Dear All, Olivier Crépin-Leblond, Chair of the At-Large Sub-Committee on the Selection of Members for the ICANN Cross Community Working Group on Enhancing ICANN Accountability, has requested a call for candidates in the At-Large community for the ICANN Cross Community Working Group on Enhancing ICANN Accountability. On 10 October 2014, ICANN published Revised Enhancing ICANN Accountability: Process and Next Steps<https://www.icann.org/news/announcement-2-2014-10-10-en>, a document that describes the process to examine how ICANN's accountability mechanisms should be strengthened to address the absence of its historical relationship with the US Government and to strengthen its overall accountability and governance processes. The process will be carried out by a Cross Community Working Group (CCWG). A Drafting Team which included two members of the ALAC was convened to propose a Charter for the CCWG. On 05 November 2014, the Charter<https://www.icann.org/news/announcement-2014-11-05-en> was presented and is now undergoing ratification by ICANN's Supporting Organizations (SO) and Advisory Committees (AC). The Charter allows the ALAC to name five people and our intent is to select one per ICANN region (based on citizenship as per ALAC membership). Under the assumption that the charter will be ratified by the majority of ICANN ACs and SOs, the selection of ALAC representatives is now beginning. Members must be familiar with, or be prepared to quickly learn about, current ICANN accountability measures and the earlier Accountability and Transparency Review Team (ATRT) efforts (see https://www.icann.org/resources/pages/enhancing-accountability-2014-05-06-en, Section "Inventory of ICANN's Accountability Efforts"). Members must also commit to actively participate in the activities of the CCWG-Accountability on an ongoing and long-term basis. This means attending conference calls which will likely last 60-90 minutes per week, ongoing mailing list interactions and the ability to travel to any potential face to face meeting, if the CCWG decides to do so. The total length of engagement is likely to be at least 6 months to a year or possibly more. The "At-Large Sub-Committee on the Selection of Members for the ICANN Cross Community Working Group on Enhancing ICANN Accountability" ("Selection Committee") is requesting that interested members from the At-Large Community submit an Expression of Interest (EoI) to staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org> by Wednesday, 26 November 2014 23:59 UTC. In their EoI, candidates should respond to the following: * A resume (maximum three pages) * A statement explaining why they are interested in serving in this capacity * A Declaration of Interests indicating any potential or actual conflicts * Respond to the following questions addressing your ability to carry out posed by the Selection Committee as follows: * (a) Why do you believe that you are in a position to fairly defend end user interests on the ICANN Accountability CCWG? (b) Are you prepared to act as a representative of the ALAC act according to the directions set by the ALAC? (c) Please describe previous roles you have held liaising on behalf of a third party. Call For Volunteers: Join A Generation Panel, Speak Up for Your Language

Dear All, Satish Babu, Co-Chair of the At-Large Internationalized Domain Name (IDN) Policy Working Group, in collaboration with Sarmad Hussain, Senior Manager of the ICANN IDN Program, has requested a call for volunteers in the Generation Panel. Kindly see the details below. ** Speak up for your Language! Join a Panel Today In the past, labels in the Internet's Root Zone could only contain ASCII characters. The rules for creating new top-level domain labels were simple: labels must (i) only be composed of letters in the English alphabet, and (ii) consist of two to 63 characters. All of that is changing now. The future holds a multilingual Internet, where a user from anywhere across the world can navigate entirely in his or her native language. Be a part of this historic change! ICANN is calling for volunteers to serve on one of several panels that will define the rules for generating new top-level domain labels for the script or writing systems for their community. Join a Generation Panel today by emailing idntlds(a)icann.org. Make sure to tell us the language you speak and the script or writing system you want to get involved with. Please help inform and motivate others to join as well. The goal of these panels is to support the use of Internationalized Domain Names (IDNs) by determining what is a valid top-level domain label in each script or writing system. This involves answering three questions: (i) which subset of characters from the various scripts can be used to form a label*, (ii) which of these characters (if any) may be considered confusable or variants by end users, and (iii) what are additional constraints** on these labels? As there is a single Root Zone, all such label generation rules for all the scripts must be merged into a single reference, which is called the Label Generation Rule-set (LGR). The ICANN community has established a procedure<https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> to develop the LGR for the Root Zone. This procedure is divided into three steps: 1. The basis is a subset of Unicode code points which may be appropriate for the Root Zone and called the Maximal Starting Repertoire (MSR). 2. Communities representing various scripts (e.g., Arabic, Cyrillic, Devanagari, Greek, Chinese, Latin, Thai, etc.) are invited to organize into Generation Panels to start from the MSR and propose the label generation rules (which contains the three types of rules defined above) for their respective scripts. 