointments<https://community.icann.org/display/atlarge/2023+ALAC+and+RALO+Elections%2C…> workspace for a comprehensive list of all available positions and whether current holders of the positions are eligible for re-selection.
Selection Schedule for ALAC Members, RALO Leadership, and ALAC Delegates to the NomCom:
* 17 April 2023 - Announcement of call for nominations and Nominee's Statement. (Except for NARALO, which opened on 13 April 2023)
* 17 April – 28 April 2023 - Nomination period (nominations accepted for 10 working days).
* 5 May 2022 - Deadline for nomination acceptances
* 9 May 2023 - 11 May 2023- Calls with the candidates if desired by the RALOs.
* 12 May - 19 May 2023 - Elections (If required, elections will begin no later than one week after the deadline for nomination acceptances and end no later than two weeks after that deadline).
* 2023 AGM [ ICANN78] - Newly elected ALAC Members and RALOs Leaders shall be seated at the end of the 2023 AGM following the close of the Board Meeting on 26 October 2023.
Process for Nominations:
Nominations including self-nominations, must be made directly to the relevant RALO mailing list and by sending a note to At-Large staff<mailto:staff@atlarge.icann.org>.
All nominees are expected to submit a brief statement explaining why they believe they are a suitable candidate to At-Large staff<mailto:staff@atlarge.icann.org>. IMPORTANT: Criteria for NomCom Delegates

* Ineligibility for Service – Current or future ICANN employees or paid ICANN consultants (including Ombudsman) are excluded from consideration for eligibility as described in Article 8, Section 8.9 of ICANN’s Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>.
* The ICANN community is diverse and the composition of the NomCom should reflect this in order to fulfill its mission.
* NomCom delegates should have a high-level network of contacts essential to candidate recruitment.
* The delegate should be able to join monthly teleconferences. Note that the NomCom's workload will increase significantly during the candidate assessment process. Conference calls are held more frequently during this time as well (typically weekly and the duration of the calls may last up to three hours).
* All NomCom delegates should have the ability to travel to and participate in ICANN Public meetings and NomCom meetings when requested (travel and hotel accommodations will be provided for all approved meetings). If travel is restricted, then NomCom delegates will meet virtually.
IMPORTANT: RALOs may recommend one or more candidates to the ALAC. The appointment of NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.

Dear All,
On behalf of the Scientific Committee of the European Union's Fundamental Rights Agency (FRA) and the Łódź Cyber Hub research center at the University of Łódź (Poland), I would like to invite you to participate in a special interdisciplinary workshop on human rights methodologies and the effective mitigation of challenges to the rule of law in Europe. As we will be talking about the DSA, intermediary liability, platforms, digital sovereignty, and the impact AI has on the rule of law I felt some of you might be interested to join us in Lodz or online, and am sharing the invitation. Thank you for considering.
On 1st June 2023, at the <https://www.wpia.uni.lodz.pl/> Faculty of Law and Administration of the University of Lodz, Poland we will host an interdisciplinary open event on human rights methodologies and their impact on the rule of law. Together with the members of the FRA Scientific Committee, we want to initiate in Łódź an open discussion about contemporary challenges to the rule of law in Europe and ways to tackle them effectively. During the four round table sessions, we hope to engage and encourage a free exchange of views between academics, judges, journalists, representatives of civil society, human rights practitioners, and all those looking for means effectively to mitigate the current challenges to the rule of law in Europe. The event is a continuation of the dialogue on human rights methodologies <https://fra.europa.eu/en/event/2022/measuring-human-rights-european-union> started last year and a reflection of the work in this area carried out by the current Scientific Committee during its five-year term of office which is about to come to an end.

WEBINAR: EPDP-IDNs Phase 1 Initial Report
The GNSO Expedited Policy Development Process on Internationalized Domain Names (EPDP-IDNs) is tasked to 1) determine the approach for a consistent definition of all gTLDs and 2) develop policy recommendations that will eventually allow for the introduction of variant gTLDs at the top-level. Its Phase 1 Initial Report, which includes 68 preliminary recommendations, is published for Public Comment from 24 April to 5 June.
The EPDP Team will hold a webinar on 17 May at 11:00-12:30 UTC to help the community learn more about the key recommendations and facilitate participation in the Public Comment.

