Dear All, The At-Large Review Working Party is calling for comments across the At-Large Community for its Draft Charter: https://community.icann.org/x/CcRYAw. See the At-Large Review background information below. == ICANN Bylaws require independent reviews of its organisationsal effectiveness to reinforce its various accountability mechanisms to the community. The first review of the At-Large Advisory Committee (ALAC)<https://community.icann.org/x/NxAnAw> was held from 2008 to 2012. The focus of that review was on ALAC itself because the Regional At-Large Organisations (RALOs) and their At-Large Structures (ALSs) were newly established and it would have been inappropriate to review them at that time. The current At-Large Review<https://community.icann.org/x/Y5MQAw> is underway. The focus of this Review is to examine organizational effectiveness of the At-Large community, with the focus on the five RALOs and the nearly 200 ALSs. This review is scheduled to begin approximately in April 2016 and be carried out by an Independent Examiner. Involvement of the At-Large community as well as input and participation from the broader community are important components of this review process. As discussed in ALAC Meetings, the Organizational Effectiveness Committee of the Board<https://www.icann.org/resources/pages/organizational-effectiveness-committe…> has requested that an At-Large Review Working Party<https://community.icann.org/x/aZMQAw> be assembled to function as a liaison between the ALAC/At-Large community, the Independent Examiner and the Organizational Effectiveness Committee of the Board to provide input on review criteria and the At-Large assessment, coordinate interviews and objectively supply clarification and responses to the preliminary findings and recommendations. Once a final report is issued and the Board takes action on it, as appropriate, the At-Large Working Party is expected to coordinate with the At-Large community to prepare an Implementation Plan and champion implementation of improvement activities. Provide Your Feedback on the Beta At-Large Website

The beta site testing period will continue through the end of 2015. Your feedback is key to the success of the official new At-Large website. During this period, please use the beta site often and test its various features and functions, such as the ALAC advice search, policy topic pages, Google Calendar, and RALO/ALS pages. EURALO Monthly Teleconference follow-up: EURALO Board Selection

Dear all, last week's EURALO monthly call recording is available from https://community.icann.org/x/zrVYAw We discussed the next step for the EURALO Board selection process. The current candidates are listed here: https://community.icann.org/x/arBYAw The list of EURALO Board candidates incl. country of ALS / residence for individuals was reviewed. According to the performance criteria and experiences over the last years, it was suggested and decided to reduce the next Board to 5 members max. and preferably newcomers; Chair and Secretariat are added as Ex-officio but not counted as Board members. (and not included in any quota as given below) *Consensus from all call participants was found on the following:* It was agreed on the call that, *if there are no objections* on the EURALO mailing list within the next 7 days: 1. The size of the EURALO Board will be 5 members, plus ex-officio, the EURALO Chair and EURALO Secretary; 2. There should be a maximum limit of 1 Board member per country; 3. Each EURALO At-Large Structure will be given 5 votes that they will need to cast on 5 people; 4. As is the usual custom in votes involving people, votes will take place by secret ballot; 5. The Board will be selected for a two-years-term; and as a novelty: not performing Board members can be recalled after one year to allow to be replaced by better candidates. The EURALO Board should be balanced but we had no consensus on having direct absolute criteria for geographical (East/Western Europe) or Gender criteria. As geographical and gender balance are important in our region, I ask you to consider these issues when making your selection. On the topic of Board recall, it was suggested that the matter be decided in principle but that the exact circumstances and possibility to replace someone on the Board be decided by EURALO members at a later date. The discussion to make suggestions on this, is open. In the meantime, it was felt that non performing Board members could be replaced in the next election after 1 year. We collectively need to decide what does "non performing" mean. Is this related to the number of EURALO calls missed? IS this related to non action? Please make suggestions. That's all for now. This is a 7 day consensus call that we'll proceed forward on item 1 to 5 if there are no objections to the process which received consensus on the call amongst those present. EURALO BOARD selection

Good evening. Point 4 of the agenda for tomorrow's call is: EURALO Board, discussion of document "Draft selection and performance criteria for EURALO Board members 2015, EURALO relevant rules, and Board election Looking at the referenced document <https://community.icann.org/download/attachments/56145358/Performance-crite ria_Board_Secretariat.docx?version=1&modificationDate=1446572650000&api=v2> Selection and performance criteria for EURALO Board members 2015, I welcome the approval and the enforcement of these criteria. In relation to the Board selection, I note also the comment in the text "Only few Board members have fulfilled such criteria so far". That was exactly my impression, and the reason for me to raise an issue in Dublin. I note also that the Board has not met very often, and has not done very much (this being an understatement). It should therefore not be a big problem to survive without a Board until the matter is settled. My personal opinion, and recommendation, is that: . We stick to 5 members, and we do not open the Board to basically whoever wants to jump in, as done in the past . We apply preference to geographical distribution - i.e. that we appoint a second member from one country only if there are no other qualified candidates from a not represented country . We stick to the performance criteria, meaning that we do not appoint people who have not fulfilled the criteria in the past year (or other chosen reference period) . We recall members who, once on the Board, cease to fulfill the criteria On top of that, it would be good that the Chair assigns tasks and responsibilities to the Board member - I have heard somebody proposing this in Dublin, and I like the idea very much.
