For your review - updated PDP Templates to facilitate consideration of impact on HR

Dear All, Following the Council’s adoption of the CCOICI’s WS2 Recommendations Report, the staff support team has worked on: “In relation to 3 (Framework of Interpretation for Human Rights), the GNSO Council directs GNSO Staff Support to work on a proposed implementation of the recommendations, consulting relevant community experts as needed. This proposed implementation is to be reviewed and approved by the GNSO Council before implementation”; As a result, you will find attached updated versions of: * The request for an Issue Report template; * The Preliminary Issue Report template (proposed updates on page 6-7); * The PDP WG Charter Template (proposed updates on page 2-3), and; * The PDP WG Initial Report template (proposed updates on page 7). Each of these documents have been updated with a set of check-list questions that, as recommended by the CCOIC would provide a lightweight mechanism to assess whether an impact to human rights is likely or expected as a result of the consideration of a specific topic and/or the related recommendations. Flagging potential impact on human rights at an early stage in the process will assist in focusing attention on this topic throughout the deliberations as well as allowing for a more detailed human rights impact assessment, if an impact is expected or established. As you may note, a link is provided to a resource page that is managed by ICANN org where additional materials are available that may aid both staff as well as community in its consideration of the potential impact on human rights (see https://community.icann.org/x/RAPCCw) As further materials are developed, for example, work is underway on an ICANN Learn training on inclusion which is expected to present examples of protected groups, these will get added. It is also important to keep in mind that these documents are templates – it does not prevent further elaboration and/or guidance if deemed necessary either by Council or community working groups. A special thanks to Ephraim Percy Kenyanito for the original input he provided to the CCOICI as well as his review of and feedback on these templates. While we discussed this in DC (albeit briefly), we didn’t sense the need for any specific response from the Council other than to maybe say that we would welcome the opportunity of a seat at the table for an NPOC representative (the only SG/C not currently represented). As it the tradition, the GNSO Council will limit its comments to what is directly a Council concern, and will let its different SG&Cs comment in their own right. With this in mind, can I ask you to review the Google doc referenced above, and indicate by Friday 30 June any concerns you may have with this letter going out? The response deadline to the Board in Friday. Please also ensure your SG/Cs formulate their own response by then if not already done. Strategic Planning Session Action Items - States Updates for #1 and #2

Dear Councilors, Staff recently held one of its regular coordination calls with Council leadership and we identified two action items from the Council’s Strategic Planning Session (SPS) that we collectively consider complete. The first action item is: “Proposed Action Item #1: Organize session with the ICANN Board to exchange information on how planning, management and scheduling of work is done with the objective to enhance mutual understanding and transparency. This would include a presentation by the Council of its Portfolio Management Tools.” Update: During an ICANN Board workshop a few months ago, your GNSO Support staff provided to the Board an overview of the Portfolio/Program/Project Management toolkit that the Council uses to manage its work. The update was facilitated by the Becky and Matthew, the GNSO appointed Board members, and was very well received. So well-received in fact that the Board then asked that a proof of concept be developed to demonstrate how a similar set of tools might look in the context of the Board’s work. The second action item is: “Proposed action item #2: Review current small team practices to determine if there is further transparency that can be introduced in the small team activities without changing the nature of these small teams and/or creating additional burdens for staff and/or small team members. One specific suggestion was to publicly archive small team email lists, like the Council mailing list.” Update: As many of you will recall, a Draft GNSO Council Small Team Guidance document was developed and circulated back in March of this year. Item 4: COUNCIL DISCUSSION - Non-Objection of SubPro Timelines Action Items: 1. Staff to work with Susan Payne to amend the timelines to remove those steps not attributed to the GNSO Council. 2. Support staff on behalf of Sebastien Ducos, GNSO Chair, to submit the SubPro Timelines to the ICANN Board.
