From discussion (transcript is or will be posted), it was clear that this list was a summary of the types of restrictions on free speech found in various national laws. It was clear that this total list was not what ICANN would use to screen gTLDs. Perhaps we may not be happy when we see what ICANN staff finally recommends to the Board, but it is unfair to characterize the list on the slide as such. The title line could have been clearer. Since I am not on all of these LAC, AFRI, APAC and EURO lists, I presume this message will bounce. I would appreciate it if you would forward this to them. EURALO Delhi report:1

Hi all, some of us arrived at ICANN’s 31st meeting starting tomorrow (Monday) in NewDelhi. Present in Delhi are: Annette, Veronica, Desirée, Sébastien, Wolf (we haven’t met Wolfgang so far). Having the opportunity to participate there I intend to send you a short summary from the conference every day. Today we had an ICANN ALAC “One Day” Workshop (Agenda see: https://st.icann.org/alac/index.cgi?10_february_2008 and documents https://st.icann.org/alac/index.cgi?new_delhi_documents) with the following programme: *Briefing /reporting on RALO’s and respective (un-)activities; there seems to be some common difficulties to get started and to contribute in a substantial way to ICANN issues so far. *Briefing/reporting by Working Groups: Whois IDN IPv6 (FRA?) User’s Summit Domain name tasting Alan Greenberg presented a report on the WG (Domain name tasting) outcome showing that this is the only ALAC-WG so far which has already fulfilled its task. *Presentation by Veronica on “What is an ALAC/At Large Working Group at ICANN?” *Afterwards we discussed in 3 sub-groups on Whois, IDN and IPv6 and came up with 3 respective reports (I think Nick will put them on the ALAC-Wiki the next days). *The last part of today’s Workshop programme was a presentation by Kieren McCarthy on Public Participation tools and objectives of ICANN “and how we can use these tools, contribute to future direction and benefit from use of these tools for our desired policy development outcomes”. A complete report of today’s ALAC Workshop will be posted on Feb. 20. For me it was a good introduction to the 31st ICANN meeting – and particularily having had a first opportunity to meet ALAC folks from different RALOs f2f and personally which is helpful for any discussion and participation. Remote Participation in New Delhi At-Large Meetings

Dear All: Since the 31st International ICANN meeting is now just around the corner - the first At-Large meetings start next Sunday - I wanted to take a moment to remind everyone who will not be there in person of the remote participation options that exist for you. Firstly - At-Large meetings will allow you to hear, and be heard, via telephony as per usual. Euralo in Geneva?

Hi, On this list and the January board teleconference there was discussion of having a Euralo board/Paris summit meeting in Geneva prior to the Tues. 26 Feb. IGF consultation. Sébastien put up a Doodle page so we could coordinate on scheduling availability. To date, only five people ( Sébastien, Wolf, Rudi, myself, and Wolfgang, who can¹t meet until the night of the 26th, after the consultation) have gone there to indicate their availability, and there have been no additions made in 14 days. In the meanwhile, there¹s a live discussion on the summit WG list about when and how to submit the proposal for staff/board consideration. It would be good to get clear on how we wish to proceed. As a first step, could we please decide whether we¹re having a meeting in Geneva, and if so when and where and would anyone other than the five people mentioned above be joining? SSAC Releases Advice on Fast-Flux Hosting

Dear All: The Stability and Security Advisory Committee has just released an updated report on Fast-Flux Hosting and the DNS, which can be accessed here: http://www.icann.org/committees/security/sac025.pdf From the introduction of the report: "Fast flux" is an evasion technique that cyber-criminals and Internet miscreants use to evade identification and to frustrate law enforcement and anticrime efforts aimed at locating and shutting down web sites used for illegal purposes. Fast flux hosting is an application of technology that supports a wide variety of cyber-crime activities (fraud, identity theft, online scams) and is considered one of the most serious threats to online activities today. Basic fast flux hosting uses rapid modification of IP addresses associated with a system that hosts a malicious activity to evade detection and take down efforts. This technique is also used to rapidly modify the IP addresses of the name servers that resolve the domain names of the fluxed malicious hosts (this variant is sometimes called NS fast flux). A particularly troublesome variant of fast flux hosting, "double flux", fluxes addresses of both name servers and malicious (web server) hosts. This Advisory describes the technical aspects of fast flux hosting and fast flux service networks. It explains how the DNS is exploited to abet criminal activities that employ fast flux hosting, identifying the impacts of fast flux hosting, and calling particular attention to the way such attacks extend the malicious or profitable lifetime of the illegal activities conducted using these fast flux techniques. It describes current and possible methods of mitigating fast flux hosting at various points in the Internet. Further Information on At-Large Community Input into ICANN Budgeting and Operational Plans

Dear At-Large Community Members: As promised, this is a follow-up to Denise's email about input into this year's budgeting process, forwarded to you 9th January 2008 (You may view this at the ALAC Budget Subcommittee pages at https://st.icann.org/alac/index.cgi?finance_and_budget_committee) . Whilst her email was forwarded to the At-Large community, it may be useful for you to know that the same solicitation of input is being made to the various Advisory Committees and Supporting Organizations (ACs and SOs) as ICANN hopes that all of them will provide their views on this most important subject. As Doug Brent, ICANN's COO, mentioned during his discussions with representatives of the At-Large Community at the ICANN Los Angeles meeting, this budget is being prepared together with the operating plan – this is different from previous years, when the two plans were developed separately. I'm sure you'll agree, this is a real improvement, as it is often difficult to separate operational planning from budgeting. As a result of this, and based upon the timeframe provided by Denise to all ACs and SOs, we are asking all parts of the At-Large community – and especially the RALOs – to provide their views on what the community needs in the coming fiscal years to further develop its ability to grow and provide policy input from the At-Large perspective. We very much hope that the At-Large community also will comment on other areas of ICANN's work that will be detailed in the proposed budget and operating plan. In order for your input -- especially on At-Large's operations and budgets -- to be fully considered, please use the following schedule, which takes into account the schedule provided by Denise in her email: 1 March 2008 – Initial deadline for input on At-Large activities, for input into the draft budget and operating plan for its first first round of consultations. March 2008 (approximately) - First round of consultations with all stakeholders on the first round draft budget. Late April (approximately) – A second round budget and operating plan is produced for second round comments from all stakeholders, incorporating comments received from the first round. May 15 (approximately) – Second round comments from At-Large are needed not later than mid-May. June – Board of Directors to vote on budget and operating plan. ICANN Staff soon will be providing a draft budget and operating plan to act as a starting point for discussions, and there will be opportunities to discuss the subject during the New Delhi meeting. As to the modalities of providing input from the At-Large community, there is no 'magic' formula or format for providing input. This is important as we would not want to inadvertently create processes which have the unintended consequence of reducing the ability of every ALS to comment on anything related to ICANN, budgeting and operational planning included. Input provided can be detailed or general, and it can come from the RALOs, the ALAC, or even individual ALSes. All submissions received will be carefully considered. Please send your comments **on At-Large-related activities ONLY** directly to staff(a)alac.icann.org. You, of course, should feel free to make your views known to your RALO colleagues and to the ALAC members. A general public comment list will be opened soon to accept input on any aspect of ICANN's proposed operating plan and budget.
