Update on SG/C volunteers for the Drafting Team on new GNSO rights and obligations under the revised ICANN Bylaws

Dear Councilors, On 30 June, the Council passed a resolution creating a new Drafting Team (DT) to work with staff to: (1) identify the GNSO’s new and additional rights, powers, obligations and responsibilities under the revised Bylaws; (2) develop and deliver a draft Implementation Plan to the Council by 30 September 2016; and (3) as necessary, develop new or propose modifications to existing procedures and structures to implement the revised Bylaws for the GNSO. The Council’s resolution further states that volunteers be those who “can demonstrate reasonable knowledge of or experience with the process of revising the ICANN Bylaws or GNSO Operating Procedures” and that the DT “shall reflect the current composition of the GNSO and as such, the GNSO Council may review the number of volunteers identified”: http://gnso.icann.org/en/council/resolutions#20160630-2. Staff has received the following names from most SG/Cs. We expect to receive the name(s) of the BC representative(s) soon, and we understand that the NCSG Policy Committee is currently discussing which of their volunteers will constitute their final slate. In view of the Council’s discretion with regard to reviewing the DT’s numbers and composition, please feel free to send your comments to this list. FYI-now we are talking about a truly serious endowment fund... Jothan Frakes just posted on Facebook that the .Web last resort auction has concluded and that the gTLD sold for $135 million. The identity of the winning purchaser was not included. If the report is correct, that means that the auction fund has just more than doubled to almost a quarter of a billion dollars, with its use yet to be determined by the ICANN community. Philip S. The package of proposals<https://www.icann.org/en/system/files/files/iana-stewardship-transition-pac…> that was developed by the community in relation to the IANA Stewardship Transition called for the creation of a new structure, the Customer Standing Committee (CSC) to provide operational oversight of the performance of the IANA naming function, a role currently performed by the United States government through the National Telecommunications and Information Authority (NTIA). 2. On 02 June 2016, the GNSO Council confirmed a Selection Committee to evaluate the candidates for the GNSO CSC liaison. The GNSO Council approved James Gannon as the CSC Liaison. 3. The GNSO Council provided to ICANN the liaison name along with his Expression of Interest by the deadline of 22 July 2016. 4. The GNSO Council requested that the Selection Committee shall engage, if requested, with the ccNSO Selection Committee to evaluate the full slate of CSC members and liaisons. 5. The GNSO and ccNSO CSC Selection Committees met on 02 August to consider the CSC liaisons and members. 6. The GNSO Council has reviewed the list of CSC liaisons and members and approves the full list. 2. Adoption of the GNSO Review of GAC Communiqué for submission to the ICANN Board - deferred to Electronic Voting 6-9 August 2016 Made by: James Bladel Seconded by: Whereas, 1. The Governmental Advisory Committee advises the ICANN Board on issues of public policy, and especially where there may be an interaction between ICANN's activities or policies and national laws or international agreements. It usually does so as part of a Communiqué, which is published towards the end of every ICANN meeting. 2. The GNSO is responsible for developing and recommending to the ICANN Board substantive policies relating to generic top-level domains. 3. The GNSO has expressed a desire to provide feedback to the ICANN Board on issues in the GAC Communiqué as these relate to generic top-level domains to inform the ICANN Board as well as the broader community of past, present or future gTLD policy activities that may directly or indirectly relate to advice provided by the GAC. 4. The GNSO Council developed a template to facilitate this process, which was completed following the publication of the Helsinki GAC Communiqué by a volunteer and shared with the GNSO Council for its review. 5. This is the Call for Volunteers to join this Working Group. Dear GNSO Councilors, On behalf of the GNSO CSC Selection Committee, please see the attached motion for the approval of the full slate of CSC liaisons and members for the upcoming vote outside a meeting to be held by the Council beginning not later than 06 August and closing 09 August. As noted in the motion, the package of proposals that was developed by the community in relation to the IANA Stewardship Transition called for the creation of a new structure, the CSC to provide operational oversight of the performance of the IANA naming function, a role currently performed by the United States government through the National Telecommunications and Information Authority (NTIA). On 02 June 2016, the GNSO Council confirmed a Selection Committee to evaluate the candidates for the GNSO CSC liaison. The GNSO Council approved James Gannon as the CSC liaison on 21 July and provided to ICANN the liaison name along with his Expression of Interest by the deadline of 22 July 2016. As noted previously, the GNSO Council requested that the Selection Committee shall engage, if requested, with the ccNSO Selection Committee to evaluate the full slate of CSC members and liaisons. The GNSO and ccNSO CSC Selection Committees will meet on 02 August to consider the CSC liaisons and members and following that meeting the GNSO CSC Selection Committee will send to the GNSO Council the recommended list of CSC liaisons and members. As noted above, this list will be subject to the vote of the Council after which the ccNSO and GNSO Councils will provide the final list to ICANN not later than 10 August.