SOs/ACs are asked to contribute to the Fellowship Program's strategy for outreach and promotion by providing feedback on suggested diversity targets for the Fellowship Program. The ICANN organization regularly updates its strategy for targeted outreach and promotion for the Fellowship Program. SOs/ACs are being asked to provide guidance on diversity goals for the program. These may include, but are not limited to, skills and experience, stakeholder group affiliation, region, gender, and language. ICANN org will use this list of goals to inform the program’s outreach and promotion strategy. Input is welcome on any specific local, regional, or global events where promoting the Fellowship Program would help identify strong candidates. These goals will be revised by the SOs/ACs every two years.
🔥 ACTION ITEM: Sign up for Strategic Outlook Identification Sessions
ICANN’s FY25 Planning Process has started, beginning with the strategic outlook program. We
are looking for participation from community members in the trend identification sessions
through their Supporting Organization (SO) or Advisory Committee (AC). ICANN will collaborate
with SO and AC chairs and support teams to schedule sessions from March through May 2023.
This program is a joint effort of the ICANN ecosystem to identify and track trends that are
related to ICANN. This ensures that the opportunities and challenges are incorporated into
current and future planning.
Once trends are identified, ICANN will conduct a trend analysis and
impact assessment. Significant shifts could result in adjustments to the strategic plan.
Moreover, new trends or shifts in existing trends also impact the operating plans (five-year or
annual) and/or budget, and are factored into the annual iteration of those plans as appropriate.
All strategic outlook sessions will be conducted virtually, and community members are
encouraged to join this important discussion. We look forward to your participation in this
dialogue about ICANN planning and strategy.

Dear Sebastien,
I thank you for nominating me for a new term as EURALO Secretary. I took the time and have thought about it. I will be happy to participate in the elections as a candidate.
My statement I will send to ICANN At-Large staff for publishing.
I'm definitely not an ideal candidate, but I know this job and I know what gaps we can (I can) fix by working harder.
And I am still confident that with or without an official position, the members of At-Large can do a lot if there is a desire to contribute. So, the result of the election will not affect my willingness to be useful.
I also support Betty's Fausta self-nomination because I see Betty as a very active, dedicated EURALO member and wish her good luck.
I support the nomination of Pari Esfandiari. Pari was an ALAC member when we worked fully virtually during the pandemic time and then showed us a vivid example of engagement and commitment, and high expertise. Pari is a significant participant and initiator of several discussions and high level panels, always supporting EURALO and At-Large efforts by action.
I also propose the candidacy of Sebastien Bachollet for the next term of the EURALO Chair position.
I see Sebastien`s role and work as an excellent guide to our RALO in a not easy time we go through (the pandemic and when last year we become more divided in ICANN European region), I see his efforts to unite our members, raise topics important to the end users of European ICANN region, close interaction and joint efforts with the community, cross-RALOs initiatives, many important things for the community are done on time. I would also like to mention Sebastien`s experience within ICANN/IG and his commitment to the sustainability of the multistakeholder approach in Internet governance.

Selection Schedule for ALAC Members, RALO Leadership, and ALAC Delegates to the NomCom:
* 17 April 2023 - Announcement of call for nominations and Nominee's Statement. (Except for NARALO, which opened on 13 April 2023)
* 17 April – 28 April 2023 - Nomination period (nominations accepted for 10 working days).
* 5 May 2022 - Deadline for nomination acceptances
* 9 May 2023 - 11 May 2023- Calls with the candidates if desired by the RALOs.
* 12 May - 19 May 2023 - Elections (If required, elections will begin no later than one week after the deadline for nomination acceptances and end no later than two weeks after that deadline).
* 2023 AGM [ ICANN78] - Newly elected ALAC Members and RALOs Leaders shall be seated at the end of the 2023 AGM following the close of the Board Meeting on 26 October 2023.
Process for Nominations:
Nominations including self-nominations, must be made directly to the relevant RALO mailing list and by sending a note to At-Large staff<mailto:staff@atlarge.icann.org>.
All nominees are expected to submit a brief statement explaining why they believe they are a suitable candidate to At-Large staff<mailto:staff@atlarge.icann.org>. All nominees must also complete or update their Statement of Interest (see: At-Large New SOIs Workspace<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_di…>).
IMPORTANT: Criteria for NomCom Delegates
Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in the ICANN Bylaws in Article 8<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>.
Please read the Job Description for NomCom Delegates<https://community.icann.org/download/attachments/231375118/2024%20NomCom%20…>. Additionally, please note the following as you select and appoint your delegate to the 2024 NomCom:
* Ineligibility for Service – Current or future ICANN employees or paid ICANN consultants (including Ombudsman) are excluded from consideration for eligibility as described in Article 8, Section 8.9 of ICANN’s Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>.
* The ICANN community is diverse and the composition of the NomCom should reflect this in order to fulfill its mission.
* NomCom delegates should have a high-level network of contacts essential to candidate recruitment.
* The delegate should be able to join monthly teleconferences. Note that the NomCom's workload will increase significantly during the candidate assessment process. Conference calls are held more frequently during this time as well (typically weekly and the duration of the calls may last up to three hours).
* All NomCom delegates should have the ability to travel to and participate in ICANN Public meetings and NomCom meetings when requested (travel and hotel accommodations will be provided for all approved meetings). If travel is restricted, then NomCom delegates will meet virtually.
IMPORTANT: RALOs may recommend one or more candidates to the ALAC. The appointment of NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.
