Possible roles for GNSO vice chair/s

Hello All, Having been in the role as chair for a while, I can see at least a couple of vice-chair roles that would help spread the workload: (1) vice-chair for meetings - work with staff to schedule the various GNSO related meetings at each major ICANN meeting, as well as help plan any inter-sessional meetings (2) vice-chair for operating planning - work with staff to develop the budget for GNSO related expenses to feed into ICANN's annual operational plan/budget - e.g travel costs, as well as work with staff to plan for both staff and GNSO volunteer resources for various projects (task forces, working groups etc) - identify projects that provide efficiency improvements (e.g website updates, new use of collaboration tools, document management systems etc) - maintain a rolling 12 month operational/work plan - ensure we don't over commit projects to the available resources Note that in either case the vice chair would work with staff to essentially prepare documents for review by the Council as a whole, and publish the relevant material in sufficient time to allow Council feedback and discussion at a Council meeting. Note that at various times these roles have existed - but never really formalised. ICANN Nominating Committee Extends Deadline for Statements of Interest to 18 May 2007 30 April 2007 In order to provide additional time for candidates to submit Statements of Interest, the 2007 ICANN Nominating Committee has extended the deadline for Statements of Interest until 18 May 2007 23:59 UTC. Candidates should submit completed Statements of Interest to nomcom2007(a)icann.org. The 2007 Nominating Committee began its work in December 2006 at the ICANN Annual Meeting in Sao Paulo, Brazil, and is actively seeking qualified candidates for the following key positions within ICANN: * 3 seats on the ICANN Board of Directors * 2 members to Generic Names Supporting Organization Council (GNSO) * 3 members of the At-Large Advisory Committee (ALAC) * (from Africa, Latin America and Caribbean and Asia/Australia/Pacific regions) * 1 Country Code Names Support Organization Council (ccNSO) member The 2007 Nominating Committee has received 33 Statements of Interest, 29 of the candidates are male, while 4 are female. 14 candidates are from Europe, 6 are from Asia/Australia/Pacific, 5 are from Latin America/Caribbean, 5 are from North America, and 3 are from Africa. 25 candidates have declared a willingness to serve on the ICANN Board, 12 have declared a willingness to serve on the GNSO Council, 7 have declared a willingness to serve on the ccNSO Council, and 7 have declared a willingness to serve on the ALAC. Please note that some candidates have asked to be considered for more than one position. Those individuals selected by the Nominating Committee will have a unique opportunity to work with accomplished colleagues from around the globe, address intriguing technical coordination problems and related policy development challenges with diverse functional, cultural, and geographic dimensions, and gain valuable insights and experience from working across these boundaries of knowledge, responsibility and perspective. GNSO Council Chair proposed election schedules

[To: council[at]gnso.icann.org] Dear Councillors, The process followed in the past for the election of the GNSO Council Chair has been a call for nominations open for a period of two weeks. All nominations should be seconded by the end of this period, and only GNSO Council members are eligible to make nominations and second them. The voting period is usually open for 14 days. Voting will take place by secret e-mail ballot. Ballots will be sent out individually to each GNSO Council members' e-mail address. The same procedure that has taken place for the ICANN Board seat #13 elections. There will be a total of 27 votes cast and a majority is 14 or more. In case of a tie, there will be a second round of voting. When the e-mail vote is closed, the results will be announced for each council member to check that her/his vote was correctly registered and the results of the e-mail vote will be confirmed at a GNSO Council meeting. All GNSO Council members are eligible to vote, that is, 3 representatives from each constituency, Registrars, gTLD registries, Commercial and Business Users (CBUC), Non Commercial Users (NCUC), Intellectual Property (IPC), and Internet Service Providers and Connectivity Providers (ISPCP) and the 3 Nominating Committee appointees. Liaisons from the ALAC and the GAC do not vote. There are two options for a proposed election schedule. (Option A is the quickest but gives only 1 working day for pre-election discussion before nominations are due. Option B allows for 9 working days discussion which may be better). A. Call for nominations: Tuesday 17 April to Tuesday 1 May 2007 Voting period: Monday 7 May to Monday 21 May 2007. Announce the results 22 May 2007 Confirm the vote at the scheduled GNSO Council meeting on 24 May 2007 B. NOMINATIONS A formal nomination period, for the election of GNSO Council chair for the period 7 June 2007 until 31 January 2008 is now open for two weeks from Friday 27 April at 12:00 UTC to Friday 11 May 2007 ending at 12:00 UTC. All nominations should be seconded and only GNSO Council members are eligible to make nominations and second nominations. Please send all nominations and seconds to: gnso.secretariat[at]gnso.icann.org Nominations and seconds will be acknowledged and posted to the council list. B. PROPOSED SCHEDULE FOR THE VOTING The voting period will be open for 14 days, starting Wednesday 16 May, 15:00 UTC and closing on Wednesday 30 May at 15:00 UTC. C. In exceptional cases where a GNSO Council member has no Internet access during the voting period, a voice vote may be registered with the GNSO Secretariat personally during the voting period, before the vote is closed. FW: Invitation to GAC members and colleagues to participate in GNSO Working Group on Whois

To: Chair, GAC From: Chair, GNSO Council CC: GAC Liaison to the GNSO Dear Janis, On 28 March, 2007, the GNSO Council voted to create a new Working Group on Whois to further develop the recent policy recommendations submitted to the GNSO Council by its Whois Task Force. The Working Group has a tightly focused charter, a 120 day timeline, and is canvassing a broad, representative membership. The Working Group will address recent public comments regarding the policy recommendations, and will take into account the Public Policy Principles on Whois developed by the Governmental Advisory Committee to the ICANN Board. I invite members of the Government Advisory Committee to consider participating in this Working Group, in their own capacities and bringing their government expertise to bear on this work. I also invite and encourage members of the GAC to consider whether their government colleagues in agencies and departments dealing with aspects of the Whois issue, such as law enforcement, data protection and consumer protection, might participate in the group in their own capacities. Participation in this group by government representatives and experts would be warmly welcomed encouraged by the GNSO Council, given the insight and expertise GAC members and their colleagues have to offer. It may also be useful to schedule a call between the GAC and the GNSO working group to discuss the GAC principles relating to WHOIS. I attach for your information the Charter of the Whois Working Group which indicates the work programme and methodology of the group, and provides background information and references. The group will have 120 days to conclude its work and report to the GNSO Council, and is expected to conclude its work 30 July, 2007. The GNSO Council has appointed Philip Sheppard as the Interim Chair of this working group. I would very much appreciate if you could extend this invitation to members of the GAC, and encourage them to contact the ICANN staff member supporting this Working Group, Maria Farrell at maria.farrell(a)icann.org. Whois Working Group Charter - Final version

There has been enormous interest in the Whois Working Group, thanks, in particular, to the work of the GNSO constituencies and the At Large. The group will be convened by mailing list today, and will have its first teleconference next week.
