Dear Council members, At the 29 January 2015 GNSO Council meeting, the Council approved the formation of an informal community discussion group to develop a list of issues for consideration during the proposed upcoming review of the IDN Implementation Guidelines. This was in response to a 3 December 2014 letter request from Akram Atallah and ICANN¹s IDN Program staff, asking the GNSO Council and community to provide this feedback. Edmon (cc¹d on this email) has already volunteered for this effort, and I believe that some SGs may be providing volunteers for this group as well. As noted previously, the Guidelines address second-level concerns with IDN implementation, including cyber squatting issues. Do note that this is not a formally chartered GNSO Working Group, the idea being that the specific task would be most effectively accomplished if the community self-identified the list of issues most of concern to them. That said, it would be very helpful if Sarmad (also cc¹d on this email) and staff know who from the community will be collaborating with Edmon to develop the list. As such, please do let us know who in your respective groups and community will be involved, and if there is anything we can do to help advance the discussions. FYI, I am also cc¹ing members of the community who had in previous meetings with the BVWG indicated interest in participating in community efforts relating to IDN implementation, in case they or their groups are also interested in contributing to the pending revision of the IDN Implementation Guidelines. IRTP Self Assessment

Dear Counsellors, As you will recall, on 26 March 2014 the Council, based upon a recommendation from the SCI, approved a questionnaire for Working Groups to conduct Self-Assessments when their work has been substantially finished. After an initial test assessment was conducted with the Thick Whois WG, the first formal survey was recently completed by the members of the IRTP Part D PDP Working Group. A detailed Survey Administrator¹s Report containing data tables, charts, graphs, and analyses has been compiled by an independent consultant and is attached for your review. In relation to the Report, Counsellors may wish to: * Discuss how best to utilize this material in terms of future revisions to the PDP Manual and/or GNSO WG Guidelines; * Discuss whether forwarded to Westlake as input to its on-going GNSO Review. You may want to consider discussing these and any other possible options during your forthcoming Council call on 19 March. Dear Colleagues: Thanks to Avri and Tony for taking the pen on this high-level statement and to Jonathan, James, Phil, and others who have provided additional comments and edits. I think the substance of the statement reads well, and I personally support the statement as currently drafted (including Jonathan and James' proposed edits, as well as the clean-up edits noted by Phil Corwin), which makes clear, as it should, that the statement is coming from the Council and not the GNSO itself. The purpose of the statement is to provide some positive support for the work of the CWG in a context where many appeared to be questioning the extent or effectiveness of the work of the CWG. It was felt that it would be helpful to the CWG (and to the broader community perceptions of the CWG) to have a supportive statement by one of the initiating and chartering organisations i.e. recognising the effort to date. 2. The effect of endorsing the statement is primarily to support the view of the Council in the proper way i.e. instead of the Council simply issuing the statement on its own behalf, the Council appropriately refers the statement to constituencies and SGs. A secondary benefit of reviewing the statement is the ongoing raising of the awareness of the current status of the work of the CWG within the GNSO community such that the GNSO community is in a state of readiness to appraise (and ideally support) the final proposal of the CWG when it does come out. They are an interesting pair of questions in the context of my edits to the original Tony / Avri draft in that I modified the statement to be more of a GNSO Council statement as opposed to a GNSO statement. Arguably, in the former case, the Councillors could simply support the statement and the GNSO Council issue it. Nevertheless, in my view, it is always preferable to have such a statement or similar piece of work referred to the SG / Cs and supported by those SG / Cs. I trust that helps. GAC Communique Review Template

Dear councillors, please find attached a proposed draft template (with examples based on the current GAC advice) of how our analysis of the GAC Communique could look like. The "meat" of our response will obviously be centered on the last column, and this will likely have to be determined on a case by case basis depending on the content of the Communique and its impact on the GNSO.I would expect that this will require some form of inter-sessional discussion with regard to our comments there. Any comments or suggestions are of course welcome. We will also be looking after the first round if this template has served us well or needs further refinement. On 10 December 2015 ICANN announced the opening of the nomination period for ICANN's 2015 Multistakeholder Ethos Award Program. The nomination period will close on 2 March 2015. This award program seeks to recognize long-standing community members who have served in leadership roles in multiple ICANN working groups or committees and demonstrated collaboration with different supporting organizations and/or advisory committees. The Multistakeholder Ethos Award will recognize ICANN participants who have deeply invested in consensus-based solutions, recognized the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community. The nomination period for community nominees closes on 02 March 2015. Please note that the reasons outlining the candidate's merit for the nomination may be as brief or as long as required. Hello All, The resolutions from the ICANN Board meeting on 12 Feb 2014, are available at: https://www.icann.org/resources/board-material/resolutions-2015-02-12-en Key ones relevant to the GNSO include: - approval of the GNSO Policy recommendations for Inter-Registrar Transfer Policy Part D - direction to staff to immediately begin collecting data on the metrics recommended in the Implementation Advisory Group for Competition, Consumer Trust and Consumer Choice Final Report, prioritizing those that are time-sensitive, and where data has been determined to be available - regarding two character second level domain names, the Board directs the staff to proceed immediately as follows: ◾Implement improvements to the process to alert relevant governments when requests are initiated. Comments from relevant governments will be fully considered. ◾For new requests, the comment period will be for 60 days. ◾For requests with pending or completed comment periods, extend or re-open the comment period so that each request will undergo 60 days of comment period in total.