3. The script-based proposals developed by the communities are reviewed by a panel of experts called the Integration Panel. Proposals that meet the criteria in the procedure<https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> are integrated into the LGR by the Integration Panel. The LGR is incrementally built upon until it contains all the necessary scripts. For Step 1, ICANN recently released the Maximal Starting Repertoire (MSR-1)<https://www.icann.org/news/announcement-2-2014-06-20-en>, covering 22 scripts (Arabic, Bengali, Cyrillic, Devanagari, Georgian, Greek, Gujarati, Gurmukhi, Han, Hangul, Hebrew, Hiragana, Kannada, Katakana, Lao, Latin, Malayalam, Oriya, Sinhala, Tamil, Telugu and Thai) and containing 32,790 code points short-listed from 97,973 allowable code points from Unicode version 6.3. Work on additional scripts will be completed soon. Step 2 is now underway; ICANN needs your help in developing proposals to extend the Root Zone LGR to cover each of these scripts. There is a role for everyone: general script community representation as well as volunteers with knowledge of scripts, linguistics, Unicode, IDNA/DNS or policy. Call for proposals now open With some delay the call for proposals is now open and is a core element of EuroDIG's inclusiveness and bottom-up process. Everybody is invited to submit proposals on topics and issues to contribute to EuroDIG's 2015 agenda setting until 31st of December this year. Please use the online submission form available at www.eurodig.org. The EuroDIG core team is always seeking to improve and simplify participation at EuroDIG. After evaluating our previous events, the clustering of themes in our previous compilation of proposals has always been a challenge. The core team decided to try a slightly different approach for this year: In addition to freely propose any topic that you would like to see discussed, you can also propose a topic that might fit in one of the key topics we propose to you. We hope that this new approach might facilitate the task of the programme team to better structure the incoming proposals into a programme schedule. Suggested key topics: 1. Accessibility (Equality / Digital divide) 2. Internationalised Domain Names 3. Human Rights 4. Security 5. Innovation and economy development 6. Other According to discussions in the core team, these key topics may reflect some of the specific challenges and areas of interest to stakeholders also in South-Eastern European countries. 2. New website We start the 2015 EuroDIG process with a new website. Our aim is to provide clear guidance through the EuroDIG participation process and allow everybody to get involved at any time. The website is work in progress. We are still working on some modules and this process will be finalised by the end of the year. Let us know how you like it! 3. Save the date -Public planning meeting on 27 January 2015 in Sofia It is a tradition that the broader European community meets the local community of the host country at the beginning of each year, agrees on the overarching theme and set the scene for the EuroDIG programme of the upcoming year. You can participate personally or remotely. Precise meeting details and agenda will be published timely on the website. 4. South Eastern European round table We would like to take the next EuroDIG in Bulgaria as an opportunity to better involve participants from South Eastern European countries and are planning a roundtable discussion the day before EuroDIG on 3 June 2015. Please fix the date in your calendar and let us know whether you like to contribute to this event. Of course, such a round table needs a significant number of stakeholders from these regions and we are trying hard to raise travel funds. Good evening: Thankyou for this notice, however I beg to demur: 1. I shall NOT volunteer to participate in this process. 2. ICANN is bound by its Articles to respect national and regional law. 3. The 'burden of proof' in this whole area should be overturned: we should not be talking about whether local law should be respected. That is the default. We should be talking about whether and under what conditions national and regional laws should NOT be respected. (if at all.) 4. This matter goes beyond the scope and mandate of the "GNSO Council". In view of the history, that is an inappropriate 'filter'. Please contact whois-iag-volunteers(a)icann.org if you wish to join the IAG. > Background > > In November 2005, the Generic Names Supporting Organization (GNSO) concluded a policy development process (PDP) on WHOIS conflicts with privacy law which recommended that "In order to facilitate reconciliation of any conflicts between local/national mandatory privacy laws or regulations and applicable provisions of the ICANN contract regarding the collection, display and distribution of personal data via the gTLD WHOIS service, ICANN should: > Develop and publicly document a procedure for dealing with the situation in which a registrar or registry can credibly demonstrate that it is legally prevented by local/national privacy laws or regulations from fully complying with applicable provisions of its ICANN contract regarding the collection, display and distribution of personal data via WHOIS. > Create goals for the procedure which include: > Ensuring that ICANN staff is informed of a conflict at the earliest appropriate juncture; > Resolving the conflict, if possible, in a manner conducive to ICANN's Mission, applicable Core Values, and the stability and uniformity of the WHOIS system; > Providing a mechanism for the recognition, if appropriate, in circumstances where the conflict cannot be otherwise resolved, of an exception to contractual obligations to those registries/registrars to which the specific conflict applies with regard to collection, display and distribution of personally identifiable data via WHOIS; and > Preserving sufficient flexibility for ICANN staff to respond to particular factual situations as they arise". > The ICANN Board adopted the recommendations in May 2006 and the final Procedure was made effective in January 2008. Although to date no registrar or registry operator has formally invoked the Procedure, concerns have been expressed both by public authorities as well as registrars and registry operators concerning potential conflicts between WHOIS contractual obligations and local law. > Given that the WHOIS Procedure has not been invoked and yet numerous concerns have arisen from contracted parties and the wider community, ICANN launched a review as part of the Procedure. The review was launched with the publication of a paper for public comment on 22 May 2014. The paper outlined the Procedure's steps and invited public comments on a series of questions. The body of public comment was analyzed by ICANN staff, and the proposed next step is the formation of an IAG to consider changes to how the Procedure is enacted and used. ICANN staff found common themes among some of the suggestions in the public comments, which may allow for changes to implementation of the Procedure in line with the underlying policy. > On 22 September 2014, the GAC noted [PDF, 55 KB] that the issues around the WHOIS Conflicts with National Law Procedure warrant further time and attention, as they touch on significant public policy matters associated with national laws and the legitimate uses of WHOIS data.
