Domain Name Marketplace Workshop -- Council and constituency members' participation strongly encouraged

Your participation in the Domain Name Marketplace Workshop, scheduled for 9:30-12:30 on 27 June in the Salle des Ministres, is strongly encouraged. The workshop will enable ICANN stakeholders to share information about changes and trends in the domain name market. Specifically, it was organized to: provide additional information on the numerous ways value is derived from domain names and how the domain name marketplace has changed in recent years; answer questions about the appropriateness of some of these activities; and help ensure that policy decisions and potential contractual amendments are made with an understanding of the broader impact that such changes may have on market activities. The proposed agenda is posted at <http://icann.org/meetings/marrakech/dn-workshop-27jun06.htm>. Audience members will have opportunities to raise issues, ask questions, and interact with the panel. Statement of Interests I am the Director of Research and Innovation for Tucows Inc., an ICANN accredited registrar and internet services vendor. Tucows is a minority shareholder in Afilias LLC, with roughly an 8% shareholding. Neither Tucows, nor I, is in possession of, nor have access to Registry Sensitive or Registry Proprietary information as defined by any relevant registry operating contracts as a result of this relationship. Tucows provides consulting and application hosting services to other registrars and internet services providers. Jones, the Registry Liaison Manager, has brought to our attention that ICANN has posted three requests on the ICANN website: http://www.icann.org/registries/rsep/submitted_app.html. In addition, an RSS feed to this page was added yesterday, 28 September 2006, so that members of the community who are interested in new registry services can subscribe to the feed to receive notification of new postings. Please note that the public comment period for the Tralliance request runs until 18 October, and any public comments: tralliance-comments(a)icann.org that are received may be considered by the Registry Services Technical Evaluation Panel. http://forum.icann.org/lists/tralliance-comments/ Their report on the Tralliance proposal is due 2 November. [To: council[at]gnso.icann.org] Dear All, Ahead of the GNSO Council minutes, Council passed the following motions at its meeting on September 28, 2006. 1. The GNSO Council resolves: a) To instruct the PDPFeb06 task force to continue its work, to appoint an interim chair b) To instruct staff to propose a work schedule in agreement with the interim chair and Task Force this week and carry it out c) To ask the General Counsel within 14 days to list all ICANN agreements sections on consensus policy d) To ask the General Counsel within 14 days to compare and contrast the PDP06 Terms of Reference with the so –called “picket fence” consensus policy areas and provide a without prejudice assessment of likelihood of in or out of scope indicating uncertainty as necessary. Passed by acclaim. 2. The GNSO Council resolves: To request the Board to delay any decision on the .biz .info and .org agreements until the ICANN Board meeting after the Sao Paolo ICANN meetings 2006 and to take into account the current outcome of the PDPFeb06 task force at that time. Roll call vote. The motion passed. 11 votes in favour, 6 votes against, (Kiyoshi Tsuru dropped off the call at the time of the vote) 3. The GNSO Council resolves: To direct staff to begin information gathering, to conduct research and combine the background and historical information that would be necessary to review the policy development process and then make eventual changes to that process. In preparing this language our goal was to attempt to meet the GNSO's needs, while not (inadvertently) requiring the Board to post every consulting contract or grammar correction to a registry agreement, etc. This proposed new Bylaws provision would require ICANN to notify the GNSO Council and allow for at least a 21-day public comment period before approving any GTLD (sponsored or unsponsored) registry or registrar agreement that is substantially different from other past ICANN agreements: > "With respect to any proposed GTLD registry or registrar agreement > that includes material contractual provisions that substantially > differ from other past ICANN agreements, ICANN will notify the GNSO > Council and post the proposed agreement with a public comment forum > on the ICANN website at least twenty-one days (and if practical, > longer) prior to any final approval of the agreement."
