Bladel <jbladel(a)godaddy.com> To: SOAC Leaders ICANN58 <soac-leaders-icann58(a)icann.org> Dear SOAC Leaders / ICANN58 Planning Team – During the GNSO Council last week, there was discussion of a session at ICANN58 that would address data protection concerns in our industry, and would be attended by data protection commissioners from throughout the EU. These folks are especially interested in the ongoing work around WHOIS/RDS, and the Copenhagen location is easily accessible to prospective attendees. Organizers of this session have asked the GNSO and other groups (GAC, I believe?) to support their inclusion on the meeting agenda. Additionally, as it appears that one of the HIT sessions may become available (Monday 1515-1645), I would like to propose that we consider repurposing this HIT slot to accommodate the growing interest in the “Data Protection Summit”. If there is support among this group for proceeding, then I would ask the volunteer organizers of this session to produce an overview/agenda of their session, to ensure that the subject matter and format meets the expectations of all SO/ACs, and contributes to the furtherance of the RDS policy work already underway. I recognize that this is coming fairly late in to the process, but am hopeful that our group can be flexible in its consideration of this request. If we are unable to accommodate the proposal, please note that some version of this session will likely occur in Copenhagen anyway, albeit it would not enjoy an unconflicted HIT slot on the main schedule. If possible, we should decide this week, so I can task the volunteers to either (a) develop the aforementioned session agenda, or (b) make alternative (non-HIT) scheduling arrangements. REMINDER - Call for Volunteers: .NGO Community Advisory Panel

The Public Interest Registry (PIR), the operator of the .NGO and .ONG top level domains (see http://pir.org/products/ngo-ong-domain/) is looking for one person to represent the ALAC in its NGO Community Advisory Council. The Advisory Council provides important feedback and advice on issues relating to the NGO community ranging from policy considerations to the introduction of new services. The NGO Community Advisory Council plays a vital role in helping Public Interest Registry fulfill its mission. With .ngo domain users representing NGOs of varying size, sectors,scope and geography, it is important to have advocates in the Internet community who fully understand their needs as diverse service-based organizations. The Council continually lends its unique global expertise to help us meet those needs and strengthen our efforts in supporting NGOs worldwide. The Advisory Council meets Face-to-Face annually (generally in September) and via teleconference four times per year. To the extent allowed by PIR confidentiality rules, the successful applicant will be expected to regularly report to the ALAC on Advisory Council issues and if applicable consult with the ALAC. PIR has asked the ALAC to identify a number of candidates. Ideally, such candidates will come from an active At-Large ALS that has a proven record of engagement with the NGO community. Candidates should have notable leadership experience in non-commercial/civil society community and an acute understanding of the issues and policies that affect the NGO society. Candidates should submit their Expression of Interest detailing their experience, expertise and qualifications along with a statement that they have sufficient time and interest to fulfill the Advisory Council duties. The ALAC Appointee Selection Committee will review all EoIs and will select a small number which will be forwarded to PIR. EXTENSION: CCWG Auction Proceeds - Call for Candidates

THE DEADLINE FOR MEMBER APPLICATIONS HAS BEEN EXTENDED TO 23:59 UTC, THURSDAY, 26 JANUARY 2017. ================ This is a CALL FOR CANDIDATES in the At-Large Community for the ICANN Cross Community Working Group (CCWG) on New gTLD Auction Proceeds. The new generic top level domain (gTLD) Program established auctions as a mechanism of last resort to resolve the competition sets between identical or similar terms (strings) for new gTLDs Currently the fund contains over $230 million dollars (note that $132 million of this is related to an auction that is being disputed). The CCWG is tasked with developing a proposal(s) for consideration by the Chartering Organizations (those ICANN Supporting Organizations and Advisory Committees that have adopted the CCWG Charter) on the mechanism that should be developed in order to allocate the new gTLD Auction Proceeds. That proposal will then be submitted to the ICANN Board. Note that the CCWG will NOT be deciding on projects to be funded, but rather on the mechanism to be used to allocate funds. MEMBERS As one of the Chartering organizations, the ALAC may name five people to be Members of the CCWG and presuming sufficient qualified candidates, our intent is to select one per ICANN region (based on citizenship as per ALAC membership). Members must commit to actively participate in the activities of the CCWG. The estimated average workload will be no less than 3-4 hours per week. Past CCWGs have also formed sub-groups to divide the work. If this CCWG does so, that might increase workload. The total length of engagement is likely to be at least 1 year. The CCWG, any sub-groups it forms, and its mailing lists will all be conducted in English and all Members