Call for Candidates: CCWG Auction Proceeds

This is a CALL FOR CANDIDATES in the At-Large Community for the ICANN Cross Community Working Group (CCWG) on New gTLD Auction Proceeds. The new generic top level domain (gTLD) Program established auctions as a mechanism of last resort to resolve the competition sets between identical or similar terms (strings) for new gTLDs Currently the fund contains over $230 million dollars (note that $132 million of this is related to an auction that is being disputed). The CCWG is tasked with developing a proposal(s) for consideration by the Chartering Organizations (those ICANN Supporting Organizations and Advisory Committees that have adopted the CCWG Charter) on the mechanism that should be developed in order to allocate the new gTLD Auction Proceeds. That proposal will then be submitted to the ICANN Board. Note that the CCWG will NOT be deciding on projects to be funded, but rather on the mechanism to be used to allocate funds. MEMBERS As one of the Chartering organizations, the ALAC may name five people to be Members of the CCWG and presuming sufficient qualified candidates, our intent is to select one per ICANN region (based on citizenship as per ALAC membership). Members must commit to actively participate in the activities of the CCWG. The estimated average workload will be no less than 3-4 hours per week. This means attending conference calls which will likely last 60-90 minutes per week (some of which will be held at inconvenient hours to accommodate world-wide participation) and mailing list participation. Past CCWGs have also formed sub-groups to divide the work. If this CCWG does so, that might increase workload. The total length of engagement is likely to be at least 1 year. The CCWG, any sub-groups it forms, and its mailing lists will all be conducted in English and all Members must be sufficiently fluent. There will be a Working Group within At-Large which will support our five CCWG Members, and all Members are also expected to participate in that WG as well. Members will also participate in any At-Large briefings and Webinars on the subject. Those interested in applying to be formally appointed to the CCWG Auction Proceeds by the ALAC should submit an Expression of Interest (EoI) including: * A resume (maximum three pages) * A statement explaining why they are interested in serving in this capacity and what skills or background they have which will help them in this CCWG. * A Declaration of Interests indicating any potential or actual conflicts. * A declaration that they can devote the time needed to participate in the CCWG and the associated At-Large WG activities. * Agreement that prior to the formal selection by the ALAC, they will attend CCWG meetings (see IMPORTANT NOTE at bottom of this message). CO-CHAIR The ALAC may also name a Co-Chair of the CCWG and the ALAC has indicated that it intends to do so. Applications are also invited to be the ALAC Co-Chair of the CCWG. The Co-Chairs play an administrative role only and do not participate in the substantive discussions of the CCWG. The time commitment of the Co-Chair is expected to be larger than that of a CCWG Member. Co-Chairs should have experience in chairing meetings and managing multi-cultural, diverse and potentially difficult groups. The EoI for Co-Chair should include all of the items required for Members. PROCESS All EoIs must be sent to staff(a)atlarge.icann.org by Sunday, 22 January 2017 at 23:59 UTC. All applications will be reviewed in confidence by the ALAC Appointee Selection Committee (AASC) which will make recommendations to the ALAC on who to appoint. Based on an initial review of the EoI, a telephone/Skype interview of the candidates may be conducted by members of the AASC. IMPORTANT NOTE: The first meeting of the CCWG will take place on Friday, 26 January at 15:00 UTC for 60 Minutes. Having received her resignation email too, I congratulated her on her career success. But Veronica is not leaving our community altogether: she has confirmed to me that she will remain involved in EURALO and following EURALO's work. I wish her every success in the future. In the meantime, I will ask the EURALO Board to decide on the selection of a new ALAC member to fill her seat, with the understanding that time is of the essence, since the ICANN Copenhagen meeting is not far away. Veronica is not the type of person to make a commitment to work with the ALAC and then not deliver on her commitment, so she feels that in good conscience, she must resign. I have notified Olivier Crepin-Leblond, Chair of EURALO and he along with the EURALO Board will decide how to fill the vacancy. Hopefully this will be done with due haste to allow EURALO to be fully represented on the ALAC and in Copenhagen. Dear All, I am very pleased to be able to announce that Evin Erdoğdu has joined the ICANN Policy Team and, among her responsibilities, will be supporting the ALAC/At-Large community! Evin joins ICANN in the position of SO/AC Secretariat Operations Support Coordinator. Evin is based in the ICANN Istanbul office. Evin is a graduate of Boston University where she studied International Relations. She also received a certificate of Distinction in Nonprofit Leadership and Management from Rice University. Previously, Evin worked as a contracted consultant for two civil society organizations in Turkey administering USAID, EU and UN funded development projects in Turkey and Syria and civil society organizations in the United States. Dear All, The ALAC and RALO Members of the Finance and Budget Sub-Committee (FBSC) have now been identified. The tasks of the FBSC include but are not limited to: - Coordination of the annual additional Budget Requests from the ALAC and the RALOs that will be filed to go into the yearly ICANN budget - Drafting of any Statement regarding the ICANN Budget Process - Drafting of any Statement regarding the ICANN Strategic Process - Drafting of any Statement regarding ICANN's Operating plan - Issues involving Constituency Travel Budgets Participants will have all the rights of a Member of the FBSC unless a vote is called for. The work of the FBSC will work by consensus whenever possible. Hopefully next year will be a better one for Europe! ● Summary of the IGF in Mexico from a regional perspective Apart from the fact that this was one of the best organised IGFs, it was a successful meeting for all national and regional IG initiatives (NRIs) as well. NRIs had been given a three-hour main session and while it might be seen a bit of an overload to invite more than 30 speakers, it was a strong signal that the global IGF community recognise the value of independent NRIs. This important session was well organised, thanks to a joint effort between NRIs themselves, the IGF Secretariat, and the MAG. Additionally NRIs met in a coordination session where <https://sustainabledevelopment.un.org/about/dsd/director> Mr Juwang Zhu, Director of Division Sustainable Development, UN DESA was listening to the specific perspectives and challenges NRIs are facing. He was very positive about supporting NRIs in their future work. NRIs are seen as key contributors to the IGF process by bringing up the topics truly bottom up - and in Europe we have the biggest concentrations of NRIs! Unfortunately the EuroDIG proposal for a session at the IGF was not selected for inclusion in the programme, so we decided to invite European stakeholders for some drinks instead and organised a quiz on the occasion of the 10th anniversary of EuroDIGJ. We held one reception together with the <https://www.eifonline.org/> European Internet Forum (EIF) and had the chance to connect with MEP’s which participated in great numbers at the IGF. Another chance to clink glasses was the drawing of the 10 winners of our quiz, where all former EuroDIG hosts dedicated one typical present from their counties. Most former hosts could even hand over the present personally. All gifts found their way to the winners, either during that evening or the day after. The first price went to Zack Coleman from the UK.
