Dear all, First of all, I would like to thank all of you, who supported me (directly or undirectly) - it was really great! I absolutely understand, that I did not do enough to earn this your support, and I will do my best to learn on my own mistakes. Now I would like to go ahead with very pragmatical propositions. And once again a lot of thanks to Manuel for his minutes of EURALO 2013/06/20 Board Meeting ( https://community.icann.org/display/EURALO/EURALO+2013.06.20+Board+Meeting) Existing EURALO Bylaws are far away from perfect. That is why I propose to create (few days ago I wanted to propose to create initiative Working Group, but, after spending hours on our Bylaws, I am ready to propose to create) Advisory Council on new edition of EURALO Bylaws. What we have to change. 1. The provision regarding the beginning of the term of duties of elected EURALO officers. To avoid such situation as present, I proposed to begin term of duties of every elected EURALO officer from the day after the finnishing of ICANN conference, which follows GA. In case, when the position of any officer is empty, the term begins immediately after his or her election. 2. Election af any EURALO officer has to be conducted through voting mechanism. Even if there is no alternative candidates, each EURALO member has to express his or her willing, marking "for", "against", "abstain". 3. Each EURALO ofiicer, entering his or her duties, has to sign "contract" - document with extremely detailed list of his or her duties and rights. Actually, I have some other propositions regarding our future work, but first of all I would like to receive reaction on these my 2 cents) Best regards, Oksana

Discussions at tonight’s Board meeting and Bylaws

Dear all, as discussed and decided tonight at our extraordinary Board meeting after the Lisbon Gala dinner, attached please find a copy of the final version of the EURALO Bylaws. Regarding the question whether the Wednesday’s voting result under Agenda point B 9 b complied with respective Bylaws prescriptions (as some Board members assumed), please see and verify Bylaws article 11.20 For all elections in the General Assembly, candidates shall require an absolute majority of votes of the participating members. If no candidate receives an absolute majority a run-off election shall take place between the two candidates with the greatest number of votes. (I think it’s the one Rudi referred to) And as noted before, the number of votes of the participating members (incl. proxy votes) was 28. It’s now on the members listed tonight (Yrjö, Oliver, Olivier, Jordi and Stefan) to interpret this and related prescriptions and to communicate their conclusions until Friday, 14:00 local Lisbon time – incl. whether further steps need to be taken. Thanks for your advice! I will forward you the list / summary of the EURALO thematic priorities, as discussed and defined under Agenda point C 11 at our Wednesday’s GA, by tomorrow. Proposal to move forward regarding the election of Euralo officers

Hello, Let me first congratulate Wolf for the well organized Euralo GA and all of you for your participation. I can assure you also that Fadi Chehade was very appreciative of the work done and the level of the discussion during the GA. It is important not to loose this momentum. Now we have, to completely finalize the agenda of the GA, to agree on the way to select/elect the Euralo Officers. It is the object of the message now. Since the end of the EURALO GA in Lisbon, a lot of discussions and meetings took place regarding the elections of the officers. I talk with some of you and specifically with Wolf, Yuliya and Oksana. Both of them agree with me verbally on the following proposal and therefore I would like to suggest a way to move forward. If we want to apply the bylaws regarding the election of Euralo Officers we need to refer to the following article 9.6.1 The Chair of the Board, and a Vice-Chair, shall be elected by the Board subsequent to the election of the Board, subject to 9.6.4, from amongst those Board members willing to serve. And regarding the secretariat we have 12.1 A Secretariat, composed of professional individual(s), may be appointed or engaged on a paid or unpaid basis by the Board in order to handle the administrative requirements of the Association. Therefore a meeting of the Euralo Board must be organized ASAP to discuss the issue and finalize an agreement, regarding the election of the officers, as it is the full responsibility of the Board. The Board take as a informal inputs the vote of the GA regarding the secretariat position. The Board vote on the following motion (draft proposition): "Taking into account article 9.6.1 and 12.1 (and other articles) of the Euralo bylaws, the Board decide to appoint As Chair: Wolf Ludwig As Vice-Chair : Yuliya Morenets As (unpaid) Secretariat of the Board : Oksana Prykhodko. The term of office shall last for 2 years." It may need some more legalistic review in the writing ;) I hope it is acceptable by all of you and that the Euralo can move forward. I hope also that the full Board of Euralo will help the 3 (future) officers and get involved in the policy development to have the voice of the European End-Users included as much as possible. EURALO Board Meeting this evening

Dear all, as suggested yesterday during our GA Wolf and me are planning to have face-to-face board meeting. As time here is limited and we are all invited to the Gala Dinner by ISOC Portugal, we are proposing Tod meet there and sit aside for an hour or so. I am fine with either alternative.
