Dear GNSO Council Members; For your information, attached please find a copy of the Formal Petition and Charter of the proposed new City Top-Level Domain Constituency submitted by Dirk Krischenowski of dotBERLIN GmbH & Co. KG. This significant step represents the fourth formal new constituency petition submitted to the Board in the context of the new GNSO Improvements effort. The Staff will soon open a 30-day Public Comment Forum regarding the Petition which will extend into July. Any comments submitted in the Forum will be summarized for the Board's review. I have shared a copy of the attached documents with the Board and will be sending copies to the GNSO Constituencies leaders list as well. I hereby make the motion that is attached and copied below for action in our 10 March Council meeting. Chuck Gomes OSC-PPSC Extension Resolution For 10 March 2010 GNSO Council Meeting Whereas in October 2008, the GNSO Council established a framework for implementing the various GNSO Improvements identified and approved by the ICANN Board of Directors (see - GNSO Council Improvements Implementation Plan <http://www.icann.org/en/topics/gnso-improvements/gnso-improvements-impl ementation-plan-16oct08.pdf> ); Whereas that framework included the formation of two Steering Committees - the Operations Steering Committee and the Policy Process Steering Committee - to charter and coordinate the efforts of five community work teams designed to develop specific recommendations to implement specific aspects of the improvements; Whereas the Council intended the charters of the committees (and their attendant work teams) to be temporary and not to extend beyond the 2009 annual ICANN meeting without specific action by the Council; Whereas the Council extended the terms of those committees until the Nairobi ICANN meeting ("the end of ICANN's first general meeting in 2010") to allow the GNSO community implementation recommendations work to continue (see - https://st.icann.org/gnso-council/index.cgi?24_sept_motions <https://st.icann.org/gnso-council/index.cgi?24_sept_motions> ); Whereas the Council acknowledges the hard work of those work teams and notes that those committees and their teams are diligently continuing their work; RESOLVED, The Council extends the terms of the Operations Steering Committee and the Policy Process Steering Committee and their respective work teams as necessary through the end of the 2010 ICANN annual meeting. The Council directs each work team chair by the end of the Brussels ICANN meeting to identify the specific targets and benchmarks for completing their work and to be prepared to conclude their work as soon as possible but not later than the 2010 ICANN annual meeting. The specific expectations, targets and benchmarks for each team should be shared with the appropriate Steering Committee Chair and the Council by 15 April 2010.

Final version of VI charter

Councillors, As I indicated during our last call, the VI charter DT had set itself today as a deadline for coming back to the Council with a final version of the charter. I am please to report that the group has been able to meet this deadline. Please find attached the charter proposal for your consideration. I would like to point out that although the DT did manage to reach consensus on most points of the charter, this was not the case for objective 5. As you will be able to see from the attached document, one wording of this objective got numerical preference, but there was not unanimous agreement. Alternative versions that were suggested are therefore also included as footnotes in the document that the DT is sending to the Council today. On behalf of the DT, I apologize for not being able to present a completely final document, but doing it this way seemed the only way to reach today's deadline. It will therefore now be up to the Council to decide if the charter should be adopted as-is, or with modifications to objective 5. Thanks, Stéphane
