Hello Paul, At the last Council teleconference, a question was raised regarding the follow-up to the last Board resolution on WIPO from the KL meeting. The GNSO Council wishes to know what recommendation the ICANN staff will be making to the Board for the meeting in Cape Town. Resolved [04.61], that the President and staff should proceed to investigate and analyze the Working Group's Report and the General Counsel's advice on the legal aspects of the relationship between ICANN's mission and the 21 February 2003 WIPO letter. Resolved [04.62], that following the investigation and analysis, President and Staff should produce a recommendation to the Board before the Cape Town Meeting, so that the Board may make its decision on the WIPO II recommendations during that meeting." Hello All, Thank you for the nomination from Marilyn Cade, seconded by Ross Rader and Demi Getschko. I accept the nomination. If re-elected I will continue to work towards improving the policy development and policy review processes of the GNSO Council. I will also seek to improve the interaction with the ICANN staff on issues such as support for policy development, as well as the processes necessary to ensure compliance with new policies, and measurement of the outcomes of new policies to allow effective review. Glen, I've changed my flight so I can be there for the meetings early for council. I'll be at the venue hotel although, given how expensive it is, I may start out elsewhere and only move over for the days of the INCAN meeting. Can I call you for advice on this, since you were checking to see if the venue hotel is available, for an early arrival? I agree that it is important to have a council meeting focused on administrative issues. We should probably make this a key part of our planning in the future. . As usual, I'm funding the travel expenses, but I was able to work out a fairly agreeable change on my airfare, so the change wasn't too inconvenient. Dear colleagues, I have informed ICANN's secretary that I'm resigning from the role of ALAC's GNSO council liaison effective immediately. The main reson for this step is that I believe an effective GNSO liaison ought to be able to participate in the Council's physical meetings, in private meetings, in hallway conversations. An effective GNSO liaison ought to be ALAC's face, as far as the GNSO is concerned. This is impossible without attending physical ICANN meetings. I wasn't in Kuala Lumpur due to a conflict with other travel, and I'll again be in the US when ICANN is meeting in Cape Town. This means that I can't, at this point, do the liaison's job properly. I wish the GNSO in general, and Council in particular, luck and success in devising policies that truly take into account the interests of all parties affected -- including those of individual Internet users.
