ATLAS II Events - Breakout Session Information and Requests

Dear All, Please find below a note with requests sent on behalf of Evan Leibovitch and Wolf Ludwig, ATLAS II Events Program Coordinators. ** Dear All, As noted earlier, At-Large participants at the Singapore meeting met five times to discuss At-Large Summit II (ATLAS II) preparatory questions such as logistical issues and thematic priorities and questions for the forthcoming At-Large summit in London. Among the items discussed, the group reviewed the inputs of the ATLAS II Event Working Group in detail by comparing it with the ATLAS II Survey results. After a very dynamic on-spot discussion, the topics of the thematic priorities were amended. This selection takes into account the overarching ATLAS II theme, recent key announcements within the Internet eco-system, and earlier survey results. Please find below the modified list of 5 thematic topics, which will be discussed within a series of breakout sessions during the summit. As next steps in our proceeding we agreed to send this Solicitation Letter to the Event WG and other interested members who were present in Singapore. Subject Matter Experts will lead and coordinate session content and output. In discussions in Singapore, several At-Large community members were proposed: 1. The future of multistakeholderism - Adam Peake 2. The globalization of ICANN - Rinaliah Abdul Rahim / Roberto Gaetano 3. Global Internet: The User Perspective - Jean-Jacques Subrenat 4. ICANN Transparency and Accountability - Avri Doria / Hong Xue 5. At-Large Community Engagement in ICANN - Olivier Crépin-Leblond / Mike O'Connor Any community member who is interested to contribute to one of the break out subjects above and being a member of the respective session organization group is welcome. Please let us know your interest and favoured topical group until Sunday, 13 April 2014. Thanks Aida for this extensive juridical deliberations and evaluations on the case. But IMO, there is a crucial *political* consideration - at least equivalent - as well: Data protection was always ab/used as a "necessity" to combat crime and delinquents by law enforcement and law makers whereas the question or principle of proportionality was always or systematically neglected (in an always ludicrous manner: Don't worry, if you have nothing to hide etc.). While a general suspicion (Generalverdacht) of the broad population was always considered or understated as sort of "collateral damage". Or: The end justifies the means. Over and out! Civil rights activists have verified related data of the German Federal Criminal Police Office (equivalent to the FBI) by concluding that data retention contributes to the crime clearance rate around 0,006 per cent at maximum -- see http://www.vorratsdatenspeicherung.de/images/stellungnahme_vorratsdatenspei… (page 31 pp -- unfortunately in German only but substantiated). So much on large scale data retention vs. proportionality vs. effectiveness! IMO, it's the merit of the European Court esteeming the broader picture and consequences (on fundamental rights) and not only juridical aspects and arguments from law enforcement. Dear Jean-Jacques and all, (let me Cc the EURALO list to this) thanks a lot for pointing to this yesterday’s European Court decision with various and important foreseeable impacts – “regarding the protection of Internet user rights and privacy”, as you mentioned. As EDRI affirmed yesterday: “After eight years, this affront (data retention) to the fundamental rights of European citizens has finally been declared illegal. Eight years of abuses of personal data and eight years of reassurances from EU Member States and the Commission that the measure was legal …” Various among our German ALSes (DigitalCourage, Network New Media, Vereinigung Datenschutz etc.) pointed to this abuse and violation of privacy rights since years while the public was mislead until this superior court ruling. As an example, Germany didn’t transpose this EU Directive 2002/58/EC into its national legislation so far and was sued by the European Commission for “non-compliance with EU rules”. Now the EU Commission and most member states have to do their home work for respecting this European Court decision (life can be cruel ;-) Besides Europe, this court decision impacts IMO also ICANN incl. recent discussions in Singapore (and before) whether or to what an extent European registrars have to comply with and exert ICANN rules clearly violating European privacy standards – particularly after yesterday’s court decision? ....when I see this thread I don't know why Robin Crawford comes top of mind...... To my mind the issue is moreso about culture than any one voting member. ICANN is an American corporation; shorthand for saying it is acculturated in a specific way. Its world view, decision model and management practices springs from a certain philosophical base. In this framework certain interests are inherently constrained. Some sentient ones understand this and so now, some moves are in play to address this. Time will tell whether they are fit to purpose or not. In a paper submitted to NETmundial <http://www.coactivate.org/projects/campaign-for.nyc/blog/2014/03/08/260/> we addressed the question of suffrage in ICANN's governance processes. We look at voter eligibility at ICANN today and draw a parallel to America in 1787 when the 3% of the population was eligible to vote: basically large farm owners (no blacks, women, or poor). Our paper proposed that we take a first step in extending suffrage at ICANN by reverting to the selection of 5 board members by the At-Large Structures, one member per region. Let me reiterate, this is "a step" with more suffrage extensions required. Hi Evan I agree with your point re: a common agenda of specific policy issues being key to past successful dialogues. And we could indeed try to focus that way again if one wants. But actually I was responding to Wolfgang’s broader point about how user-oriented groups are institutionally siloed and whether some sort of pan-ICANN coordination could be feasible. Of course, that At Large is not only noncommercial users and is declaredly not a civil society network per se presents some complications there, but it still could be an element, if not the singular focus, of an agenda for a joint session.
