Dear Councilors, Staff has compiled the list of GNSO Council liaisons to the PDPs, IRTs, standing committees, etc. Updates to this list since the AGM are captured in blue and potentially empty spots are highlighted in red. I use the word potentially for the vacancies as it will depend on how the Council would like to approach two efforts that may be considered atypical to a standalone PDP. Please let us know if we have accurately updated the list. We also welcome your thoughts on whether the IGO Work Track and EPDP Phase 2A need their own GNSO Council liaisons. ODP Concept Paper - Draft Comment

Dear GNSO Councillors: On behalf of the the GNSO Council ODP Small Team, I am attaching a draft comment for Council discussion. When done, the comment will be addressed to ICANN as feedback on the Draft Design Concept Paper describing the Operational Design Phase (https://www.icann.org/en/system/files/files/gnso-odp-01oct20-en.pdf <https://www.icann.org/en/system/files/files/gnso-odp-01oct20-en.pdf>) . We are forwarding this now because ICANN has asked for some feedback as early as the conclusion of our 19 November Council meeting and the Small Team wanted to get this into your hands as soon as possible — even though we, ourselves, are still commenting on the draft. The document has three sections: The draft comment itself Appendix one: a flow chart we developed describing the process as written Appendix two: a set of clarifying questions. We found some ambiguity or gaps in the first published draft of the proposal and thought it would be helpful to the Small Team, the Council and the community if additional clarity was provided. Otherwise we think the document speaks for itself. Give the alacrity with which this has been prepared, if this is sent as the Council comment, we should leave open the door to future clarifications and iteration. The other small team members are: Maxim Alzoba, Tom Dale, Greg DiBiase, Philippe Fourquart, Jeff Neuman, Juan Manuel Rojas, and Tatiana Tropina, who are supported by staff members Steve Chan, Nathalie Peregrine, Mary Wong. Kind regards, Mary, Ariel and Julie ================= Dear Philippe, Pam, Tatiana and the GNSO Council: After more than four years of hard work, on behalf of all the members of the Review of All Rights Protection Mechanisms Policy Development Process Working Group, we present our Phase 1 Final Report for your consideration – and hopefully, approval. In this report, we present 35 Final Recommendations addressing Uniform Rapid Suspension, the Trademark Clearinghouse, Sunrise Period, Trademark Claims Notices, Trademark Post Delegation Dispute Resolution Procedure, and Overarching Data Collection Recommendation. We are delighted that thirty-four of the Working Group’s final recommendations achieved a “full consensus” designation from us as co-chairs; the remaining recommendation achieved “consensus”, and WG members who filed a Minority Statement did not oppose its primary thrust, but had concerns over a single definition. Not a single member of the Working Group raised concerns about these designations of support. We thank the many members of our Working Group for the tremendous energies, efforts, and time they devoted to this herculean effort. We also thank our two Council liaisons over the course of our work, Paul McGrady and John McElwaine, for their dedication and essential assistance. We greatly appreciate the efforts of Mary Wong, Julie Hedlund and Ariel Lang who provided the WG with tireless and expert staff support; as well as Berry Cobb for his analytical expertise. We also thank the ICANN Legal Team and prior Council leadership for making clear that the Expected Standards of Behavior are enforceable, and that adherence to their strictures is a prerequisite for working group participation and success. Promoting ethical and responsible behavior, and mutual respect, is the only way for a diverse working group to engage in reasoned debate and successfully fulfill its Charter responsibilities. Please accept our Phase 1 Final Report for your consideration. We would be happy to meet with you to discuss our Final Report and Recommendations. In addition, given our understanding that Council plans to revise the Charter for the Phase 2 review of the UDRP, we would be pleased to consult with Council and share our operational experience if that would be of assistance in laying a strong foundation for that further inquiry. SENT ON BEHALF OF GNSO COUNCIL LEADERSHIP Dear Councilors, This message is a follow up to the outstanding action item<https://docs.google.com/spreadsheets/d/1-XoWtyYi9UXmfuEUCQNQIVmcE-m9okiWqtD…> for the EPDP Phase 1, Recommendation 7<https://gnso.icann.org/sites/default/files/file/field-file-attach/epdp-gtld…> Small Team to discuss next steps, including, for example: - develop a Council position paper regarding the path forward for expediting the Thick WHOIS review as envisaged by the EPDP Phase 1 recommendation 27; - develop a formal response to the IRT (to be communicated by Sebastien); and prepare communication to the ICANN Board regarding expediting the Thick WHOIS review. The Rec. 7 Small Team currently consists of Marie, Rafik, Pam, John, Philippe, Flip, and Maxim; however, as noted during the last Council meeting, others are welcome to join.
