Domain Name Tasting

Dear all: Since ALAC, African and European ALSes are all meeting in Lisbon, I'm wondering if we can do some substantive work with respect to the domain name tasting issue. Of course, if one region wants to do more with this than another, that's fine - but it occurs to me we will have lots of experts and staff people around in Lisbon; lets make the most of them. I'd like to ask, in particular, the ICANN Staff Registry Liaison to come and talk, at least with the ALAC but if it is in an open meeting perhaps also with other groups - or separately also with regions - and that conversation could be about registry issues in general with a focus on tasting. Without objection, I'll put a placeholder into the draft agenda of each group for a discussion on registry issues. Dear Committee and European ALSes: I've just spoken to Annette and her cold has become a lung infection - as anyone else who has had one of these knows, the only thing to do is go to bed and stay there, and she's promised to do so. She did ask me to notify the newly-accredited ALSes on her behalf which I shall shortly do. Attn: Europe: She also asked me to ask you to please begin to discuss Lisbon, the MoU, etc in her absence; she'll catch up but wants to rest not worrying about whether or not things are moving forward. European ALS Community Invitation to ICANN Lisbon Meeting

Below please find all the information related to the attendance by the European ALS community at the Lisbon ICANN International Meeting. We look forward to welcoming you to Lisbon! Please read carefully. Dear European At-Large representative: A European Regional At-Large Organization (EURALO) formation meeting will be held in Lisbon, Portugal between [sat before mtg to end date of meeting]. All accredited and candidate At-Large Structures (ALSes) in the ICANN European Region are invited to send delegates to the meeting. The 28th International ICANN meeting will feature tutorials, workshops, and stakeholder meetings on a variety of issues of interest to end-users (such as internationalized domain names and the introduction of new top level domain names), as well as public forums and a public meeting of ICANN's Board of Directors. More information is posted at www.icann.org/meetings/lisbon. There are expected to be a total of two to three sessions of the European ALS Community. The First Session is tentatively scheduled for all day on Saturday, 24th March, with the additional sessions during the ICANN Meeting that will be scheduled in order to allow maximum participation for European ALS delegates in the other ICANN meetings, and any of the sessions of the At-Large Advisory Committee as desired. ICANN is pleased to offer travel support to enable one representative from each accredited or candidate ALS to attend. In addition, remote attendance will be facilitated for those unable to attend the meeting in person. The objective of the European ALS Meeting is to: 1) Finalise a Memorandum of Understanding (MoU) that will be submitted to the ICANN Board of Directors to officially establish the EURALO. 2) Attend and participate in a public MoU Signing Ceremony, with ICANN Officers and stakeholders present, and present the MoU to the ICANN Board; 3) Finalise the Bylaws for the EURALO. 4) Elect the two Regional Representatives of the EURALO to the At- Large Advisory Committee; 5) Elect other EURALO Officers and/or Secretariat as those positions may be defined within the Bylaws; 6) Discuss and agree the policy areas of concern for the upcoming year in relation to ICANN’s remit and a programme of work on the issues. Conference documents, draft proposals, a draft agenda, and details of how to attend remotely will be kept up-to-date on the EURALO Wiki’s Meetings and Events section at Http://st.icann.org/euralo, which may also be reached from www.euralo.org. You may choose an RSS feed from that page which will keep you up-to-date on the meetings – or simply check back often. MEETING VENUE: ICANN is arranging for the meeting room and all technical requirements for those attending in person and remotely. MAIN ICANN MEETING ACCESS: You may register for the main ICANN meeting from the Lisbon meeting page as above, or you may choose to register upon arrival. There is no fee for registration in either case. TRAVEL SUPPORT: ICANN is able to provide travel support and hotel accommodation for one representative of each At Large Structure, and most candidates for ALS status, who have identified themselves as requiring travel assistance, as follows: Airfare, to and from Lisbon; Hotel accommodation at a hotel TBD – for the nights of 23rd to 28th March inclusive; Airport transfers to and from the hotel; Meals from 23rd March dinner to 29th March lunch inclusive (except where a hosted dinner or lunch is provided by ICANN directly) THE FINE PRINT REGARDING TRAVEL SUPPORT: ICANN is committed to helping the community attend events and meetings and greatly values the time and energy that volunteers invest in ICANN, but please remember that we have many ALSes in many regions and we want to ‘stretch’ our travel budget as far as we can – so we rely upon all of you to try to travel affordably. Here are a few guidelines with respect to this meeting: You are free to arrive earlier and depart later if you wish, however, all costs associated with doing so would be your responsibility, including any extra cost of airfare which might result from flying earlier or later. ICANN will pay for the room charges and tax for the hotel on the nights above-referenced, however, you will likely be asked to deposit a credit card for incidentals and meals. Meals charged to your hotel room for the nights covered by ICANN may be reimbursed after attending the meeting by requesting reimbursement (see below for further details). If you incur any costs in advance of approval of your Travel Authorisation Request Form being approved, ICANN will not reimburse these costs. Any reimbursements you request after the meeting for allowable expenses as outlined above will require receipts accompanying an Expense Reimbursement form submitted after you return home, so make sure to save all receipts. ICANN will provide travel support for only one delegate per ALS/ candidate ALS, so additional representatives wishing to attend the meeting would not be able to request reimbursement or travel support – however, those who wish to attend remotely may do so and we encourage remote participation. Air travel will be in economy class unless a special exception is requested and the request approved. If you feel that the length of your trip or some other factor justifies traveling by other classes, make your request to travel-staff(a)atlarge-lists.icann.org. HOW TO REQUEST TRAVEL ASSISTANCE: If you will request travel assistance to attend the meeting, please complete the attached Travel Approval form as soon as possible and email it to travel-staff(a)atlarge-lists.icann.org Please ensure that you fill in estimated costs for all sections of the form, except for the hotel, which costs will be paid directly by ICANN. **Please complete and email this form no later than 26 February 2007 ** After ICANN approves your travel request, you will receive information on how to get your airline and/or train tickets purchased for you from ICANN’s travel agents. Due to the number of At-Large constituency meetings, you will need to allow ICANN travel to purchase your tickets for you rather than purchase them yourselves, unless the best fare/flight combination is unavailable via the ICANN agent – however, your airfare cost if self-purchased will still need to be approved in advance; we advise that those who plan to seek reimbursment for airfare after the fact provide a costed itinerary to the travel-staff(a)atlarge-lists.icann.org address along with the completed Travel Approval Form. ** Please schedule your travel so that you will arrive not later than early morning on Saturday 24th March. Preparing for Lisbon / Teleconference scheduling

