Meeting with ICANN staff regarding policy development process

Hello All, As discussed during the call, and to help with the selection of candidates with the right skills for the GNSO policy support positions, I would like to schedule a call between senior ICANN staff (e.g Paul Verhoef, Kurt Pritz, Paul Twomey, John Jeffrey) and a small group of Council members that have actively chaired various task forces and committees over the past few years within the namescouncil/GNSO Council. The aim will be to agree on a set of shared expectations for: - the types of tasks to be assigned to the ICANN staff - the respective role of task force members and chairs - procedures for allocating tasks to ICANN staff in an environment where there are often several policy development processes operating in parallel and hence the chance for contention in the use of resources These shared expectations can be documented and shared with the Council as a whole. Please let me know if you would be willing to volunteer to be involved in this process. It is likely that the call would be scheduled towards the end of next week. Regards, Bruce

Council decision regarding WHOIS timetables

Hello All, Just a quick summary of the Council decision. (1) Public comment to be extended to Monday 5 July 2004 - task forces are requested to invite interested parties to participate in a couple of open teleconferences to provide an opportunity for parties to ask questions of the task force and offer input as part of the public comment process (2) Task forces should continue to work internally to further converge their work towards the ideal 100% consensus position. NOTE: All task force members are reminded that in addition to their advocacy role on behalf of their constituencies, they are also responsible for working cooperatively with other task force members to attempt to reach an ideal consensus position on the policy. Task forces 1 and 2 should also attempt to coordinate their work so that their recommendations are consistent. (3) Task forces should identify where further implementation analysis is necessary for some recommendations before they can be finally voted on by Council (4) Reports to be updated by Monday 12 July 2004 Regards, Bruce Tonkin

Welcome back. On other items of business, can we add a brief discussion on the PDP process, timing, requesting an issues report, etc. regarding the further introduction of new gTLDs, and whether it is necessary to have a PDP related to IDNs? The first item has timelines associated with it, as I recall, from the MOU. Could we invite staff to brief us on any separate, but related staff level work related to the policy process for each of those topics. Also, since the ccNSO will be holding its first meeting in K.L. I suggest that we arrange at least a "get acqauinted" session. Should Council also welcome this important step in the creation of the ccNSO Council? Marilyn S. Regarding ICANN staff support positions for the GNSO

Hello All, As discussed during the meeting today, ICANN (the company) will be advertising for two staff positions to support the GNSO policy development process by the end of next week. One is the staff manager position (currently occupied by Barbara Roseman on short term contract). Please advise me if you would like to be involved in reviewing the position descriptions prior to the positions being advertised. Please note that a fast 24/48 hour turn around time would be required for any comments to ICANN (the company). I am expecting the draft position descriptions to be available by the end of the week. Regarding MOU requirements for introducing new gtlds

The potential impact of new TLDs on the Internet root server system and Internet stability; b. The creation and implementation of selection criteria for new and existing TLD registries, including public explanation of the process, selection criteria, and the rationale for selection decisions; c. Potential consumer benefits/costs associated with establishing a competitive environment for TLD registries; and, d. Recommendations from expert advisory panels, bodies, agencies, or organizations regarding economic, competition, trademark, and intellectual property issues. Define and implement a predictable strategy for selecting new TLDs using straightforward, transparent, and objective procedures that preserve the stability of the Internet (strategy development to be completed by September 30, 2004 and implementation to commence by December 31, 2004).
