Thank you. jeanette Greetings, The OECD (Organisation for Economic Co-operation and Development) is currently preparing its 10th Ministerial Meeting on ÂThe Future of the Internet EconomyÂ, which will take place in Seoul, South Korea, June 17-18 2008. APC and the Internet Governance Project, together with the 'Public Voice', is working with the OECD secretariat to increase participation of Civil Society groups in shaping the agenda of the Ministerial meeting and in organising a one day stakeholder pre-event on June 16th 2008. This message contains general background information about the OECD and the 10th Ministerial meeting, and some of the opportunities for civil society participation. A second message will soon follow, outlining these opportunities in more detail, include some of our preliminary thinking about priorities for civil society engagement with this process, why we think you should get involved and how you can get involved. The OECD Ministerial Meeting aims to formulate guiding principles and policies for the future development of the Internet economy. Recognizing that the world depends to a growing degree on the Internet, the goal is to help governments establish policies responding to new developments and concerns arising from the changing role of the Internet in our society and economy. The Ministerial meeting will be preceded by a day of Âstakeholder foraÂ on June 16 2008, to give an opportunity to civil society and the business sector to present their viewpoints on the future development of the Internet economy. The OECD Ministerial Meeting offers a broad international public space to discuss the economic and societal implications of the emerging information economy. Civil society groups active in the area of information society related issues should use this opportunity to network among themselves and collectively express their visions on guiding policy principles for the development of the Future of the Internet economy. About The OECD ============= Membership in the OECD includes the majority of European countries, Canada, the United States, Mexico, New Zealand, Australia, Turkey, Japan and Korea. The OECD headquarters (the secretariat) is based in Paris. The OECD provides a setting where governments can compare policy experiences, seek answers to common problems, identify good practice and work to co-ordinate domestic and international policies. The OECD engages in policy analysis, data gathering, monitoring, and forecasting in many different areas but in particular for economic, environmental and social issues. In the fields of digital economy and information society, the OECD covers many areas that are of interest to civil society, such as privacy law enforcement, user-created content, network neutrality and gender in ICT employment. Funding Request and Draft Agenda for EURALO Board meeting

Dear Nick, as was mentioned on the list, some of the EURALO board members happened to meet in Meissen at the first European School on Internet Governance two weeks ago. We took the opportunity to informally discuss EURALO issues and how best to get started. Some board and non-board members present (Jeanette, Bill, Wolfgang, Annette and me) thought that the ICANN-Studienkreis meeting planed at the beginning of October 07 (11./12.10.) in Warsaw would offer an almost perfect opportunity to have a first kick-off meeting of the EURALO board. Others on the listserv had previously supported this view as well. We believe that Warsaw offers an excellent – and last – chance this year for the rather newly elected EURALO board and chairs to meet and to get all the working issues and planning 07-08 discussed in a coherent and inclusive way (see attached draft agenda). Furthermore we believe that the attached Funding Request for this board meeting seems to be rather modest and the presumable results of such a physical board meeting will exceed the travel reimbursements and stay-over costs needed (Euro 4,500.00). We would highly appreciate a favourable consideration of our Funding Request and a decision on it in due time to enable the board members to make the necessary (and cheaper) travel arrangements for Warsaw. I fully agree with the summary of our late discussions. Being aware about Jeanette's time constraints I personally would prefer the option of a co-chair. I am pleased to confirm the announcement of our candidature. There is something destructiv or at least polarizing about majority votes, they don't do justice to minorities. How to deal with this situation? First of all, the board needs to become operational, and it needs a chair. If we are lucky, the tasks of the coming months will help us to overcome or at least alleviate some of the cleavages we have seen on this list. Wolf Ludwig and I have talked about the election of the chair and we have decided to run as a duo either with him as chair and me as vice-chair or the two of us as co-chairs. We both have very positive experience with co-chairing. We are not aware that the bylaws would prohibit such a solution. I want to be frank though as I am afraid of over-committing myself. As some of you know, I am going to move to London in early autumn and start a new job. Thus I cannot commit a lot of time to this task in the coming months and I would see myself rather in the role of assisting Wolf and the board with whatever objectives they plan to accomplish. Consultation Open on the RAA

ICANN Starts Consultation on How to Protect Registrants Public, stakeholder comments sought on changes to Registrar Accreditation Agreement 27 July 2007 MARINA DEL REY, Calif.: Increased protection for those registering domain names is ICANN’s goal as it launches consultations on its Registrar Accreditation Agreement (RAA) and the accreditation process for companies who register domains. “I called for the review of RAA and the accreditation back in March, and I’m pleased to be moving into the active consultation phase,” said Dr Paul Twomey, ICANN’s CEO and President. “The need for this review is clear. The current RAA is more than six years old. We’ve seen the number of accredited registrars grow to more than 900. And we’ve seen the incredible difficulties that can be unleashed with the collapse of a Registrar.” The RAA is the contract that governs the relationship between ICANN and its accredited registrars. The current version was put in place in May 2001. The same contract is in place between ICANN and each of the more than 900 accredited registrars (a directory of which can be found at http://www.internic.net/regist.html ). The consultation is looking for ideas and input on amendments to the RAA and the registrar accreditation process in order to provide additional protection to registrants. Previous discussions in the ICANN community has already helped create a number of suggestions for discussion, which are: Incorporating provisions to govern the terms under which a registrar can be sold and continue to retain its ICANN accreditation. Including additional contract enforcement tools offering more options than the current one option – terminating accreditation. Addressing the responsibilities of a parent owner/manager when one or more of a “family” of registrars fails to comply with ICANN requirements. Requiring registrars to escrow contact information for customers who register domain names using Whois privacy and Whois proxy services. Augmenting the responsibilities placed on registrars with regard to their relationships with resellers. Requiring operator skills training and testing for all ICANN- accredited Registrars. Details of these proposals, as well as the consultation process, are available on ICANN”s website at http://www.icann.org/topics/raa/. The consultation stems from ICANN board resolutions made at the San Juan 29th International Public meeting held in June 2007. Those resolutions call for ICANN staff to solicit and consider the input of the Internet community regarding proposed changes to the RAA, registrar accreditation process, and related policies. A complete summary and analysis of community feedback will be made available at the end of the comment period and suggested amendments to the RAA will be posted for further comment. There will be a publicly available assessment of the impact that the input and comment had on the development of the amendments. “These consultations will make sure we have input from the wider community, and help us make the changes needed to protect registrants,” added Dr Twomey.