Dear European ALS representatives: As has previously been mentioned I will shortly (24-48 hours) be emailing around the information about the Lisbon meeting. However, in the meantime, as previously mentioned, I would strongly suggest that we begin the preparatory work so that we can have a successful outcome and establish the European RALO at last. ALAC Working Wiki now accessible by the public

Good morning all! I'm happy to inform you that the ALAC's recent decision to open up their working SocialText Wiki has been implemented. It can be reached two ways: 1) Directly at http://alac.icann.org, selecting 'ALAC Working Wiki' from the left-hand-side navigation panel; 2) by directly visiting https://st.icann.org/alac/index.cgi?at_large_advisory_committee There are a number of resources currently housed here - meeting agendas in preparation, open items to be discussed by the committee, draft and finalised minutes, and recordings of ALAC teleconferences. Shortly I will be working out a way to allow inbound emailing of comments to pages, so that the community can make suggestions and comments which will appear automatically on the pages of the Wiki. February and March are going to be busy months in the At-Large world, so I thought I'd give you a quick update on the happenings :) NORTH AMERICA Friday, Feb 23rd, Vancouver, Canada - 10:30 – 11:30 am Pacific Standard Time Telecommunities Canada is hosting an open “ICANN Outreach” session at the Pacific Community Networks Association 2007 Summit: Strategic use of ICTs for Communities, Vancouver, February 23-25, 2007. < http://www.2007summit.ca/> Access to the meeting via videoconference over the Internet will be available for those interested. ASIA PACIFIC Wednesday, 28th February - Bali, Indonesia - 0900-1800 Local Time The Asia-Pacific At-Large Community will be meeting in conjunction with APRICOT 2007 (http://www.2007.apricot.net/) to finalise their draft Memorandum of Understanding with ICANN to form the APRALO. Access to the meeting for AP ALSes unable to attend the meeting, which is receiving travel support assistance from ICANN, will be available via videoconference over the Internet. LISBON ICANN INTERNATIONAL MEETING The African ALS community, and the European ALS Community, will both be meeting at the ICANN Lisbon international meeting March 26-30 2007, with their sessions tentatively scheduled to start on Saturday 24th March just prior to the start of the official ICANN meeting schedule. Towards Lisbon: Draft EURALO Bylaws / MoU and Lisbon Meetings

Hello Europe! As has been previously mentioned, the upcoming European ICANN International meeting in Lisbon is approaching fast (March 26-30 - http://www.icann.org/meetings/lisbon/) ICANN would like to provide for the European ALS community to come to Lisbon to finalise - at least - the Memorandum of Understanding between the European ALS community and ICANN and - ideally also - to conclude work on the Bylaws of the RALO. Whilst the Bylaws are in an advanced stage of work, there are still some areas where consensus has not yet been reached. What I would like to suggest to you as a plan of work is as follows: We should have a teleconference of all ALSes in the next couple of weeks to do the following: 1) Identify the remaining areas where work has to be done on the Bylaws; 2) Identify any areas with respect to the draft Memorandum of Understanding which need further review. The outcome of this teleconference will then give us the next steps with respect to both documents, and we can work during the remaining several weeks before Lisbon to further accelerate work, so that we can plan an agenda for meetings in Lisbon which gives time not only to finish the work on these documents but also to talk about the priorities of the EURALO in the coming year, and to work on policies currently under discussion in ICANN which the EURALO wishes to make representations about. I have attached a draft MoU to this email; it can also be found by navigating to www.euralo.org and choosing the RALO Organising Instruments page from the main menu. All European ALSes should have an account to login and edit the Wiki which is now the 'front page' of the euralo.org site (if you don't please let us know so we can get you an account). This draft incorporates the provisions of the Latin America and the Caribbean Islands' MoU, already agreed with ICANN, as well as some additional provisions from the current state of the Asia Pacific regional MoU (in the final stages of negotiation between the community now), and it allows for some of the specific needs identified by the European ALS community in the current draft Bylaws, without prejduging the outcome of some of the provisions in the Bylaws.
