Dear all, as Olivier has indicated below, Patrick Vande Walle - the current SSAC liaison - unfortunately does not wish to be nominated for reappointment in this position. At this point, I would like to dearly thank Patrick for all his long-lasting commitment and all the excellent work he has done to serve our community in different functions and ICANN in general! He is one of EURALO’s outstanding assets and his expertise was always much appreciated. For the open ALAC - SSAC liaison to be filled I would like to nominate Lutz Donnerhacke who is another proven expert in security issues from EURALO and an active member of our community. And I am sure Lutz will represent ALAC appropriately in this function. EURALO ALS application from TaC-Together against Cybercrime

Dear all, as you may have noticed, some weeks ago we received an ALS application from a French organization Together against Cybercrime (TaC), an NGO some of us know for some years – particularly its representative Yuliya Morenets. TaC was already involved in various events like EuroDIGs and IGFs (Vilnius 2010 and Nairobi 2011) and has a copious consulting and working experience with the Council of Europe. In the meantime, the usual Due Diligence procedure was conducted by Veni Markovski and Heidi Ullrich (At-Large Staff) and the DD form was forwarded to us. According to the regular procedure, we are now asked for our regional advice on this application and whether or not our members believe TaC should be accredited/certified as a new ALS at EURALO. Attached please find the DD form for further verification. As mentioned before, our Secretariat Oksana Prykhodko and I are recommending approval for this application. If no questions or objections are raised on this list until Sunday evening, 16 October 2011, this application will be considered as approved by EURALO, and we will advice At-Large Staff and ALAC to proceed in this direction and decide on this application. Dear Olivier: Allow me to forward to you, and to EURALO, a few preliminary comments on the draft ALAC statement. When I have had time to review all the references, including ATRT and Boston, I may post an appropriate comment to the formal ALAC List: Naturally, the broad intention of the proposed ALAC comments is positive and should be supported. However: 1. The text addresses the question of Board remuneration. It does not address the Conflict of Interest issues. 2. I am not comfortable with the text to the effect that: << ... the Chair being compensated at some multiple of the standard Directors' amount.>>. The primary objective should be that all Directors may be full-time and must be independent of their past or present employers, or constituency. To that effect, the level of Director compensation should be quite significant. Then, if the Chair is to be compensated by "some multiple", that might give rise to excessive amounts, unless it is made clear that the "multiple" may be a fraction (e.g. x 1.75). The election of the Chair of the Board will be delicate enough, without adding the incentive of disproportionate financial gain. 3. As matter of drafting, the two paragraphs that begin "Compensation of directors ... " are identical, and do not reflect that the second version has been "slightly reworded." Dear all, I would like to support application of Together-against-Cybercrime (TaC) from France. I met Julia Morenetz during first EuroDIG in Strasbourg, and since that time we have extremely active and useful cooperation. Together with Lee Hibbard Julia helped us to organize first EuroDIG remote participation hub in Ukraine, she participated in the First and Second Ukrainian IGF. Julia was born in Ukraine, but now she is an expert of the Council of Europe and European Commission. Such unique experience provides her with better insight of twists of Ukrainian legislation and regulation in IG. And we hope to use Julia's experience in self-regulation, especially on the local level. Best regards, Oksana
