Final Report - Temporary Specification for gTLD Registration Data Expedited Policy Development Process Phase 2

Hi all, I am glad to submit for GNSO council consideration the final report for Temporary Specification for gTLD Registration Data Expedited Policy Development Process Phase 2. I would like to highlight that a request was made by several groups for late submission of minority statements, 24 August. Those minority statements will be attached to the report and a revised version published. We will introduce during GNSO council meeting the policy recommendations and different positions. I would like to thank again the EPDP team members, staff colleagues and former EPDP team chair Janis Karklins for the work done. I want to emphasize that I did that assessment based on direct input from the groups and with my understanding of GNSO WG guidelines. I attached the final report which includes the consensus designation and all minority statements received till now. I will send in the coming hours the report to the council and I will add details in my communication about deadline extension for the minority statement as requested. For those who want to add their minority statements, the deadline is the 24th August and the report will be revised regularly to attach them and note sent to indicate the revision. I want to thank you all for the work done and deliberations in the 2 years between phase 1 and phase 2, during the too many and long conference calls or F2F meetings or small teams and legal committee (Berry got the correct numbers about the hours spent!). I would like to thank the support staff for their tireless help and work, making this process smooth as much as possible. I want also to thank Janis as he chaired most of the phase 2 and facilitated the process. I know that all of you made sacrifice in term of time and efforts and it is important to reach closure. A brief description of this Webinar During this webinar, the Guest Speaker will take participants through a brief overview of the New Generic Top-Level Domain (gTLD) Program, and suggest answers to 4 key questions around the topic of 'New gTLD Rounds and Subsequent Procedures’: * How does New gTLD Program impact end-users? * What are Subsequent Procedures? * Why should Subsequent Procedures matter to end-users? * What’s next with Subsequent Procedures - a new round of New gTLDs? Although introductory in nature, the Guest Speaker will attempt to touch on the end-user connection to selected sub-topics for which policy development is taking place within the GNSO New gTLD Subsequent Procedures Policy Development Process Working Group. Thus, this webinar is not only suitable to those who are less familiar with the New Generic Top-Level Domain (gTLD) Program in general, but it will also provide an opportunity for more seasoned ICANNers to reaffirm or reacquaint themselves with why and how Subsequent Procedures matter to the At-Large community. About the Guest Speaker Justine has been an active member of the New gTLD Subsequent Procedures PDP Working Group since 2016. In December 2018 she was appointed to serve as the At-Large liaison for that PDP Working Group, as well as one of 5 At-Large regional members for the subsidiary Work Track 5 on Geographic Names. In addition, Justine is an established member of the At-Large Consolidated Policy Working Group (CPWG) to whom she makes regular presentations on Subsequent Procedures and in the process, she has produced a collection of resource materials on Subsequent Procedures for At-Large capacity building and consensus building purposes. More recently, as a panelist on the ICANN68 At-Large Policy Session entitled "New gTLD Applicants: Expanding the Circle", Justine spoke on At-Large's input to policy reforms needed to encourage more applications for niche Top-Level Domains by new, single, and/or community-based applicants in the next New gTLD application round. Justine became a member of the At-Large Advisory Committee (ALAC) following the ICANN 66 AGM in 2019, having been selected by the Nominating Committee to represent the Asian, Australasian and Pacific Islands Region. Call for Volunteers: ATRT3 Final Report Public Comment Response

Dear Councilors, As an action item from the extraordinary meeting on 16 July, a Council small team will be formed to draft a response to the ATRT3 Final Report public comment, which is scheduled to close on 31 July: https://www.icann.org/public-comments/atrt3-final-report-2020-06-16-en If you’d like to help draft the Council response, please let staff know by COB Monday, 20 July. We will help facilitate the document development and provide other needed support. As a suggestion for your consideration, the Council may wish to comment on the following sections in the Final Report<https://www.icann.org/en/system/files/files/atrt3-report-29may20-en.pdf>: * Section 8 – the ATRT3’s high priority recommendation regarding streamlining review cycles; * Section 10 -- the ATRT3’s high priority recommendation regarding creating a community-led entity tasked with operating a prioritization process for recommendations; * Prologue (pp. 5-6) – the ATRT3’s concerns regarding GNSO PDP’s accountability and transparency when considering the EPDP as it relates to data protection (an example of the concern can be found in SAC111<https://www.icann.org/en/system/files/files/sac-111-en.pdf>). Hi all, Julf has notified Council leadership that he intends to step down as the GNSO Council's Liaison to the GAC. I would like to formally acknowledge and thank Julf for his service in this capacity over the last three years. It is an important and visible role and Julf has represented the GNSO Council and community very well. We will initiate a call for volunteers via the Standing Selection Committee (SSC) and add this to our agenda for Thursday's Council meeting under AOB.