must be sufficiently fluent. There will be a Working Group within At-Large which will support our five CCWG Members, and all Members are also expected to participate in that WG as well. Members will also participate in any At-Large briefings and Webinars on the subject. Those interested in applying to be formally appointed to the CCWG Auction Proceeds by the ALAC should submit an Expression of Interest (EoI) including: * A resume (maximum three pages) * A statement explaining why they are interested in serving in this capacity and what skills or background they have which will help them in this CCWG. * A Declaration of Interests indicating any potential or actual conflicts. * A declaration that they can devote the time needed to participate in the CCWG and the associated At-Large WG activities. * Agreement that prior to the formal selection by the ALAC, they will attend CCWG meetings (see IMPORTANT NOTE at bottom of this message). PROCESS All EoIs must be sent to staff(a)atlarge.icann.org by Sunday, 22 January 2017 at 23:59 UTC. Dear Regional At-Large Organization (RALO) Members, As per Section 19.9 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09>, the Board Member Selection Process Committee (BMSPC) is informing RALOs their opportunity to start possible petition process and suggest adding to the Board Candidate Evaluation Committee (BCEC) Slate other Candidates who have submitted Expression of Interests (EoIs) for the ICANN Board Director position. The successfully petitioned Candidates, who have received support through a formal vote of at least three of the five RALOs, will be included in the Final Slate. As the culmination of the ICANN Board Director selection process, the BMSPC will organize an election among the Final Slate of Candidates, and the electorates will be At-Large Advisory Committee (ALAC) Members and Regional At-Large Organization (RALO) Chairs. Background Seat number 15 of the ICANN Board of Directors is dedicated to a member selected by the At-Large Community. This seat is currently occupied by Rinalia Abdul Rahim, who assumed the position at the end of ICANN51 (2014 AGM). Her 3-year term will be completed at the closing of ICANN60 (2017 AGM). Pursuant to Section 19 of the ALAC Rules of Procedure<http://tinyurl.com/ALAC-RoP-2016-09> (version adopted on 20 September 2016), the At-Large Community process for selecting the next Board Director began in September 2016, with the appointment of the Chairs and Members of the BCEC and the BMSPC. Dear all, I would like to nominate myself for EURALO ALAC position to replace Veronica Cretu from Moldova. I think Internet users of Eastern Europe are underrepresented in ALAC and ICANN, and gender and regional balance is extremely important for effective functioning of global multistakeholder organization. On other side, Eastern European users lack knowledge and understanding of ICANN activity and concept of multistakeholderism, and I and my organization do our best to fill this gap. I am founder and director of iNGO “European Media Platform” with head-quarter in Kyiv, Ukraine (since 2010). As a journalist and media expert in the past, I covered activity of the Council of Europe and was the member of the Group of Specialists on Human Rights in the Information Society (MC-S-IS) of the Council of Europe Steering Committee on the media and new communication services (CDMC). In 2006 I was invited by the Council of Europe as a journalist to cover first Internet Governance Forum in Athens, and saw huge potential of new (for me) domain – Internet Governance and multistakeholderism. And in 2010 I initiated IGF-UA and since that time I am a member of IGF-UA Steering Committee (in 2016 we had IGF-UA VII with ICANN as co-organizer). Actively participate in Southern-Eastern Dialogue on Internet Governance (SEEDIG) and EuroDIG, organized several workshops at global IGF. Member of Working Group on National and Regional Initiatives on Internet Governance (NRIs). In 2010 my organization became At-Large structure, and I was elected as EURALO Secretary (for two years). Actively participated in ICANN IDN Variant TLD Group of Experts (Cyrillic script), now member of ALAC Board Member Selection Process Committee (BMSPC), EURALO Bylaws Taskforce WG and EURALO Task Force on ALS engagement. Organizer of numerous remote hubs in Ukraine for ICANN meeting, EuroDIG and IGF. Organizer of Safer Internet Days in Ukraine. Participant of NetMundial. Member of At-Large Councils at two Ukrainian governmental structures (State Service of Special Communication and Protection of Information and State Agency on e-government, which is responsible for Internet governance issues in Ukraine). It was our achievement to activate Ukraine representation in GAC (our official representative in GAC will participate for the first time in ICANN meeting in person in Copenhagen). Founder and organizer of international Forum “Media for Information Society”, initiator of multistakeholder Working Group on cybersecurity. In 2009 I graduated European Summer School on Internet Governance in Meissen, in 2010 participated in ICANN Fellowship Program. Graduated Diplo Foundation Courses on Internet Governance. We pioneered to use the term of multistakeholderism in Ukrainian, and translated a lot of materials on Internet Governance into Ukrainian and Russian (among them - Olivier's analyses of WCIT and some articles of Wolfgang Kleinwachter).
