Statement of Interests I am the Director of Research and Innovation for Tucows Inc., an ICANN accredited registrar and internet services vendor. Tucows is a minority shareholder in Afilias LLC, with roughly an 8% shareholding. Neither Tucows, nor I, is in possession of, nor have access to Registry Sensitive or Registry Proprietary information as defined by any relevant registry operating contracts as a result of this relationship. Tucows provides consulting and application hosting services to other registrars and internet services providers. I am not an officer, director, consultant, or employee of any of these customer organizations nor am I specifically involved in providing services to them. Online Workshop Ideas

The key to a successful online workshop is for people to give the same time and attention to the work online as they would give to a face-to-face meeting. We would also need the assistance of the GNSO's Staff members to facilitate the workshop. Here's one conception of what an online work session might look like: Pre-Workshop: Each Council member reads the public comments, constituency reports and submitted papers on the Terms of Reference. (Time estimate 4-6 hours) Monday, Day 1: Each Council member drafts his or her own contribution in response to the various items in the Terms of Reference. To the extent they thought appropriate, councilors could work within their constituencies, or divide work among multiple constituencies, to prepare responses. (Time estimate: 3-4 hours per Council member.) By the end of the first day, council members could either submit their responses to Staff by e-mail or place them directly on a wiki page. Staff would create a web or wiki page for each submission, identifying the Council member or members who worked on a submission. Tuesday, Day 2: Each Council member reads the responses submitted on the previous day and posts questions, comments or responses. (Time estimate: 3-4 hours per Council member.) At the end of the second day, staff updates the web or wiki page for each submission with the questions and comments. Wednesday, Day 3: Council members read all of the questions, comments, and responses, submitted with respect to both their own original submission and all other submissions. Council members revise their original submissions to clarify or modify their original responses. Council members also answer any questions, either in a modification to their original submission or in a separate Q&A section. (Time estimate: 3-4 hours per Council member.) Thursday and Friday, Days 4-5: Staff Work Days. Staff reviews all submissions, questions, amendments, etc. posted over the first three days. Staff looks for common threads, shared values, etc. to prepare a report of agreed items. Staff also identifies areas of disagreement. To the extent that items are contested, Staff tries to identify majority and minority positions. By the end of Day 5, Staff posts a paper summarizing the submissions, identifying areas of consensus and majority and minority positions on contested issues. Most importantly, in the posted paper, Staff suggests possible compromises among various positions on contested items in an attempt to narrow any areas of disagreement. Weekend, Days 6-7: Councilors read the Staff paper. Monday, Day 8: Each Council member drafts responses to Staff paper. The primary purpose of the response is to address any inaccuracies in the Staff report and to respond to any proposals for compromise. (Time estimate: 3-4 hours per Council member.) Tuesday, Day 9: Real-time conference call to review status of work and discuss areas of agreement. (Time estimate: 2 hours) Staff work day following conference call. Wednesday, Day 10: Staff posts final paper, revising it to include corrections submited by Council members and responses to compromise proposals. Thursday, Day 11: Council votes on whether the report accurately summarizes the discussions. If approved, the report is posted on the ICANN and GNSO web pages for public comment. ----------- This sort of online work would take the same level of effort we would give to a three-day work session, with travel, and distribute it over approximately a two-week period. We would each work on our own time and in our own locations, but we would agree to perform the day's designated task within the set 24-hour period. -- Bret

Hello Bret, Thanks for outlining this idea. It might be something for the PDP-Feb06 PDP to consider as it has yet to start its policy considerations. I will also pass onto the WHOIS task force to see if they would like to try something different. The approach does rely on each member of the group actually putting in the work over a sustained period of time. That is always the hard part. I guess each member of the group probably needs to explicitly commit to doing that work. I expect that the approach may work better with some shorter teleconferences mixed in as well. I doubt it will be as effective as some concentrated face-to-face time, but it could be significantly better than the other current approach of mailing lists with infrequent teleconferences to debate process. Policy Development work in Marrakech in June 2006

Hello All, The Marrakech, Morocco meeting is scheduled for: Monday 26 June 2006 to Friday 30 June 2006. We should start to give some consideration to what policy development meetings we should have. We have the option of booking meeting room space for the Saturday 24/Sunday 25 June prior to the start of the Marrakech meeting. I am hoping that the PDP-Dec05 work on new gTLDs will be in a public comment phase on a comprehensive initial report, so we probably don't need substantial policy development time for that PDP. The two other PDPs underway are the WHOIS PDP, and the PDP-Feb06 on contractual conditions for existing gTLDs. The Brussels meeting should be good preparation for PDP-Feb06, so it might be useful to spend one or days on advancing that work. The WHOIS work seems to be inching along as ever - I think it might also be useful to schedule a 1-2 day workshop in parallel with the work on PDP-Feb06 to really see if we can get a proposal for the community to consider on terms of reference 3: "Determine what data collected should be available for public access in the context of the purpose of WHOIS. Determine how to access data that is not available for public access." I note that it appears that the WHOIS policy discussion is now being handled by the media (e.g see recent Wall Street Journal article). I have seen some unsupported conclusions for a future service coming out of the recent vote on WHOIS purpose. The only way to address this seems to be to create a concrete proposal for possible changes to the WHOIS service for providing public access to some of the data that is collected by registrars that can be discussed more rationally with the wider community. In order to be fully transparent, I advise the Council that I am disputing an interpretation by the General Counsel regarding my eligibility to stand for election due to the Nominating Committee service. I have filed an ombudsman's appeal and am preparing a Reconsideration Request. In my view, I am fully qualified, now that I have resigned from the Nominating committee to be a candidate for election. The General Counsel has disagreed with my eligibility status, thus my appeals through the ombudsman, and possibly Reconsideration. I don't mean to clog the Council list with this topic, since that would be inappropriate, but please do let me know of any questions you may have.
